Sharing with Dan Viet newspaper reporters regarding more than 4,000 Hanoi teachers sending a letter to adjust the policy of increased income, National Assembly Delegate Pham Van Hoa stated his opinion: "Public teachers receive salaries from the state budget, which is unchangeable and has no other allowances. Schools are financially autonomous because schools calculate the teachers' increased income. Teachers who teach more will get more. We must distinguish clearly, distinctly, and specifically.
I support the Resolution of the Hanoi People's Committee. As a financially autonomous school, the School Board will pay for teachers. Different job positions will have different policies."
Associate Professor Dr. Tran Thanh Nam, Vice Principal of the University of Education, Vietnam National University, Hanoi, said: "There cannot be absolute fairness in all activities and actions. We need to look at a more general picture."
Associate Professor Nam emphasized: "I completely understand the legitimate demands of teachers, but I support the option that the main responsibility for this issue is the head of the school. The principal is responsible for explaining the payment process according to the autonomous mechanism and finding socialized support sources or proposing a specific mechanism for his teachers.
I think that being autonomous means having more benefits and advantages than non-autonomous educational institutions. The demand is legitimate, but the additional income of an autonomous school depends on the unit's revenue. It depends on the talent of the leader and the flexibility and creativity of the team. As long as the distribution formula is transparent, it is determined what is increased in the total actual funding received by the teacher."
Previously, an education expert also said: "The resolution has been through an appraisal process, has a submission, and has many opinions, so I think the process is very strict, taking into account all subjects. However, the Education sector has the right to propose to the City People's Committee to make decisions that are specific to the sector to improve the lives of teachers in remote and disadvantaged areas."

In the 2024-2025 school year, Hanoi will have 378 public preschool and general education institutions piloting ordering based on educational service prices. The number of teachers who wrote letters not receiving additional income is currently more than 5,000.
According to the representative of the group of teachers who wrote the letter: "In addition to salaries and allowances, partially or fully autonomous schools in the 378 pilot schools ordering educational service prices will have an additional amount called increased income. This amount is taken from the income stabilization fund according to the instructions in Article 14, Circular 60. However, this year many schools do not have this amount, for example: Phu Xuyen A High School, Phuc Tho High School or Hanoi Boarding School for Ethnic Minorities... the remaining schools fluctuate between 2-10 million VND for the whole year.
We believe that, if it is autonomous, the unit must collect, spend, and balance its own finances... then the school will operate like a business, not like it does now. We receive salaries from the budget but are classified as 100% autonomous and have all benefits from the State cut off. Can we still be called education officials? We also use the local budget to pay for additional income for local officials, civil servants, and public employees, but in some provinces and cities, all public employees receive it, so why does Hanoi exclude us teachers?
Taking care of education is considered a top national policy. The fact that localities are trying to find ways to improve the lives of teachers shows their determination to turn the slogan into reality. Taking care of education and improving the lives of teachers is also ensuring social security. It is unreasonable and unjustified that tens of thousands of teachers are excluded from the city's increased income because of autonomy. Teachers feel abandoned."
Ms. Nguyen Thi Minh, a teacher at Ngo Quyen High School, Ba Vi District, Hanoi, affirmed: "As a civil servant of the Capital, we are very happy because we think we will have more income from the city's revenue increase. But when we read Resolution 46 which limits the beneficiaries, we are really sad because we see that we are being treated unequally.
Although it is a pilot autonomous unit, my school only gets about 400,000 VND per month, but if the city's budget is cut, we are at a great disadvantage. We really hope that the city's leaders will consider changing the beneficiaries so that we can be treated fairly like other civil servants."
