Phuc Yen City is a locality with many projects being implemented, the area of land to be recovered and cleared is quite large. The situation of petitions, complaints and denunciations (KNTC) has the potential to become complicated.
In 2019, through the review of the Steering Committee for handling complicated and prolonged mass protest cases in the province, Phuc Yen city had 27 complicated and prolonged mass protest cases. These cases have existed for a long time, some of which have lasted from 10 to 20 years and have not been resolved.
Chief Inspector of Phuc Yen City, Ta Quang Trung, said: "The large amount of work, along with the new position of Chief Inspector of the city, makes me feel quite pressured. However, as a party member and trusted by the city's leaders, I myself am determined to uphold the pioneering spirit, dare to do, dare to take responsibility, make efforts to advise and assist the city's leaders in performing well the work of receiving citizens, resolving complaints and denunciations, not allowing "hot spots" to arise, contributing to stabilizing the security and order situation, serving socio-economic development."
With the responsibility of Chief Inspector of the city, comrade Ta Quang Trung proactively advised the city People's Committee to establish a working group to direct and resolve the complicated, prolonged mass protest cases in the area. Comrade Trung spent a lot of time carefully studying each case, clearly understanding the causes and difficulties of the unresolved cases... from there, classifying the cases and proposing a definitive solution according to the correct order and authority.
With the close direction and support of the Steering Group for resolving the complicated and prolonged mass protest cases in the province, and the efforts of the Party Committee and the government of Phuc Yen city, including the direct role of the City Inspector, by early 2023, there were only 2 complicated and prolonged mass protest cases being resolved in the city. We strive to resolve them completely by the end of 2023, fulfilling the targets committed to the Provincial Party Committee. Thereby, contributing to strengthening people's trust in the leadership of the Party and the management of the State.
In order to practically build and rectify the Party, promote the exemplary leading role of cadres and Party members, especially leaders, managers, heads of agencies, localities and units in training revolutionary ethics, preventing and combating manifestations of individualism, in recent years, the Provincial Party Committee has regularly disseminated and implemented Conclusion No. 21 of the Party Central Committee (13th tenure), Directive No. 05 of the Politburo, Resolution No. 4 of the Central Committee and regulations on the exemplary responsibility of cadres and Party members.
Accordingly, each cadre, party member, head of the Party Committee and agency, unit must raise awareness, promote the sense of responsibility, regularly cultivate and practice revolutionary ethics, be proactive and exemplary in studying and following Ho Chi Minh's ideology, ethics and style, actively compete, and make efforts to remove many difficulties and bottlenecks in localities and sectors.
Since then, Vinh Phuc has become one of the bright spots of the country in socio-economic development; building a strong Party and political system, maintaining national defense and security; the material and spiritual life of the people in the province has been gradually improved and enhanced.
Besides cadres and party members who dare to think, dare to do, dare to take responsibility, there are still some cadres and party members who are afraid of making mistakes, afraid of failure, afraid of being disciplined, or have the mindset of waiting and relying on the collective, afraid of responsibility, and indecisive.
To “treat” and prevent the “disease” of fear of responsibility among cadres and party members, the Provincial Party Committee and the Provincial People’s Committee have gradually improved mechanisms and policies related to cadre work. In particular, the issuance of Temporary Regulation No. 07 of the Provincial Party Committee on encouraging and protecting dynamic and creative cadres for the common good is considered a shield to protect confident and innovative cadres.
Provide detailed and specific guidance on the conditions for applying incentive and protection mechanisms; the process of implementing innovative and creative content; the work of inspection, supervision, and evaluation of effectiveness as well as clarifying the responsibilities and powers of cadres, Party committees, and collective leadership of agencies and units in implementing the protection of dynamic and creative cadres.
Along with the policies and guidelines of the Provincial Party Committee Standing Committee, recently, the Chairman of the Provincial People's Committee requested heads of departments, branches, and Chairmen of People's Committees of districts and cities to thoroughly grasp and strictly implement the Prime Minister's Official Dispatch No. 280 on rectification and strengthening of responsibility in handling work of cadres, agencies, and localities.
From there, resolutely overcome the situation of shirking responsibility, avoiding responsibility, not daring to do, not daring to advise, propose, not daring to take responsibility of cadres, civil servants and public employees; improve the effectiveness and efficiency of state apparatus management, strengthen people's trust in Party committees and authorities at all levels.
