On the morning of November 8, in Hanoi, Deputy Prime Minister Tran Hong Ha chaired an online conference on reviewing and giving comments on draft decrees and decisions detailing and guiding the implementation of a number of articles of the Road Law and the Law on Road Traffic Order and Safety.
At Hai Duong bridge, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of Hai Duong Provincial People's Committee chaired the conference. The conference discussed and solicited opinions on four drafts, including a draft decree detailing and guiding the implementation of a number of articles of the Road Law, Article 77 of the Law on Road Traffic Order and Safety; a draft decree regulating driver training and testing; a draft decree regulating road transport activities; a draft decree regulating the list of dangerous goods and the procedures for granting licenses and certificates of completion of training programs for drivers or escorts transporting dangerous goods on roads.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport (the unit assigned by the Government to draft the above decrees) to note that legal documents must avoid creating barriers that hinder development; meet the requirements of opening up development space, creating favorable conditions for managers, businesses and people to implement.
Draft decrees guiding the implementation of the Road Law, the Law on Road Traffic Order and Safety must open up ways to solve difficulties and create new development spaces suitable to the actual situation. Focus on decentralization of State management from the Government, ministries, and central branches to localities.
The Deputy Prime Minister pointed out that the decentralization of road management is based on the principle of "one job, one person responsible." Accordingly, the Ministry of Transport and related ministries and branches are responsible for developing and promulgating plans, strategies, regulations, and design standards for the national and international road traffic system to ensure uniformity; uniformly manage all data information, design systems for monitoring and operation in each province and the whole country, "locally do, centrally manage."
Localities should review the draft decree to see if it has been properly decentralized, and if there are any problems or difficulties in the implementation process to promptly report and submit to the Government and ministries and branches for consideration and timely resolution to ensure uniformity, consistency, and uniformity in decentralization among localities...
At the conference, delegates at the connecting points contributed comments on a number of issues that need to be clarified in the draft decree detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety, a number of regulations on driver training and testing activities, driving instructor standards, driving practice yard area, traffic volume for driving training facilities, additional adjustments to regulations on management, issuance, reissuance and revocation of badges, regulations on decentralization of national highway management, etc.
The opinions of the delegates were compiled and absorbed to amend and supplement them soon, so that the decrees are suitable and feasible when issued, creating a tight legal corridor, best meeting the management work for each field, enhancing transparency and fairness for people and businesses to implement.
