Potential of a national tourism “pole”
Although different in terms of administrative urban level, Da Nang and Hoi An have many similarities and have been closely linked in the process of tourism development over the years.
According to tourism businesses, due to the distance of less than 30km, almost all international visitors to Da Nang go to Hoi An and vice versa. Statistics show that the total number of visitors staying in Da Nang and Hoi An in 2024 has exceeded 10 million.
While Hoi An is regularly voted as the world’s leading cultural destination, Da Nang is also starting to appear in the top festival and entertainment destinations in the region. This is a great complement for the two sides to “symbiosis” and develop.
Mr. Cao Tri Dung - Chairman of Da Nang City Tourism Association said, if we take Da Nang airport to rotate within a radius of 50km, we will not be inferior to any tourist center in Southeast Asia. It is necessary to consider the Da Nang - Hoi An axis in particular and Da Nang - Quang Nam in general as a new growth pole of Vietnam tourism to increase investment.
In fact, according to the Vietnam Tourism Planning for the period 2021 - 2030, with a vision to 2045, Da Nang City is planned as a national growth pole in the Central region, while Hoi An is identified as a unique heritage city.
Da Nang and Hoi An are also positioned as two of the 11 cities with potential and outstanding advantages for developing the night-time economy. These are solid foundations for developing and promoting tourism linkages so that these two cities can become a “pole” of international-branded tourism in Vietnam.
Connecting two industrial "locomotives"
The interesting common point of Chu Lai Open Economic Zone (Quang Nam) and Dung Quat Economic Zone (Quang Ngai) is that they have consistently contributed about 60 - 70% of the budgets of the two provinces for many years.
With their strategic importance, both Chu Lai Open Economic Zone and Dung Quat Economic Zone are identified as the "nucleus" to create a breakthrough for the economy of Quang Nam and Quang Ngai.
With close connections in many aspects as well as owning typical key industries, Chu Lai Open Economic Zone - Dung Quat Economic Zone cluster has been approved by the Prime Minister as one of the group of coastal economic zones with great potential for priority investment.
Mr. Nguyen Hong Quang - Head of the Management Board of Economic Zones and Industrial Parks of Quang Nam province said that linking infrastructure and project groups between the two economic zones will create a huge economic space, helping to build suitable development models.
There are many clusters of industrial development that can be formed between the two economic zones in the near future if promoted. One can mention the cluster of mechanical engineering and supporting industry development, in which THACO Industries is the core of the cluster along with the participation of the Hoa Phat Dung Quat Iron and Steel Complex project.
In addition, it is possible to form a cluster to develop the manufacturing industry of machinery and industrial production equipment in Dung Quat; a cluster to develop the manufacturing industry of machinery and agricultural production equipment in Chu Lai; a cluster to develop logistics centers associated with the Quang Nam - Quang Ngai seaport system, etc.
How to increase link depth?
The space to deepen the Da Nang - Hoi An tourism connection is still wide open when the tours between the two sides are only on the road.
Other unique routes that have been planned for a long time but have not yet become a reality are the Co Co river tour from the scenic Ngu Hanh Son to Cua Dai and the sea tour from Da Nang to Cu Lao Cham. In addition, some opinions also proposed to study the reconstruction of the railway route between the two cities as it existed in the early 20th century.
If the Co Co river tourism route still depends on the completion time of dredging the Co Co river channel, the Da Nang - Cu Lao Cham route has been opened after the Ministry of Transport announced the transport route from the shore to the island of Da Nang - Cu Lao Cham in April 2024 and most recently, Phu Quoc Express Joint Stock Company (Phu Quoc Express) proposed to exploit this route.
Another highlight worth waiting for is that Quang Nam province's planning has determined that in the future it will coordinate investment in two urban railway lines: Chu Lai Airport - Tam Ky - Hoi An - Da Nang International Airport and Hoi An - Ngu Hanh Son (Da Nang).
As for the two economic zones, according to experts, to have leverage to create a breakthrough in this connection, the two provinces need to cooperate closely to propose the Central Government to soon invest in upgrading Chu Lai airport according to the planning and complete the national coastal road connecting the two economic zones.
At the same time, promote socialization to complete the infrastructure framework of the two economic zones to enhance the competitiveness of the linked regions such as: Cua Lo route for 50,000-ton ships; expand the route connecting Dung Quat - Chu Lai airport and Ky Ha port; complete the road connecting Dung Quat economic zone with Da Nang - Quang Ngai expressway; the road connecting Ky Ha port with Da Nang - Quang Ngai expressway...).
Associate Professor, Dr. Bui Quang Binh - Da Nang University of Economics said that the current policy mechanism for local economic zones, instead of focusing mainly on tax incentives and land incentives, needs to shift its focus to creating a favorable and equal investment environment. In addition, priority should be given to and more attention paid to innovation projects and the research and development (R&D) sector.
Besides, the policy mechanisms for building and developing economic zones need to be improved in the direction of upgrading the legal framework from decree to law to ensure it is strong enough, consistent, and thoroughly resolves the overlap and inconsistency between laws and sub-law documents...
