This morning, November 28, the Culture - Social Committee of the People's Council of Quang Tri province worked with the Department of Health on the results of the implementation of tasks in 2024, directions and tasks in 2025; the results of the implementation of the resolutions of the Provincial People's Council on the health sector and draft resolutions regulating prices of medical examination and treatment services for medical examination and treatment facilities, and the policy of establishing Huong Hoa Regional General Hospital. In 2024, the health sector will synchronously deploy tasks and solutions to improve the quality of medical work and people's health care with the theme of Promoting administrative reform and digital transformation. Up to now, administrative reform has basically met the requirements, but digital transformation is still slow. Provincial-level medical examination and treatment activities have good human resources, and can handle difficult cases; district-level medical examination and treatment activities are still weak, lacking good doctors and leaders, and equipment does not meet the requirements.
In the context of the coming time of implementing the policy of assigning district level to manage district level health care, it is predicted that activities will face many difficulties, while commune level health care activities will be stable.
Regarding preventive medicine, in general, infectious diseases are detected early and treated promptly, however, there is a gap in vaccines leading to the emergence of measles.
Regarding the implementation of the resolutions of the Provincial People's Council on the health sector, most of the targets have met the set plan. The current difficulty and limitation is that the province has issued Resolution 166 of the Provincial People's Council regulating policies on attracting, treating and training civil servants of public health service units, but has not yet attracted doctors to work at grassroots medical examination and treatment facilities because the incentive level is not really attractive and the conditions of facilities and equipment are not guaranteed.
On October 17, 2024, the Ministry of Health issued a framework for calculating the correct and full price of medical services, effective from January 1, 2025, as a basis for localities to develop and promulgate a framework for medical service prices in the area. The Department of Health develops a plan for medical service costs to increase by 30%, based on the increase in basic salary from VND 1,800,000 to VND 2,340,000 and not exceeding the highest price of the Ministry of Health to submit to competent authorities for approval. Medical facilities use this as a basis for general application according to the hospital system, not specifically for each hospital.
Regarding the draft resolution to rearrange the Huong Hoa District Medical Center to establish the Huong Hoa Regional General Hospital, a grade 2 hospital with 150 beds, the current basic facilities meet the operations of a regional hospital, and no investment resources have been generated from the budget.
Concluding the meeting, Head of the Culture - Social Committee of the Provincial People's Council Ho Thi Thu Hang agreed to issue new medical service prices in the province from January 1, 2025, ensuring the rights of medical facilities to exercise autonomy and the necessity of establishing Huong Hoa Regional General Hospital to meet the needs of medical examination and treatment in the western border area of the province as well as medical examination and treatment for people of Laos.
Assign the Department of Health to preside over the development and completion of the report and resolution to be submitted to the Provincial People's Council meeting.
Regarding the results of the implementation of tasks in 2024 and the direction and tasks in 2025 of the health sector, the Committee for Culture and Society agreed on the report contents and included them in the committee's review report to be submitted to the upcoming meeting of the Provincial People's Council.
