Minh Xuan is a commune in region I, located in the Northeast of Luc Yen district, Yen Bai province. The commune has 14 villages, more than 2,000 households with over 8,200 people. The whole commune has 18 ethnic groups living together, mainly Tay people.

Difficulties in building advanced rural areas in Minh Xuan.
In 2020, Minh Xuan commune (Luc Yen district, Yen Bai province) achieved new rural standards (NTM) when the criteria had just reached the standard, local resources were still limited, this became a new challenge when entering the journey to strive to achieve advanced NTM standards for Minh Xuan commune.
According to Mr. La Van Quang, Chairman of Minh Xuan Commune People's Committee, during the process of building advanced new rural areas of the commune, the locality also encountered many difficulties and challenges, including the limited awareness of a part of the people in environmental protection work.
The transformation of livestock and crop structure and the formation of concentrated production areas are still slow.
Attracting businesses and investors to cooperate with people in the field of agricultural production still faces many difficulties; forms of joint ventures and cooperation in production are not many and not regular.

Mr. Hoang Van Tien, residing in At Thuong village, Minh Xuan commune, said that in the past, traveling and transporting goods in the village and commune encountered many difficulties because the roads were small and mainly dirt roads, so the agricultural and forestry products produced by the people often did not sell for as high a price as in other places with more convenient transportation systems.
"Back then, my family planted a hill of trees, when they were ready to be exploited, but traders often paid lower prices than the average market price due to transportation difficulties and increased wages, which caused us to suffer many disadvantages, making it even more difficult," said Mr. Tien.

When the criteria had just reached the commune's advanced NTM standards, in September 2024, storm No. 3 (YAGI) caused great damage to people, property, structures, and crops in the commune.
In particular, criteria such as transportation, irrigation and disaster prevention, residential housing and environment have seriously declined. Especially in At Thuong village, landslides buried 5 houses, killed 9 people, and injured 3 people.
Minh Xuan overcomes difficulties to build advanced new rural areas.
Clearly identifying advantages, difficulties, challenges, and lessons learned in implementing the national target program on new rural construction, Minh Xuan commune has reviewed and evaluated the level of completion of advanced new rural criteria.
From there, build a detailed plan to focus all resources on implementing each criterion, promoting internal strength, solidarity, will and development aspirations of each cadre, party member and people.
In 4 years, the total mobilized budget for building advanced new rural areas was over 40.1 billion VND, of which people contributed over 7.8 billion VND.

Mr. La Van Quang, Chairman of Minh Xuan Commune People's Committee said: "Implementing the Resolution of the Commune Party Committee on building an advanced new-style rural commune, the Steering Committee and the Construction Management Board of the commune have been determined and resolute, with the efforts of the collective of cadres and civil servants of the Commune People's Committee, and the drastic participation of the entire political system and the people, in which the people are taken as the main subject to concretize the construction of an advanced new-style rural commune".
Traffic criteria are prioritized by the commune to be implemented first. Through many creative ways with the viewpoint "People know, people discuss, people do, people check, supervise and people benefit".
Thanks to good dissemination, propaganda and mobilization, people have united and are ready to sacrifice personal interests for the collective interest, donate land, knock down gates and fences to widen the roads of villages and hamlets to serve the interests of the whole community.
In addition to donating land, people also contributed money and working days to expand and concretize all village roads, while also renovating houses, fences, and planting more trees.
Currently, the commune's transportation system is spacious, clean and beautiful to each village and residential area. In addition, many social security works have been completed, such as the commune People's Committee headquarters, commune cultural houses, schools, medical stations, village cultural houses, and irrigation works have been invested in to build solidly, spaciously and beautifully.
Irrigation works ensure irrigation water for agricultural production as well as proactive requirements for natural disaster prevention according to the 4-on-site motto. Over 90% of residential houses meet the standards of the Ministry of Construction.

"It's a new countryside so now the roads are easier to travel, in my village the electricity is brightly lit, now the people are very excited", Ms. Hoang Thi Thanh, a resident of Tong Cum village, Minh Xuan commune, Luc Yen district, said happily.

In Minh Xuan commune, there are 3 schools: Hoa Hue Kindergarten, Minh Xuan Primary School and Nguyen Thai Hoc Secondary School. 100% of schools in the area are recognized as meeting national standards level 1.
Among them, Minh Xuan Primary School was assessed by the Department of Education and Training to be eligible for recognition as a national standard school at level 2 in 2024.
Ms. Pham Thi Thanh Thuy, Principal of Minh Xuan Primary School, said that in addition to building facilities invested by the state, the school also mobilized the participation of local departments, agencies, and organizations as well as the support of parents in socialization work.
"Especially the constant efforts of teachers to improve the quality of teaching and learning. In the past 2 years, the quality of education at the school has been raised to a new level, many students have won high prizes in competitions at all levels", shared the Principal of Minh Xuan Primary School.
As a business household in the commune, Ms. Hoang Thi Huong, Minh Xuan Commune, Luc Yen District said that she and her family also noticed clear changes in the locality, the economic life of the people has improved, from which business households like hers have also developed better.
"In the coming time, my family will try to develop more, so that our family's goods can reach more consumers," said Ms. Huong.

Minh Xuan has promoted the local advantages of both developing agriculture and forestry and developing industry, services and trade. In recent years, the commune's agricultural economy has gradually shifted to developing small and medium-sized goods.

Currently, the commune has 6 villages recognized as meeting the standards of a new model rural village; 3 products are recognized as OCOP with 3 stars; 2 products are granted intellectual property protection certificates by the Department of Intellectual Property, which are Luc Yen red peanuts and Luc Yen capons; 1 model applying high technology in production according to VietGAP standards, 1 agricultural cooperative; the average income per capita in 2024 of the commune will reach 55.2 million VND/person/year; the multidimensional poverty rate of the commune will decrease to 6.74%.
Minh Xuan becomes a livable countryside, striving to become a model new rural commune.
After the storm passed, not faltering in the face of difficulties, Minh Xuan commune carried out two dual tasks at the same time: overcoming the consequences of natural disasters, urgently stabilizing people's lives, and restoring socio-economic development, completing the goal of building advanced new rural areas.

Minh Xuan has deployed many synchronous solutions, resolutely and seriously implemented the directives of the superiors to deploy the plan to overcome the damage after the storm, did a good job of propaganda to stabilize the people's ideology, and encouraged the people to overcome difficulties. Villages and residential areas that suffered a lot of damage due to the storm mobilized forces to reclaim the buried agricultural land; repaired irrigation works; traffic; supported seeds, fertilizers, production materials, and provided technical guidance to the people.

Along with that, quickly and effectively implement emergency support policies for households whose houses have completely collapsed or are severely damaged, and relocate houses according to the motto "determine the extent of damage, provide timely support there". With the drastic participation of local Party committees and authorities, the solidarity of the people and the whole society, Minh Xuan has strongly stood up after the natural disaster, and then strived to reach the advanced new rural finish line in 2024.
Faced with difficulties and challenges, the Chairman of the People's Committee of Minh Xuan commune shared that the locality still has a lot of work to do to further improve the criteria, and on the other hand, to continue striving to build a new rural area at a higher level.
"Continue to propagate to people to change crop structure to ensure it is suitable with the actual situation of the locality to develop the economy. The locality will try to propagate to have key products, promote business establishments to attract investment from enterprises" said the Chairman of Minh Xuan Commune People's Committee.
