Elevating urban areas, creating development directions for the future

Realizing the goal of becoming a model province on the S-shaped strip of land, the authorities at all levels in the province have been persistent, creating a difference in planning work to create and enhance urban development in the future. Striving to turn Vinh Phuc into a class I city by 2030.

Along with the country's innovation and development, the management of urban construction planning and development in the province is regularly concerned and directed by authorities at all levels, ensuring synchronization and connection with the planning of sectors, fields and planning levels.

The planning and adjustment of the basic planning are in accordance with the provisions of law and the requirements of socio-economic development of the province in the new period. In addition, the planning approach and the management and urban development work of the functional sector are constantly updated and innovated; the maintenance, renovation and reconstruction work are gradually enhanced, contributing to the creation of an increasingly spacious, modern and suitable urban space for the development trend.

Creating the premise for expanding development space and enhancing urban status must include planning the urban system organization model integrated in the Provincial Planning for the period 2021-2025, with a vision to 2050.

Accordingly, the province orients the urban system organization model such as hilly urban areas, new model urban areas, smart urban areas, etc. to form a chain of links with mutual development, with Vinh Yen and Phuc Yen cities as the center. From there, the scope of urbanization is expanded to neighboring areas in a breakthrough and sustainable direction.

To specify the tasks assigned by the Provincial Party Committee, People's Council, and People's Committee, the Department of Construction has coordinated with relevant agencies and local authorities to establish the Housing Development Program of Vinh Phuc province to 2030, with a vision to 2045; directed the implementation of the Master Program for construction and urban development of Vinh Phuc to 2030, with a vision to 2050...

In 2024, the Construction sector focused on establishing and completing comprehensive and key construction planning projects, submitting them to competent authorities for approval, such as: Phuc Yen city master plan, regional construction planning for the three districts of Lap Thach, Tam Duong, Song Lo; Tam Dao type IV urban master plan.

At the same time, build the Urban Development Program of Binh Xuyen and Vinh Tuong; approve the plan to organize the establishment of the Urban Development Program in 8 localities in 3 districts including Song Lo, Yen Lac and Lap Thach.

In addition, the department also appraises the Urban Architecture Management Regulations and the Rural Residential Architecture Management Regulations in communes that meet the advanced new rural standards and model new rural standards of the province...

Up to now, the coverage rate of general urban planning and inter-district construction planning in the whole province has reached 100%; the coverage rate of zoning planning has reached 100%; the coverage rate of general rural construction planning has reached over 90% and the urbanization rate of the whole province has reached 49%.

In the province, a network of 34 urban areas of all types has been formed, distributed relatively evenly with increasingly expanding space, technical infrastructure, social infrastructure has been focused on, invested in and built in a synchronous and modern direction.

Affirming the role of planning in the future development of Vinh Phuc urban area, Director of the Department of Construction Vu Chi Giang emphasized: Planning is the foundation to accelerate the speed and improve the quality of urbanization of the province in a sustainable direction.

Thoroughly implementing the motto of "clear people, clear work, clear responsibilities, clear processes, clear efficiency", the department continues to strengthen inspection and promptly handle violations to tighten discipline and order to improve the quality of planning management work in the province.

Thereby, not only ensuring the reasonable development of the province's urban space organization, harmonizing economic benefits and ecological environment, but also meeting the requirements and tasks of the industry in the new period.

Unifying the perception that "Planning must be one step ahead", is the key step in proposing the implementation of investment projects and is the main driving force in the development process of the economy, all levels, sectors and authorities in the province continue to focus on planning and organizing the urban system space in a central and key direction.

Promote investment attraction for large-scale urban development projects in the direction of "indoor gardens, houses in parks" to create real estate products with unique identities, attractiveness and creating momentum for socio-economic development of the province.

Mobilize all resources for the beautification of existing urban areas, such as prioritizing the renovation and beautification of the landscape around lakes and lagoons in the core urban area; add green spaces, water surfaces, functional areas such as static parking lots, walking spaces, cultural activities, combining trade and services, etc.

In the immediate future, focus on researching and proposing adjustments to the Vinh Phuc Urban Master Plan; establish a detailed plan for Dam Vac Lake and surrounding areas to manage, preserve and promote the value of the water landscape space.

Encourage organizations to compete for architectural designs for iconic works, welcome gates, and highlights at the main gateways of urban areas in the province... Thereby contributing to making Vinh Phuc develop faster and stronger, worthy of being the development locomotive of the region and area in the new period.
