Delegates expressed their high agreement with the promulgation of the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly in order to promptly concretize the Party's policies and directions on reorganizing and streamlining the apparatus and improving effectiveness and efficiency in organization and operation, in conjunction with the implementation of Resolution 18-NQ/TW.

One of the issues that many delegates are interested in is the name of the “extraordinary session”. Clause 2, Article 90 of the current Law on Organization of the National Assembly stipulates that the National Assembly meets regularly twice a year. In case the President, the National Assembly Standing Committee, the Prime Minister or at least one-third of the total number of National Assembly delegates request, the National Assembly will hold an extraordinary session.

In addition to regular sessions, the 15th National Assembly has so far held 9 extraordinary sessions. The contents of the extraordinary sessions are all topics related to personnel organization, legislation, supervision, and apparatus organization. However, the use of the term “extraordinary” meeting has caused many concerns among delegates.

Noting that many voters are concerned about the name "extraordinary session", delegate Ngo Trung Thanh (Dak Lak) said that the Constitution stipulates that the National Assembly meets twice a year and the conditions for extraordinary meetings, but does not specify the specific name "extraordinary session". This law amendment "should completely resolve the name". This is an opportunity to specify and stipulate that in addition to the two regular sessions, the National Assembly meets in irregular sessions, and can even name the order of the sessions.

Agreeing with the viewpoint of delegate Ngo Trung Thanh, delegate Duong Khac Mai (Dak Nong) said that "what is unusual too much will become normal", we have so far held 9 extraordinary meetings to handle the ultimate problems, the important problems of the country, in order to free up resources for national development and other tasks.

According to a delegate from Dak Nong province, if the name could be changed from "extraordinary session" to "special session", it would be easier, so that each meeting would become the normal work of the National Assembly in solving important issues of the country.

Appreciating the National Assembly for holding irregular sessions to promptly resolve many important issues of the country, delegate Nguyen Anh Tri (Hanoi) said that calling it an extraordinary session "sounds a bit tense". He suggested that it should be called an "irregular session", "when the people need it, the country needs it, then it will meet, the meeting will be effective, reasonable and save time".

Deputy Head of the National Assembly Delegation of Bac Lieu Province Nguyen Huy Thai also suggested considering more suitable names for extraordinary National Assembly sessions. "It is possible to add regulations on the names of thematic sessions... In the era of development, the National Assembly has a lot of work to do, so it should consider amending the Constitution as soon as possible," he suggested.

On the other hand, delegate Ta Van Ha (Quang Nam) said that at the present stage, because we are solving institutional problems - the bottleneck of bottlenecks, there is absolutely no problem with the National Assembly holding an extraordinary session to solve them. The problems brought up in the extraordinary session are because they cannot wait until the regular session.

“This is also a reminder that our institutional issues still have many things to solve, and the quality of the institution needs to be improved. Voters also hope that there will be fewer and fewer extraordinary meetings, and that there may be no more extraordinary meetings like this in the next term. We should not let extraordinary meetings become normal,” the delegate emphasized.

Delegate Le Xuan Than (Khanh Hoa) said that in the current period, the entire Party and people are implementing the policies of the Politburo, the Secretariat, the Party Central Committee, and the direction of General Secretary To Lam on reforming the organizational apparatus and innovating the law-making process. Therefore, in addition to the two regular sessions, the National Assembly can hold many thematic sessions.

He proposed to add a regulation that in addition to regular and extraordinary sessions, the National Assembly can hold special meetings upon the call of the National Assembly Standing Committee to resolve issues under the authority of the National Assembly. This is not contrary to the 2013 Constitution, consistent with the content of the National Assembly sessions and the current activities of the National Assembly, which need to be resolved quickly, effectively, promptly serve, and remove obstacles and difficulties for the country to enter a new era.

Discussing this issue, Vice Chairman of the National Assembly Nguyen Khac Dinh commented that this is a practical issue that is being demanded. Currently, the Law stipulates that the Government meets once a month, but the Government has also held specialized meetings on law-making "sometimes several times a month, sometimes once a week". The Law on Organization of Local Government is also amended to have specialized and extraordinary meetings of the People's Council.

Representing the Standing Committee of the National Assembly, Chairman of the Law Committee Hoang Thanh Tung explained and clarified the issues raised by the National Assembly deputies. He said that the draft law's provisions on irregular sessions or thematic sessions do not conflict with the provisions of the current Constitution. The Constitution does not restrict the organization of sessions other than the two regular sessions. The drafting committee will continue to study, absorb, and clarify this issue to report to the Standing Committee of the National Assembly, from which it will submit to the National Assembly for consideration and decision.
