Previously, the Economic and Urban Newspaper published an article “Dak Nong people reproduce and build on planned land”, reflecting on the fact that in Gia Nghia City, Dak Nong Province, the lives of dozens of households in the area of “New Urban Area Project Group 4 Nghia Duc” are facing difficulties when the project approved a land acquisition plan but did not recover it. This has forced people to return to reproduce and build infrastructure on planned land.
The New Urban Area Project of Group 4, Nghia Duc Ward, Gia Nghia City was approved by the People's Committee of Dak Nong Province in 2020 for investment policy and investors, implemented on an area of 71.99 hectares, the project reclaimed land from 134 cases.
The investor approved by the Dak Nong Provincial People's Committee is the Consortium of Construction Joint Stock Company 1369, Nam Ha Noi Infrastructure Investment and Development Joint Stock Company, Dong A Consulting and Construction Company Limited. The unit implementing the compensation and site clearance work is the Project Management and Land Fund Development Board of Gia Nghia City.
According to the schedule, by the fourth quarter of 2021, the project will complete investment preparation procedures, site clearance compensation and land acquisition. In the fourth quarter of 2024, the project will start construction, build infrastructure and be fully completed in the fourth quarter of 2025.
But it was not until 2022 that Gia Nghia City People's Committee approved the land recovery plan and conducted investigation, survey, measurement, counting and expected to clear the site within the year.
After conducting an inventory of assets on the land, the government urged people to stop taking care of the crops and not invest further. There were 66 cases where assets on the land had been inventoried and 40 cases where the documents had been completed. However, after the inventory and urging people to stop farming, the project fell into “silence”. People did not see the government mention the issue of receiving money to hand over the land, so people lost their main source of income while agricultural prices increased, greatly affecting their economic life.
Therefore, many people have sent petitions to the authorities and returned to cut down the trees that had been counted by the government to plant new trees and restore their gardens to generate income for their families. Many households have also built infrastructure and roads to serve their lives.
However, local authorities only know how to stop at propaganda and mobilize people not to reproduce on planned land and proceed to make records of illegal construction works.
After the People's Committee of Nghia Duc Ward and the households whose land was recovered reported during meetings with voters and the Economic and Urban Newspaper, the People's Committee of Gia Nghia City, Dak Nong Province issued Decision No. 78/QD-UBND dated January 21, 2025 on the detailed plan for implementing compensation, support and resettlement of projects in Gia Nghia City. Including the project of New Urban Area Group 4 Nghia Duc.
According to Decision No. 78/QD-UBND dated January 21, 2025 on the detailed plan for implementing compensation, support and resettlement of the Nghia Duc New Urban Area Project, the specific contents and implementation time are as follows: Sending land recovery notices to each person whose land is recovered and posting them before February 28, 2025; Completing the land price plan before April 30, 2025; Deciding on specific land prices, Decision on approving compensation, support and resettlement plans before August 8, 2025; Deciding on land recovery before August 29, 2025; Receiving, managing and handing over recovered land to the Investor and the Investor receiving the handover and implementing the project according to regulations in November 2025.
According to the People's Committee of Nghia Duc Ward, Decision No. 78 of the People's Committee of Gia Nghia City was very happy and supported by the majority of people in the New Urban Area Project area of Group 4. Because most of the people here depend on agriculture for their livelihood, they hope that the local government and the Investor will implement the plan as planned this time, not missing the deadline like last time so that they can soon stabilize their lives.
The People's Committee of Nghia Duc Ward also hopes that the project will be implemented on schedule according to the regulations approved by the investor, and should not be prolonged, affecting people's lives and especially the issue of security and order, and the difficulty of land management and construction in the area./.
