TPO - According to Mr. Phan Van Mai - Chairman of Ho Chi Minh City, in the remaining 6 months of this year, the city must disburse 10,000 billion VND each month. Although the peak of compensation, site clearance and new projects is in the fourth quarter, if not closely monitored, it will be difficult to achieve the 95% disbursement rate as originally planned.

Disbursement of 10,000 billion VND/month

Speaking at a meeting on the socio-economic situation in July and the first 7 months of the year in the area, on the afternoon of August 1, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that this year, the Ho Chi Minh City People's Committee has assigned and allocated a detailed public investment capital plan with a capital of 79,263 billion VND. However, according to data from the Ho Chi Minh City State Treasury, as of July 26, the city has only disbursed more than 11,800 billion VND, reaching 15% of the assigned capital.

According to Mr. Mai, recently the City People's Committee has held many meetings and issued many documents, and this task is also being monitored daily and there are weekly statistics and instructions.

He also said that the experience in management is to go into each specific project, find problems and have specific solutions with a determination to progress this year, not to speak in generalities.

According to the head of the Ho Chi Minh City government, in the remaining 6 months, the city must disburse 10,000 billion VND each month. "I suggest that investors focus on accelerating construction progress, completing documents for disbursement and committing to monthly disbursement amounts," Mr. Mai noted and suggested that this week or next week, public procurement should be immediately removed, and that the progress target for the third quarter should be maintained to basically complete the public procurement plan for the year.

Major events in the second half of the year

Mr. Phan Van Mai requested departments, branches and localities to focus on implementing tasks from 50 works and projects to celebrate the 50th anniversary of the liberation of the South as well as key works. Accordingly, focus on completing and following up on the Ho Chi Minh City - Moc Bai Expressway project and the Can Gio International Transit Port project.

"These two files are currently on the Government Standing Committee's desk, and now we need to continue monitoring them to get investment policy approval this August," Mr. Mai asked.

In addition, the next step is to complete and submit the dossiers of the projects including: Ring Road 4, urban railway project, and international financial center project. Mr. Mai noted that these 3 projects need to be urgently completed to report to the Government so that the Government can report to the Politburo and submit to the National Assembly at the year-end session.

According to Chairman Phan Van Mai, the International Financial Center project as announced by the Ministry of Planning and Investment will be reported to the Politburo by October 11. Therefore, if the city registers in advance and reports on this progress on time, it will still be eligible to submit to the National Assembly.

The head of the city government also emphasized the need to urgently complete the administrative unit arrangement project. According to him, the regulation is that it must be submitted by July 31, but it has not been completed yet, so we must try to complete it this August and hold a steering committee meeting next week to implement it.

The Chairman of the Ho Chi Minh City People's Committee also pointed out a number of tasks and events that need to be focused on preparing for this month, especially the Prime Minister's working session with Ho Chi Minh City.
