Linking transport infrastructure, promoting economic development

In order to create momentum to promote economic development, in recent times, Ninh Thuan province has focused resources, accelerated construction progress, completed the transport system, strengthened connectivity between localities in the province as well as inter-regional routes.

With the determination to connect traffic, promote the economy and improve people's lives, in 2024, the province will focus on implementing 4 key traffic projects invested by the Provincial Traffic Construction Investment Project Management Board, including the road project connecting the North-South Expressway with National Highway 1 and Ca Na General Seaport; Van Lam - Son Hai road project and the Northern belt road project of Ninh Thuan province (section from Khanh Nhon pass to National Highway 1); component project 2 connecting section from Ma Noi commune (Ninh Son) to Ta Nang intersection (Duc Trong district, Lam Dong).

One of the important driving forces that the province is interested in directing to accelerate progress, striving to complete in 2024 is the project connecting the North-South Expressway with National Highway 1 and Ca Na General Seaport. After adjustment, this project has a total length of 23km with a total investment of about 689 billion VND. Of which, component project 1 connecting the North-South Expressway with National Highway 1 has a length of about 10.14km, up to now the total estimated completion value has reached 85% of the contract value, contractors are focusing on accelerating construction progress to complete the project in early 2025. As for component project 2 with a length of about 12.86km, the Provincial People's Council has passed a resolution to adjust the investment policy. Currently, the Provincial Traffic Construction Investment Project Management Board is coordinating with relevant agencies to implement the project and is expected to complete the entire route by the end of 2025.

To speed up the progress, the investor (Provincial Traffic Construction Investment Project Management Board) is coordinating with sectors, localities, units and contractors to research and propose appropriate and specific measures and construction organization for each project to ensure both quality and progress requirements; organize working sessions and meetings to listen and promptly resolve difficulties and problems. In addition, closely coordinate with contractors to regularly inspect and request units to concentrate human resources and construction materials; strengthen management and closely monitor the quality and volume of construction works in compliance with technical designs.

In order to connect the route with component project 1, the section from Tan Son to Ma Moi has been completed, component project 2, the road connecting Ma Noi commune to Ta Nang intersection with a total length of 41km, with a total project investment of over 1,095 billion VND, is also being resolved by contractors, speeding up construction progress. This is a project with a section through Ninh Son district of 23.9km long and a section through Duc Trong district (Lam Dong) of 17.1km long with many sections through forests and streams. When completed, the project is expected to create a continuous position, connecting inter-regional trade in the Southern Central Highlands to the North-South expressway and Ca Na deep-water seaport. Despite difficult conditions, unfavorable weather, steep terrain, deep ravines, up to now, units and localities have cleared about 20.3km of land and implemented construction with a total volume value of over 70% of the total contract value. For Lam Dong province, the area with construction site is about 16.5km, the total completion value is estimated at 90% for the sections with available site, the remaining area is about 0.4km due to late site handover, so construction is currently being rushed to open the route as planned.

Mr. Pham Minh Tan, Director of the Provincial Traffic Construction Investment Project Management Board, said: Currently, the collection of forest products on the route under packages 23 and 24 is being urgently implemented. Currently, the investor is actively coordinating with construction units to support the forest product exploitation units to concentrate human resources and machinery to exploit, cut, and fell trees and bring them to the sites to quickly have a site to speed up the construction progress. At the same time, deploy specific and detailed construction plans for each section with a site available to serve as a basis for accelerating the disbursement of allocated capital. The project strives to open the route on April 30, 2025 and all construction items will be completed by the end of 2025.

For the Northern Belt Road project of Ninh Thuan province (section from Khanh Nhon Pass to National Highway 1) with a length of 10.42km, total investment capital of more than 487 billion VND, divided into two construction packages, the total completed value has reached about 85% of the contract value. Contractors are focusing on speeding up the construction progress to complete the project this year. The completed project will connect National Highway 1 (section from Ba Thap village, Bac Phong commune, Thuan Bac) to the coastal axis through Ninh Hai district to Phan Rang - Thap Cham city, convenient for tourism development.

According to the Provincial Traffic Construction Investment Project Management Board, the Van Lam - Son Hai road project connecting National Highway 1 with the coastal road section Phu Tho - Mui Dinh has the starting point intersecting with National Highway 1 at Km1570+270, the end point intersecting with the coastal road at Son Hai intersection, Phuoc Dinh commune (Thuan Nam) with a length of more than 13km, total investment of more than 372 billion VND. Up to now, the project has been completed, accepted and put into use, conveniently connecting with the coastal tourism area, Ninh Thuan 1 nuclear power project and the southern key economic zone of the province.

The above key transport projects, once put into operation, will be the driving force to promote the transport of goods, forming a fully connected transport network, creating a great driving force for localities to accelerate development. At the same time, it will help attract investment, increase trade links between localities inside and outside the province conveniently, safely and effectively.
