The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project has a preparation and infrastructure construction time of 36 months, calculated from the effective date of the project contract.
On January 28, the People's Committee of Binh Duong province announced that Mr. Vo Van Minh, Chairman of the Provincial People's Committee, had just signed a decision approving the results of selecting investors for the investment project to build the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through the province under the public-private partnership (PPP) method.

The winning investors include: A consortium consisting of Industrial Development and Investment Corporation, Technical Infrastructure Development JSC, Becamex Binh Phuoc Technical Infrastructure Development JSC and Deo Ca Group JSC.
The project has a total investment of more than VND 8,833 billion (including interest), mobilized from equity, loans and other legal sources of capital.
According to the plan, the project has a preparation and infrastructure construction period of 36 months, calculated from the effective date of the project contract. The operation and business period of the project is 32 years and 5 months, starting from the date the competent authority allows the investor to collect road usage fees.
The Traffic Construction Investment Project Management Board (Traffic Board) is responsible for the accuracy of the content, data and conformity of the documents according to the law on investment under the PPP method and other relevant regulations.
The Traffic Department must publicize the results of investor selection according to regulations, coordinate with relevant agencies to advise and organize the implementation of the next steps of the project in accordance with legal regulations.
The Chairman of Binh Duong Provincial People's Committee also assigned the Project Contract Negotiation Team to negotiate with investors and prepare contracts for signing between the authorized agency, investors and project enterprises.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway construction investment project, the section through Binh Duong province, starts at the intersection with Ho Chi Minh City Ring Road 3 (Thuan An City) and ends at Km 52+159 (border between Binh Duong and Binh Phuoc provinces). The route passes through the localities including Thuan An City, Tan Uyen City and the districts of Bac Tan Uyen, Phu Giao, Bau Bang.
The total length of the expressway passing through Binh Duong province is more than 52 km, including the current section of 6.5 km (from Ho Chi Minh City Ring Road 3 to Khanh Van intersection) and the newly constructed section of more than 45.6 km (from Km 6+500 - Km 52+159).
The project is designed as a 4-lane highway, with continuous emergency lanes along the entire route, a roadbed width of 25.5m and a design speed of 100km/h. The first section of the route, 6.5km long (from Ring Road 3 to Khanh Van intersection), will maintain the current road cross-section. For sections with high traffic demand, a service road will be invested to ensure 2 lanes for motor vehicles.
In addition, this expressway also has 7km passing through Binh Phuoc and 2km passing through Ho Chi Minh City. Of which, the section passing through Binh Phuoc was started in December 2024.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project has a total investment of more than 17,400 billion VND, implementation period 2024-2027, capital recovery in 32 years and 7 months. In the first phase, the route has 4 lanes and will be increased to 6 lanes in the next investment phase; maximum speed 100km/h.
The total length of the highway passing through Binh Duong province is more than 52km.
This highway is expected to be a vital route connecting the Southeast region, while shortening the travel time from the provinces to Long Thanh airport and Cai Mep - Thi Vai port, reducing logistics costs for businesses investing in the region.
