Nghe An inspects the actual work of directing the fight against illegal fishing in Quynh Luu and Hoang Mai

Comrade Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial IUU Steering Committee as Head of the working delegation. Accompanying the delegation were representatives of leaders of departments, branches, the Provincial Border Guard Command and the People's Committees of districts and towns who are members of the Provincial IUU Steering Committee; representatives of coastal communes in Quynh Luu district and Hoang Mai town.

In Quynh Luu district, the delegation inspected and surveyed the field situation at the fishing port of Tien Thuy commune; the infrastructure for anchoring and carrying out departure procedures at the southern bank of Lach Quen fishing port; propaganda work on preventing IUU fishing at Lach Quen fishing port and the Inter-sectoral Working Group at Lach Quen.

According to the decision of the Provincial People's Committee, in Quynh Luu district, the inspection team of the anti-IUU fishing work of the Quynh Luu District People's Committee. Specifically, the results of verification and sanctions for violations of disconnecting VMS of fishing vessels in the area, the management of the "3 no" fleet in the locality; the statistics of aquatic product output unloaded through private fishing ports of the Commune People's Committee. For Quynh Thuan Border Guard Station, the team focused on inspecting the verification and sanctions for violations of disconnecting VMS during fishing; at the same time, inspecting the management of vessels entering and exiting the estuary, especially monitoring the status of "3 no" vessels participating in fishing. The situation of storing and updating data on administrative sanctions in the field of fisheries, notifying the results of sanctions to the Department of Agriculture and Rural Development.

At the meeting, representatives of the Department of Fisheries - Fisheries Control discussed the work of monitoring output, collecting fishing logs, implementing eCDT; the work of managing fishing vessels, synthesizing and handling vessels that lost their journey connection signals; the status of registration, inspection, food safety and hygiene licensing, the status of "3 no" vessels staying ashore; updating the results of administrative sanctions of related units...

Up to now, together with organizing ship owners and purchasing facilities to sign a commitment to implement the Fisheries Law and combat IUU fishing, Quynh Luu district has reviewed, thereby showing that the district has no "3 no" ships; there are 7 ships that have not installed VMS equipment and 3 ships that have installed VMS but have stopped service because they are on shore and not in production.

Implementing the province's direction to review fishing vessels that have lost their journey connection (VMS) to make records for verification and punishment, from the beginning of 2024 to present, the People's Committee of Quynh Luu district has issued 11 decisions to administratively sanction 11 ship owners with a total fine of 234 million VND, revoking the right to use certificates for a period of time for a number of ship owners and captains...

Meanwhile, according to the report, Hoang Mai town has 1,082 large and small ships, of which 473 are 15 m or longer. To date, the VMS installation rate has reached 99%, with 7 ships yet to be installed. Following the province's direction, the town has established a Steering Committee and conducted a review, resulting in 98 "3 no" ships to monitor. Since the beginning of 2024, the town has inspected, reviewed and fined 6 cases of ships violating VMS disconnection with a total fine of 135 million VND.

In addition to the positive aspects, representatives of the Provincial Border Guard Command, the Department of Fisheries - Fisheries Control and the Quynh Thuan Border Guard Station reported on the current situation and pointed out some shortcomings and inadequacies in the process of inspecting and licensing fishing vessels; limitations in port infrastructure and the causes; and proposed some solutions to overcome them for the province and district.

At the working session, on behalf of the working delegation, comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee, Head of the working delegation requested that coastal districts and towns need to focus on verifying cases of violations of VMS disconnection in 2023 and 2024 to report to the Ministry of Agriculture and Rural Development, directing to firmly grasp "3 no" vessels, vessels at high risk of IUU violations; closely monitor vessels that have not installed voyage monitoring equipment; establish inspection and supervision teams at people's fishing ports; strengthen propaganda for fishermen on combating IUU fishing; the Provincial Border Guard resolutely does not allow vessels that do not install VMS or do not have enough procedures to go to sea...
