On the afternoon of July 9, the Provincial People's Council held a group discussion to contribute opinions to reports, submissions, and draft resolutions submitted to the 22nd Session of the 15th Provincial People's Council, term 2021-2026.
Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council participated in the discussion at Group No. 1 (including delegates of the Provincial People's Council from Yen Mo district and Yen Khanh district); Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee participated in the discussion at Group No. 2 (including delegates of the Provincial People's Council from Ninh Binh city and Hoa Lu district); Group No. 3 included delegates of the Provincial People's Council from Tam Diep city and Nho Quan district; Group 4 included delegates of the Provincial People's Council from Gia Vien district and Kim Son district.
At the discussion groups, the Provincial People's Council delegates promoted their sense of responsibility, promoted their intelligence, and focused on evaluating the preparation work for the session, the activities of the People's Council and the delegates of the Provincial People's Council. Accordingly, the Provincial People's Council delegates highly appreciated the drastic direction and close coordination between the Provincial People's Council Standing Committee, the Provincial People's Committee and the sectors in preparing the content of the session. In particular, the 22nd session was the first session in which documents were sent early, creating conditions for delegates and the Committees of the Provincial People's Council to have time to study and improve the quality of the examination. The reports and draft resolutions were carefully and elaborately prepared, and the quality was improved.
The activities of the Provincial People's Council and its delegates have undergone many innovations, affirming their role as the State power agency in the locality. The supervision activities of the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Committees of the Provincial People's Council have been strengthened, the supervision content is focused, and has received attention and high appreciation from public opinion and voters. The delegates of the Provincial People's Council have actively innovated, improved the quality of voter contact activities, listened to and fully reflected voters' opinions and recommendations; fully demonstrated their responsibilities when being trusted by voters and people.
Commenting on the Report on the implementation of the socio-economic development plan in the first 6 months of the year, the directions and tasks for the last 6 months of 2024, the delegates said that the report had assessed all areas accurately, completely and comprehensively. In particular, it was affirmed that: Although there are many difficulties and challenges, the socio-economic development situation of the province continues to achieve many positive and comprehensive results.
GRDP growth rate reached 8.19%, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta region; industrial production achieved a fairly good growth rate; agricultural production had a good harvest; the movement to build advanced new rural areas and model new rural areas achieved many positive results; tourism and services recovered and developed rapidly. Culture and society made progress, social security was ensured, the material and spiritual life of the people continued to improve and increase; the average income per capita in 2023 of Ninh Binh province reached 5.33 million VND/month, ranking 11th out of 63 provinces and cities nationwide and 6th in the Red River Delta region...
This result has affirmed the close and timely leadership and direction of the Provincial Party Committee, People's Council, and People's Committee, especially the correct decisions of the Provincial People's Council approved at the meetings, which have provided timely and important support, creating great momentum for the province's development.
However, the delegates also requested the Provincial People's Committee to add to the Report the assessment of the disbursement results of national target programs; health insurance coverage rate, number of people participating in health insurance, compulsory social insurance, debt, late payment of social insurance, withdrawal of social insurance; assessment of the rate of students entering vocational training after graduating from junior high school and high school... At the same time, clarify the causes and add some shortcomings and limitations: The results from land use rights auctions are still low; environmental pollution still occurs in some places; criminal cases are still high; some voters' recommendations are still lingering and have not been completely resolved...
The delegates also proposed to clearly identify difficulties and challenges and implement fundamental and appropriate solutions to achieve the target of GRDP growth rate of 8% or more for the whole year of 2024. In particular, the Provincial People's Committee is requested to focus on directing the removal of difficulties for the business community; have appropriate solutions for budget expenditure management, both serving economic development and ensuring social security; pay attention to directing the removal of difficulties in budget collection, especially revenue from land use rights auctions; focus on calling for and attracting large investors to develop infrastructure for tourism, entertainment industry, and cultural industry; thoroughly grasp and implement the Politburo's Directive on Party Congresses at all levels towards the 14th National Congress of the Party and related documents; inspect the responsibility of leaders in preventing and combating corruption and negativity; do a good job of receiving citizens, resolving complaints and denunciations; Continue to direct the implementation of effective solutions in crime prevention, especially cyber fraud; pay attention to resolving voters' recommendations that have been made many times.
Propose that the Provincial People's Committee pay attention to implementing solutions to ensure safety for students, prevent acts of violence and abuse in educational institutions; pay attention to investing, renovating and embellishing degraded relics and promoting the value of historical relics associated with tourism development; have solutions to encourage people to participate in using online public services; prioritize the construction of clean water plants and waste treatment plants...
Commenting on the reports and draft resolutions presented at the meeting, the delegates basically agreed with the necessity of issuing resolutions, contributing to promoting the socio-economic development of the province. The delegates also commented on the format of the documents, the wording and some contents to ensure coherence, logic, legal basis, high feasibility, meeting the needs and legitimate aspirations of voters and people in the province.
Regarding the Proposal on the issuance of a Resolution stipulating a number of support policies for collectives and individuals who perform well in population work in Ninh Binh province, the delegate requested the Provincial People's Committee to direct the strengthening of extensive propaganda work so that voters, people, all levels and sectors can participate so that the resolution can quickly come into life and be effective.
Report on the issuance of a Resolution regulating support policies for cadres, civil servants, public employees, and workers of agencies, organizations, and units at the district level and commune-level cadres, civil servants, and non-professional workers at the commune level, in villages, and residential groups who are redundant due to the rearrangement of administrative units at the district and commune levels in Ninh Binh province. The delegate suggested considering the regulation of support levels for non-professional workers to be consistent with the allowance levels of equivalent policies issued by the Provincial People's Council and consistent with the actual conditions of the province in the current period.
