On October 21-22 , the Center for Legal Advice for the Poor and Community Development (Central Committee of the Vietnam Lawyers Association) organized a training conference with the theme "Raising awareness and legal advice on network information security, electronic transactions for women, children, the poor, and ethnic minorities" in Van Hoa commune, Ba Vi district , Hanoi.
This is one of 18 initiatives funded by the Justice Innovation Fund (JIFF) under the framework of the European Union (EU) non-refundable official development assistance (ODA) project funded by the European Union (EU) for Vietnam.
Speaking at the conference, lawyer Ha Huy Tu - Director of the Center for Legal Advice for the Poor and Community Development said that the project will deploy 25 training conferences and legal dissemination on network information security and electronic transactions in Ba Vi and Phuc Tho districts for officials of the Women's Union, Farmers' Association, Youth Union and women, children, the poor, and ethnic minorities in the locality.

At the conference, lawyers introduced the process of building a communication network, legal advice, legal support in the field of network information security, electronic transactions; legal regulations on electronic transactions in civil transactions such as: exchanging emails, signing contracts online, discussing, meeting in cyberspace...
According to Mr. Tu, the Internet is currently considered an important tool and means to achieve the goal of turning Vietnam into an industrialized, modernized, and strongly developed country in a competitive and globalized world.
However, the two-sided nature of Internet technology is a challenge for law enforcement, especially in regulating acts of transmitting, storing, and disseminating false and harmful information that violates the rights and legitimate interests of organizations and individuals.
In addition, in the network environment, more and more organizations and individuals at the national level have appeared and are using the network to steal, compromise or destroy important data of other countries.
Therefore, Vietnam, like other countries in the world, is facing threats from cybercrimes. Some crimes only exist in the digital world, especially with the goal of destroying the security of computer networks and online services; using the network as a tool to expand the scope of influence...
Attacks on websites, portals and online services in Vietnam staged by criminal groups are becoming more and more common, aiming to disrupt and damage the country's political and economic reputation.
Current legal documents related to information security assurance still have shortcomings such as: lack of regulations on classifying information security levels of information systems, regulations on managing information security products as well as managing information security services...
Vietnam needs to have legal regulations on information security to internalize international treaties of which Vietnam is a member; in accordance with international practices, ensure information security, and create an equal environment for organizations and enterprises operating in production and business in Vietnam.
"The training conference helps officials and people gain knowledge, experience and skills when working in the online environment, knowing how to distinguish bad and toxic information on the internet so as not to spread or share unverified information or bad and toxic information;
At the same time, we need to know how to effectively exploit important, useful and necessary information sources online to serve our lives, work and business. This is a practical and effective action to help our country become stronger when building and implementing the strategy of building digital citizens, digital society and digital government", emphasized lawyer Ha Huy Tu .
