On the afternoon of September 14, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee worked with the Department of Health to evaluate the results of health work from 2020 to the first 6 months of 2023 and key tasks and solutions in the coming time.
Attending the meeting were comrades: Nguyen Thi Kim Chi - Member of the Provincial Party Standing Committee, Secretary of the Provincial Party Committee of Provincial Agencies; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; and leaders of relevant departments, branches and sectors.

PROUD AND RESPECTABLE RESULTS
Reporting at the meeting, Director of the Department of Health Nguyen Thi Hong Hoa said that since the beginning of the term, in the context of many difficulties and challenges due to the impact of the Covid-19 pandemic, institutions and policies have revealed many limitations and inadequacies... but the health sector has been determined and made efforts to overcome difficulties and achieved important and remarkable results.
The sector has proactively implemented the Resolutions, Projects, and Plans issued by the province and achieved many positive results. The targets by 2025: 93% of communes meet national criteria on health; over 90% of commune, ward, and town health stations have doctors working; 39 hospital beds/10,000 people; 13 doctors/10,000 people; the annual natural population growth rate of 1.2% is expected to meet and exceed the targets in the Resolution of the 19th Provincial Party Congress.

In recent times, the health sector has focused on actively implementing synchronous solutions to improve the quality of medical examination and treatment; there have been qualitative breakthroughs, many advanced medical techniques and technologies have been applied in medical examination and treatment. The service attitude of medical staff has undergone a fundamental change; the rate of people's satisfaction with medical services has increased.
The epidemic prevention work has been focused and proactively controlled, in which the Covid-19 pandemic has been actively led and directed by all levels and sectors with many positive solutions, timely and effective control. Covid-19 vaccination work has been organized promptly, safely, and widely covered, contributing to early containment of the epidemic.
The health sector has also focused on implementing drastic solutions to consolidate, improve and develop the grassroots health network. The health network has developed rapidly and synchronously, many general and specialized hospitals have been upgraded to large scale, private health care has strongly developed, contributing to gradually meeting the people's medical examination and treatment needs, raising the level and affirming its position in the region.

The quality of medical examination and treatment is increasingly improved, many specialized medical examination and treatment techniques are applied strongly at all levels; scientific research is promoted, many topics and initiatives are effectively applied. Attention is paid to ensuring food safety; population and development work has achieved many positive results.
Training and development of high-quality human resources have been focused on, strengthened and made important changes. From 2020 to June 2023, 99 PhDs, Specialist II, 350 Masters, Specialist I were sent for postgraduate training in medicine and pharmacy. Socialization work to attract resources and implement autonomy for hospital units and provincial and district centers has been effective.
The organization and human resources of the health sector are increasingly streamlined, operating effectively and efficiently. The entire sector has streamlined 76 grassroots units, reduced 4,824 civil servants, and reduced the state budget invested in health. Administrative reform and information technology application have been effectively implemented in units; medical ethics are emphasized, service quality is gradually improved, moving towards meeting patient satisfaction.

In addition to the outstanding results, the health sector also frankly acknowledged the difficulties and challenges. Human resources are lacking in quantity and recruitment structure, and have not met the quality requirements in some units at all levels, especially at the district and commune levels. The procurement and bidding for the supply of drugs, equipment and supplies face many difficulties. The health infrastructure system, information technology, and medical equipment investment are not synchronous and inadequate, especially at the grassroots health level...
Speaking at the meeting, highly appreciating the results achieved by the sector, Vice Chairman of the Provincial People's Committee Bui Dinh Long also requested the Department of Health to seriously, objectively, qualitatively and comprehensively assess the difficulties, bottlenecks and limitations of the sector, thereby proposing solutions to effectively overcome them, such as: Hospital overload; difficulties in bidding and purchasing drugs and medical equipment; exceeding the estimated budget for medical examination and treatment under health insurance;...

In addition, continue to comprehensively review all valid projects, focusing on advising the Provincial People's Committee on effective solutions to expand projects. Improve governance, thereby advising the Provincial People's Committee decisively, accurately and correctly.
Emphasizing that the health sector has an honorable and heavy responsibility according to Resolution No. 39 of the Politburo, Secretary of the Provincial Agencies Party Committee Nguyen Thi Kim Chi said that the goals and tasks are clear, the problem is how the sector must implement them.

