Kon Tum Department of Transport still accepts renewal of expired driving licenses

On the morning of February 19, at the Provincial Public Administration Service Center, Mr. Tran Quang Hanh (Truong Chinh Ward, Kon Tum City) arrived early to apply for a new driver's license. Contrary to his expectations, Mr. Hanh found it quite deserted, with no crowding or waiting to get a number.

A moment later, Mr. Hanh came back and said with a sigh of relief: My driver's license still has 2 years left before it expires. Because I didn't understand the regulations and heard the information online, I rushed to change it. The staff at the Center explained to me that they are still accepting applications for renewal, but only for driver's licenses that are still valid for less than 30 days. My driver's license still has a few months left, so there's no rush. I can register at the ward later.

Mr. Trinh Van Minh - Director of the Provincial Public Administration Service Center said that in recent days, the number of people coming to the Center to apply for a new driver's license has increased sharply. In addition to receiving and processing applications, the Center has directed officials and civil servants to strengthen propaganda and explain to people that they should not rush to apply for a new driver's license at the present time; people with a driver's license that is still valid should do it later, so the situation has "cooled down" a lot since the morning of February 19.

According to Mr. Trinh Van Minh, the transfer of the function of issuing and renewing driving licenses from the Department of Transport to the Provincial Police does not interrupt the issuance and renewal of driving licenses by the relevant agencies. Therefore, it is not necessary to "massively" carry out procedures to issue and renew driving licenses that are still valid for 1-2 years. Only those whose driving licenses are about to expire need to renew.

People need to find out in advance whether their driving license needs to be changed or not, and pay attention to the deadline to arrange time to change their driving license appropriately, to avoid wasting time - Mr. Trinh Van Minh explained.

Also on the morning of February 19, speaking with reporters, Mr. Nguyen Duc Huong - Deputy Director of the Department of Transport said that currently the process of receiving applications for issuing and exchanging driving licenses locally is still under the responsibility of the Department of Transport.

After the handover process between the transport force and the police, when there is an official decision on the time of acceptance and implementation, the units under the transport sector will stop the procedures. At that time, the receiving agency (police force) will start working from that time.

The implementation of the Road Traffic Safety Law or the change of the driving license examination and issuance agency does not affect the driving licenses that have been issued and are still valid. Therefore, driving licenses that are still valid are still valid and people can still use them normally.

Even if there is a transfer, everything will still proceed smoothly, without affecting the rights of the people. However, to avoid backlog of documents and overload, the reception of documents will also have certain adjustments - Mr. Nguyen Duc Huong affirmed.

Accordingly, on February 18, the Department of Transport issued Document No. 316/SGTVT-QLVT,PT&NL to the Provincial Public Administration Service Center regarding the time to stop receiving records of administrative procedures related to the field of testing and granting and exchanging driving licenses under the jurisdiction of the Department of Transport.

The document stated that, up to now, there has been no specific time for the transfer of tasks from the Ministry of Transport to the Ministry of Public Security. The Department of Transport will stop receiving applications to resolve administrative procedures related to the field of testing and issuing and exchanging driving licenses under its authority as soon as it no longer has the function and task according to the decision of the competent authority (expected in the period from February 19-28).

Therefore, to avoid backlog of documents during the preparation of procedures for handing over the state management tasks of testing and issuing driving licenses, without affecting the rights and work of the people, from February 18 until there is an official document from the competent authority, the Department of Transport will still accept and process applications for issuing and exchanging driving licenses, but will only accept to issue and exchange driving licenses that are due for renewal (with less than 30 days remaining).

In a related development, on February 17, the Traffic Police Department of the Ministry of Public Security informed that after receiving and handing over the State management task of testing and granting driving licenses from the Ministry of Transport, the Ministry of Public Security assigned the Traffic Police Department to receive and perform the corresponding tasks of the Vietnam Road Administration; the provincial level assigned the Traffic Police Department to receive and perform the corresponding tasks of the Department of Transport; the commune level performed the task of receiving dossiers for changing and re-issuing driving licenses to serve the people right at the grassroots level.

In our province, the Provincial Police and the Department of Transport have been actively preparing the necessary conditions to hand over and receive the state management tasks of testing, granting and exchanging road motor vehicle driving licenses; operating, exploiting and using the traffic light system in the province.

The leaders of the two units have requested relevant units and departments to continue to coordinate in reviewing, compiling, and collecting all records, documents, databases, and procedures related to the testing and issuance of driving licenses for immediate handover upon direction from superiors, ensuring the handover is complete and intact.

At the same time, support and guide traffic police officers to perform new tasks effectively, on schedule, without interruption, and without affecting the quality of service to the people.

On the morning of February 19, the Provincial People's Committee held a conference to receive tasks from 4 departments to the Provincial Police, including the field of testing and granting road motor vehicle driving licenses from the Department of Transport. Here, Chairman of the Provincial People's Committee Le Ngoc Tuan requested relevant parties to promptly complete the reception and handover of tasks in accordance with the direction of the Central and local governments. The Provincial Police quickly organized the operation of tasks to ensure smooth and effective operation, avoiding work congestion.

Mr. Nguyen Duc Huong affirmed that the transfer of tasks is carried out according to the decision of the competent authority. Currently, the reception of documents for issuing and exchanging driver's licenses at the local level is still taking place, under the responsibility of the transport sector. When there is an official decision on the time of reception, the units under the Ministry of Transport will stop processing procedures, which is also the time when the receiving agency will start working; there will be no interruption in the transfer process.
