'Make in Vietnam' digital platform and its contributions to national digital transformation

According to the Program "National Digital Transformation to 2025, with a vision to 2030", developing digital platforms is considered a breakthrough solution to accelerate the digital transformation process.

With the view of not allowing all of Vietnam's data to be exported and stored abroad by foreign companies, "Make in Vietnam" digital platforms are prioritized for research, development and application deployment, focusing on solving major national problems and pressing social issues.

Since mid-April 2020, the Ministry of Information and Communications has continuously announced and introduced "Make in Vietnam" platforms so that agencies, organizations, businesses, and people can easily access and apply them in practice.

With “Make in Vietnam” digital platforms, agencies, organizations and businesses do not need to invest in their own information technology systems and their own team of experts and network administrators, but can still take advantage of the latest technological achievements. This will result in faster digital transformation, reduced investment costs and increased digital transformation efficiency.

Increasing the efficiency of digital government operations, digital government

One of the “Make in Vietnam” platforms that effectively supports the operations of state agencies, moving towards digital government, is the National Data Integration and Sharing Platform (NDXP). With the main function of connecting, integrating, and sharing data between ministries, branches, and localities, NDXP is considered the “backbone” of national data.

The report on the assessment of the state management situation in the third quarter of 2023 by the Ministry of Information and Communications said that, to date, 98 ministries, branches, localities, agencies and organizations at the central level have connected to NDXP; 23 digital platforms/databases/information systems have connected and shared data on NDXP.

The total number of transactions in 2023 (as of September 5, 2023) is more than 382.7 million transactions, an average of about 1.57 million transactions/day. Since its launch, 1.46 billion official transactions have been made on NDXP.

In addition to NDXP, the Ministry of Information and Communications is also deploying 16 digital platforms shared across the industry to better perform state management of the Information and Communications sector.

On the other hand, the Ministry of Information and Communications continuously supports and urges ministries, branches and localities to develop digital platforms, focusing on specialized management and operation platforms based on data, synchronously and smoothly from the central to local levels; Develop national databases, shared databases of ministries, branches and localities. These are core elements for operating digital government.

At the local level, in recent times, many "Make in Vietnam" digital platforms have also been deployed to serve the construction of e-government towards building digital government.

A typical example is the Thua Thien Hue Province Smart Urban Service Platform (Hue-S), which integrates many services and partners to meet diverse needs of people, from land planning, transportation, culture, education, healthcare... to e-wallets, invoices, digital markets...

Mr. Nguyen Xuan Son, Director of the Department of Information and Communications of Thua Thien Hue province, said that Hue-S is a unique platform to promote the process of building e-government and digital transformation of the locality. This will be the framework to help digital transformation activities be unified and sustainable in the coming years.

Another example is the DanangChain Platform based on blockchain application, which has just been announced for pilot implementation in Da Nang. This platform is jointly deployed by Kardia Labs Joint Stock Company and the Department of Information and Communications of Da Nang, to collect and analyze 10 groups of data for management and direction, creating new values.

Many conveniences in people's lives

With the orientation of "Taking people as the center", many "Make in Vietnam" digital platforms have helped people and businesses benefit in all areas of life and society such as health, education, finance, agriculture, etc.

Platforms such as distance learning, telemedicine, smart transportation, video conferencing, etc. are increasingly improved in features and expanded in coverage, contributing to the development of the digital economy and digital society.

For example, the Massive Open Online Courses (MOOCS) platform at onetouch.mic.gov.vn allows learners to access quality online lectures at low cost, or even for free.

The Ministry of Information and Communications has actively coordinated with ministries, branches and localities to deploy training courses on digital transformation for officials, civil servants and public employees of state agencies from central to communal levels and popularize digital skills for people through this platform. Since its launch (early May 2022) to September 4, 2023, there have been more than 18 million people accessing MOOCS.

Or the e-commerce platform Postmart.vn (of Vietnam Post Corporation) promotes the consumption of agricultural products, regional specialties, and OCOP products in remote areas.

Currently, there are 52,000 agricultural, specialty, and OCOP products on this e-commerce platform. For about 3 years now, the Postmart team has also joined hands to train digital business skills for about 5 million agricultural production and business households ,” Ms. To Thi Ngoc Hoa, representative of Vietnam Post Corporation, informed.

For production and business activities of enterprises, a series of "Make in Vietnam" platforms are being widely deployed, helping enterprises increase revenue, profits, and expand market share.

For example: Amis unified enterprise management platform of Misa Software Company; Viettel Data Mining Platform; FPT akaBot platform supports businesses in automating business processes (RPA) with "virtual robot assistants"... Many "Make in Vietnam" platforms have been "quick" to update the most advanced technologies such as artificial intelligence (AI), blockchain, virtual reality (VR), augmented reality (AR)...

One of the most prominent benefits of “Make in Vietnam” platforms is to help people and businesses overcome the fear of “lack of investment capital” when transforming digitally. Because before that, there were countless digital platforms from foreign suppliers on the market, with quite high prices. These Make in Vietnam platforms and services only cost half or even a quarter of the price of foreign platforms of the same type, but with equivalent quality, and are easier to use because they are more localized.

At the State Management Conference for the third quarter of 2023 with the Departments of Information and Communications held in mid-September, the Ministry of Information and Communications said it had selected 30 platforms that provide basic, free features to serve people and businesses in developing the digital economy and digital society.

It is expected that in September 2023, the Ministry of Information and Communications will issue a handbook so that each household and each person can know how to effectively use digital platforms.

Deploying national digital platform is still lacking determination

In the past 4 years, there have been more and more “Make in Vietnam” technology products and services that meet all the criteria: Research in Vietnam, creation in Vietnam, production in Vietnam. The market of 100 million people is a favorable opportunity for the development of “Make in Vietnam” digital platforms owned and developed by Vietnamese people in the Vietnamese market.

The proportion of “Make in Vietnam” value in ICT industry revenue has increased significantly, according to data from the Ministry of Information and Communications: In 2022, it is estimated to reach 27%, an increase of 2.35% compared to 2021. About 60% of outsourcing enterprises have shifted their focus from low-value outsourcing to making entire solutions and products that bring high value.

It can be seen that the "Make in Vietnam" digital platforms have contributed to accelerating the digital transformation process on all three pillars: Digital Government/Digital Administration - Digital Economy - Digital Society.

However, in addition to the achieved results, the Ministry of Information and Communications also frankly acknowledged that the implementation of national digital platforms led by central ministries and branches is still slow, and more drastic leadership and direction in the implementation of national digital platforms is needed. Ministries, branches and localities need to focus on implementing national-scale digital platforms.

In the coming time, the Ministry of Information and Communications will continue to develop platforms for e-government development and national digital transformation. It is expected that in the fourth quarter of 2023, the Ministry of Information and Communications and other ministries and sectors will announce outstanding national digital platforms in each sector and field, and in 2024, localities will develop plans for implementation and use.

From the perspective of a supplier of Make in Vietnam products and services, Mr. Hoang Nam Tien, Chairman of FPT Telecom Hoang Nam Tien recommended that the Government needs to have a policy mechanism, orienting the readiness to use domestic technology solutions in the operations of domestic enterprises and organizations; Place orders for technology enterprises to solve specific problems of developing digital government, digital society or digital economy.

Only then can businesses develop and operate profitable Make in Vietnam digital platforms, adding more resources to promote capacity to accelerate and further strengthen the national digital transformation process.