In the coming time, the health sector needs to pay attention to planning the network of medical examination and treatment at the grassroots level, the hospital system, and the human resource training network. In addition, it is necessary to pay attention to, encourage, and motivate the staff in the sector to feel secure in their work.
STRIVING TO BUILD NGHE AN TO BECOME A MEDICAL CENTER IN THE NORTH CENTRAL REGION
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated the results that the Department of Health in particular and the health sector in general have achieved since the beginning of the term, because this is the most difficult period, with many unprecedented problems, especially the Covid-19 pandemic. "Through difficulties, we appreciate and are more proud of the contributions, role and position of the health sector with positivity, proactiveness and efficiency".
The Health sector has proactively carried out the tasks in the Resolution of the 19th Provincial Party Congress, in the Action Program to implement the Resolution, and the Action Program Implementation Plan. The sector has also closely followed up on issues arising in practice to promptly and effectively implement them.

In addition to performing the task of disease prevention and control, despite the difficult conditions of the province, the results achieved by the sector are very proud. The network of medical facilities has developed evenly and fully, basically meeting the requirements of health care and medical examination and treatment in the region and the whole of Laos, especially in the central area and the non-public system.
The quality of medical examination and treatment is increasingly improved, many advanced techniques and deep expertise are applied. Human resource training is focused on and well implemented; many conferences and seminars on medical expertise are organized. The grassroots health system has wide coverage; basically proactively ensuring medicines and medical equipment for medical examination and treatment. On the other hand, the spirit, enthusiasm, responsibility and solidarity of the staff and workers in the industry have helped the industry achieve the above results.
In addition to the achieved results, the Chairman of the Provincial People's Committee noted the issues that the sector needs to pay attention to. That is, the provision of medical examination and treatment services in remote areas has not yet met the needs of the people. The implementation of public investment tasks of the sector is still limited, the disbursement results are still slow. There are still cases of officials and employees violating medical ethics, violating discipline, administrative discipline... leading to the need for disciplinary action.
Emphasizing the key tasks of the health sector in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the sector to continue to effectively implement the tasks, goals and targets specifically stipulated in the Resolutions of the Central and the province, striving to build Nghe An into a health center of the North Central region.

The sector also needs to pay attention to implementing the sector's planning contents, especially the planning of the grassroots health network, hospital system, and training facilities. With the role of state management, the Department of Health needs to clearly demonstrate its role of timely and effective advice to the province in solving the difficulties, problems, and shortcomings of the sector, focusing on major bottlenecks that have existed for many years.
Emphasizing that the disease model has many changes and is unpredictable, the Chairman of the Provincial People's Committee requested the health sector to proactively carry out preventive medicine and disease prevention, taking the Covid-19 epidemic as a lesson. Proactively improve health care and medical examination and treatment through the development of high-quality, high-tech, specialized medical service systems, combining modern medicine and traditional medicine to meet the needs of the people.
The sector needs to focus on strengthening the grassroots health system to provide health care for people in mountainous areas, ethnic minority areas, and rural areas; continue to develop the non-public health system more effectively; pay attention to food safety and hygiene, population, and family planning to serve the development needs of the province.

On the other hand, the health sector needs to review the functions, tasks, and organizational structure of the sector and its units, and implement the autonomy mechanism well, thereby advising the province to remove difficulties and obstacles in its authority. Pay attention to training human resources, especially human resources to meet the requirements of high technology and specialized medicine, with special attention to the grassroots medical staff.
The head of the Provincial People's Committee also requested the Department of Health to promptly, clearly, transparently and publicly implement bidding and procurement of medicines, chemicals, supplies and equipment to meet the needs of disease prevention and treatment for the people, and proactively decentralize and delegate authority to medical facilities. Relevant departments, branches and sectors must also accompany and coordinate with the Department of Health to carry out this work well.
In addition, in the context of the province's difficulties, the sector needs to focus on effectively using existing resources and focusing on disbursing public investment capital. In addition, continue to mobilize other resources to invest in medical facilities to meet the needs of health care and medical examination and treatment for the people, prioritizing budget capital for difficult areas.

Chairman of the Provincial People's Committee Nguyen Duc Trung suggested that the industry should strengthen administrative procedure reform and apply technology in digital transformation. Pay attention to foreign affairs and support Lao localities that share borders with the province in medical work.
At the same time, the industry needs to strengthen communication work to raise people's awareness and consciousness about health work. Strengthen inspection and examination of areas under the industry's management responsibility; improve the industry's effectiveness and efficiency, focus on educating medical ethics, style and attitude of staff and workers in the industry.
