On January 11, the People's Committee of Quang Binh province said that it was not until late in the evening of January 10 that the urgent meeting between the leaders of Quang Binh province and the functional departments of Quang Binh University (DU) ended to resolve difficulties in unpaid salaries of lecturers and staff.
Quang Binh University is in a very difficult situation.
At the meeting, the leaders of Quang Binh province shared the current difficulties and problems of the school, especially the unpaid salaries of hundreds of lecturers and staff with an amount of about 7.5 billion VND. Quang Binh University is a public service unit, so it is responsible for the revenue to cover its activities, including paying salaries to employees.
In the immediate future, the leaders of the Quang Binh Provincial People's Committee have requested Quang Binh University to temporarily suspend the salary arrears of lecturers and staff for nearly 8 months; at the same time, they have directed relevant sectors to plan to allow the school to advance about 2.5 billion VND from the 2024 general education teacher training fund to temporarily pay workers before the Lunar New Year.
In addition, the functional sector has created conditions for the school to carry out 10 provincial-level scientific research projects this year to bring in a certain source of income. The school has reviewed its facilities for rent to serve community sports activities, both to limit degradation and to generate income.

Previously, on January 2, at the meeting of the Standing Committee of the Quang Binh Provincial Party Committee with the participation of the Party Committee of the Provincial People's Committee, the Department of Education and Training, the Department of Finance and Quang Binh University, the Standing Committee of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to study and urgently find solutions to support and resolve the current difficulties of Quang Binh University.
In particular, ensuring finances to pay salaries and social insurance for staff, lecturers and employees, in accordance with legal regulations to stabilize the situation; helping staff, lecturers and employees feel secure in their work. At the same time, there are solutions to support Quang Binh University to ensure the annual enrollment target plan.
The Standing Committee of the Provincial Party Committee also requested that Quang Binh University promote the spirit of dynamism and creativity in carrying out the tasks of training, fostering, and researching scientific topics to create a source of revenue to ensure its operations. The Board of Directors needs to urgently review, develop and complete the project to rearrange the staff and lecturers in a streamlined and effective manner, gradually implementing to ensure the roadmap for financial autonomy according to regulations.
In order for Quang Binh University to develop, the Board of Directors is urgently directed to do many things.
As Thanh Nien reported, according to the reflection of many lecturers at Quang Binh University, they are owed salaries for many months, causing great impact on their lives.
Specifically, 136 officials and employees of Quang Binh University have not received their salaries for 2 to 7.5 months. According to the leaders of Quang Binh University, the root cause of the unpaid salaries comes from the enrollment work.
The large number of lecturers and workers that the school currently employs was at a time when the school was still recruiting a large number of students (sometimes 10,000 students). But now, the school only has more than 1,000 students, more than half of whom are pedagogical students... so the revenue has decreased.
