On the afternoon of December 6, the 17th session of the Provincial People's Council continued its working program with a discussion session in the hall. Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council directly chaired the discussion session in the hall.

At the discussion session, delegate Nguyen Cong Van (Nghi Loc unit) believes that the implementation results of the 3 National Target Programs are low, raising the issue of needing to seriously consider, evaluate more objectively, comprehensively and specifically the causes.
"Currently, the lives of ethnic minorities and mountainous areas are extremely difficult, the needs are great, while the resources allocated from the 3 National Target Programs for the province are not much. Therefore, we must find out the reasons why the results are low to have solutions to overcome them," delegate Van suggested.

Responding to the national target program on new rural construction, Director of the Department of Agriculture and Rural Development Phung Thanh Vinh said that Nghe An province has 460 communes and wards, of which 76 communes are in extremely difficult areas and so far the results of the new rural construction program are not low.
It is estimated that by the end of 2023, the whole province will have 10 more communes meeting new rural standards, bringing the total number of communes to 319; 35 communes meeting advanced new rural standards, bringing the total number of communes to 88; 6 communes meeting model new rural standards, bringing the total number of communes to 12; 10 district-level units completing tasks/meeting new rural standards. Up to this point, the province has disbursed 86% and is expected to complete the assigned target by the end of 2023.

Regarding the National Target Program for Sustainable Poverty Reduction, Mr. Bui Van Hung - Deputy Director of the Department of Labor, War Invalids and Social Affairs said that the 2022 capital source of the program prioritizes 80% for mountainous people, by October 31, 39.46% had been disbursed, and it is expected that by the end of 2023, 93.34% will be disbursed. The 2023 capital has been disbursed at 8.42%, and it is expected that by the end of 2023, it will be 40.69%.
Explaining the reason for the low disbursement results of the program, Mr. Hung said there were 3 reasons. In particular, the implementation of projects in the program has not been closely coordinated, not close, and the Department would like to accept it. In the coming time, the Department will propose the Ministry of Labor - Invalids and Social Affairs to continue to allow the extension of the undisbursed capital source of 2022, 2023 to 2024.

Regarding the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, Mr. Vi Van Son - Head of the Provincial Ethnic Minorities Committee said that this is a new program, integrating many previous programs, difficult, with many contents and many projects.
The implementation process encountered many difficulties and obstacles, with the Central Government's guidance documents issued at different times. In addition, the implementation procedures were also lengthy. As the lead agency, the Ethnic Committee proactively advised the Provincial People's Committee to submit to the Provincial People's Council procedures to implement the program.
According to Mr. Son, in addition to the objective reasons of the new program, some contents have to wait for instructions from the Central and provincial levels, the system of guiding documents is not synchronized... the subjective reason is that the initial advisory agency was also confused, sometimes not timely, and still made mistakes. Some localities have not really taken action resolutely, and the coordination between sectors and localities is sometimes not smooth.

The Head of the Provincial Ethnic Committee affirmed that in the coming time, the Committee will advise the Provincial People's Committee to urgently direct the completion of disbursement of development investment capital in 2023; for career capital, it will reach about 65%.
To clarify the content of the concern of delegate Van, Mr. Pham Hong Quang - Director of the Department of Planning and Investment said that, from the beginning of the year, the leaders of the Provincial People's Committee, all levels and sectors have paid great attention to and focused on the disbursement of public investment and 3 national target programs, striving to disburse over 95%.
The Provincial People's Committee has directed strongly with specific solutions: Timely notification of capital, issuance of directive documents, establishment of disbursement urging and directing teams from the beginning of the year, establishment of department-level teams to guide localities with low disbursement, continuing to maintain reporting every 10 days, requiring investors with slow disbursement to report to the Provincial People's Committee every 10 days, resolutely adjusting capital early...

As of November 30, the public investment disbursement rate reached 68%, of which concentrated public investment was 58%, higher than in 2022. However, there were 4 sources of slow disbursement: the socio-economic recovery program reached 40.18%; foreign capital reached 37.04%; the economic development program for ethnic minority and mountainous areas reached 29.75%; the sustainable poverty reduction program reached 4.49%.
According to Mr. Quang, the slow disbursement results of the two programs are due to subjective reasons due to the capacity and responsibility of the investor and project management board; the capacity and experience of consultants and contractors are still limited and have been clearly pointed out.
In addition, the socio-economic recovery program was delayed in capital allocation, the projects had large total amounts, many procedures were implemented, and the process encountered many difficulties, which is a common situation in the whole country. The Provincial People's Committee then submitted to the Provincial People's Council to transfer 200 billion VND from this source to other projects to speed up progress. For foreign capital, the project implementation process is complicated, disbursement is pending approval of capital withdrawal by the Ministry of Finance...

For the source of the national target program for socio-economic development in ethnic minority and mountainous areas and the sustainable poverty reduction program, the reason is the large number of implementation guidance documents with 88 documents.
Meanwhile, the management is not synchronous and timely, many localities are still confused. The medium-term capital plan for 2022 was delivered late, so the amount of capital disbursed in 2023 is quite large, while these two programs are both new projects, so it takes a lot of procedures and time to implement procedures, many projects with large total investment must be implemented in many steps.
On the other hand, the sustainable poverty reduction program achieved low results partly because the resources of the project management boards were still weak, and the access was not high, so the direction and operation were still confused. Therefore, the National Assembly issued a Resolution to extend the two funding sources of these two programs.

The Director of the Department of Planning and Investment emphasized that in the coming time, with a spirit of determination, the Department will work with other departments and branches to work with investors, and it is expected that by December 31, 79.61% will be disbursed, and by January 31, 2024, 95.42% will be disbursed, of which the local budget will be fully disbursed. The amount of central budget capital that has not been fully disbursed, about 250 billion VND, has been allowed by the National Assembly to be extended to 2024.
