According to the Department of Agriculture and Rural Development of Nam Dinh province, in the 2024 winter-spring crop, the whole province planted 70,761 hectares of rice. Through inspection, the winter-spring rice in districts of Ý Yên, Hải Hậu, Giao Thủy... has ripened from 70 - 75% of the area; Xuân Trường, Nghĩa Hưng has ripened rice in about 20 - 25% of the area.
However, due to prolonged storms and floods, over 15,000 hectares of rice were severely flooded. Of which, Nam Truc district was flooded the most with 4,497 hectares, Y Yen 3,040 hectares, Truc Ninh 1,630 hectares, Xuan Truong 1,183 hectares, Vu Ban 1,000 hectares, Nghia Hung 1,060 hectares, Nam Dinh city 1,600 hectares...

To proactively drain water, from September 13 until now, pumping stations in Nam Dinh province have been operating at full capacity. However, although the water level on major rivers in Nam Dinh has receded, it is still high, causing difficulties in draining water and saving the winter-spring rice crop; drainage in low-lying areas is slow, especially in Nam Truc, Truc Ninh districts, Nam Dinh city...
According to the Department of Agriculture and Rural Development of Nam Dinh province, according to statistics, the rice area flooded from September 9 to 15, about 5,000 hectares (completely lost) and over 10,000 hectares were affected in terms of productivity and output. For areas with good drainage, the rice plants recovered, the panicles grew and began to flower, the possibility of damage was from 30 - 40% of the yield.
Along with rice, the area of summer-autumn vegetables also suffered damage of 2,236 hectares. The area with over 70% yield damage was 1,225 hectares; the area with 30-70% yield damage was 1,012 hectares... The total estimated damage to the crop sector is about 370 billion VND.
According to Mr. Nguyen Van Huu, Deputy Director of the Department of Agriculture and Rural Development of Nam Dinh province, to restore production, localities are continuing to mobilize all forces and machinery to pump water to drain flooded rice fields, minimizing flooding.

Mr. Huu suggested that localities should direct farmers to actively check their fields, tie up rice fields that have flowered and fallen, tie up 3-4 clumps/clump, and leave the plants standing to create favorable conditions for the rice to become firm and ripe.
For rice areas that are forming panicles and preparing to flower, proactively demarcate and prioritize timely drainage to avoid prolonged flooding that will cause panicle rot.
For vegetables and colors, focus on drainage, take advantage of harvesting areas that are ready for harvest, ensure productivity and quality...
Faced with the initial damage to the agricultural sector, Permanent Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung requested the Department of Agriculture and Rural Development to compile statistics, research, advise, and propose support mechanisms for farmers affected by storms and floods.
On September 13, the People's Committee of Nam Dinh province sent a report to the Prime Minister and the Ministry of Agriculture and Rural Development on the initial damage caused by storm No. 3 and floods. Accordingly, the total value of damage caused by storm No. 3 and floods in Nam Dinh province is estimated at about 564 billion VND.
