Resolutely handle illegal mining, transportation and gathering of minerals

According to the report of the Department of Natural Resources and Environment of Vinh Loc district, there are currently 32 mines exploiting various types of resources in the district. Of which, 17 stone mines have been licensed by the Provincial People's Committee for exploitation with a total area of ​​81.52 hectares, with an approved reserve of 11,741,979 m 3 . The mines have created jobs for over 1,600 local workers, ensuring the demand for construction stone materials in the area and contributing to the economic development of the district. The province has licensed 05 sand mines, with a total area of ​​20.43 hectares, with an approved reserve of 859,168 m 3 . The land leveling mines are licensed to exploit 6 mines in the district with a total land area of ​​25.3 hectares, with an exploited reserve of 726,333 m 3 . The Tuynel brick clay mine has 04 mines with a total land area of ​​19.05 hectares, and an exploitable reserve of 1,038,652 m3 .

With the close direction of the Provincial People's Committee and the Department of Natural Resources and Environment of Thanh Hoa, the District Department of Natural Resources and Environment has advised the District People's Committee to issue many official dispatches to rectify the situation of illegal mineral exploitation such as: Plan No. 208/PA-UBND dated February 2, 2023 on Protection of unexploited mineral resources; Official dispatch No. 764/UBND-TNMT dated March 24, 2023 on Strengthening management, supervision and environmental protection in mineral exploitation activities; Official dispatch No. 824/UBND-TNMT dated March 31, 2023 on strengthening State management of sand and gravel mining activities in riverbeds in the district; Official Dispatch No. 867/UBND-TNMT dated April 5, 2023 on Overcoming existing problems and shortcomings in the operation of sand and gravel storage areas and construction material trading areas in the district according to the Inspection and Evaluation Results Report of the Department of Construction; Official Dispatch No. 992/UBND-TNMT dated April 15, 2023 on Implementing related procedures for mineral mines that have been granted Mining Licenses by the Provincial People's Committee in the district; Official Dispatch No. 1386/UBND-TNMT dated May 18, 2023 on urgently installing weighing stations and cameras at the location where minerals are taken out of the mining area...

Along with close direction, Vinh Loc district has also regularly coordinated with the province's functional branches in inspecting units operating in mineral exploitation and processing in the area. Typically, in 2022, 05 cases of illegal sand exploitation and gathering were arrested and handled, with a fine of 158 million VND. From the beginning of 2023 to now, the district has launched a campaign to arrest dozens of violations of stone, sand and soil exploitation such as: Fine for acts of exploitation beyond the licensed mine area for Hai Sam Private Enterprise in Minh Tan commune and Vinh An commune with a fine of 100 million VND; Fine for acts of exploitation beyond the licensed mine area for Huong Xuan Waterway and Trading Joint Stock Company in Minh Tan commune with a fine of 170 million VND; Fine for acts of exploitation beyond the licensed mine area for Viet Thanh Stone Company Limited in Vinh Phuc commune with a fine of 120 million VND. Last August, the district seized three illegal sand pumping ships in the area bordering Yen Dinh district and imposed hundreds of millions of dong in fines.

Mr. Mai Xuan Tung, Head of the Department of Natural Resources and Environment of Vinh Loc district, said: Due to the characteristics of the mining areas with complex locations and terrain, violators often operate at night, noon, on holidays, in areas near licensed mines or in areas bordering communes and districts, so inspection and handling are difficult. Local authorities lack specialized equipment and support tools to serve the inspection work of determining the coordinates of mining landmarks, mining depth, measuring dust in the air, measuring noise, etc., making it difficult to manage, detect and handle violations.

To overcome the above difficulties and problems, according to Mr. Trinh Xuan Thang, Vice Chairman of Vinh Loc District People's Committee, in the coming time, the district will strengthen the propaganda and dissemination of laws in the fields of minerals, dykes and environmental protection. Timely inspect and handle illegal mineral exploitation activities when there are complaints from the people. Strengthen the inspection and supervision of the activities of mineral exploitation units in the area, request public posting of exploitation time, mine boundaries, registration of the number of vehicles for exploitation and transportation of minerals so that people can participate in supervision and facilitate management work. Enhance the responsibility of the Commune Police force, Land and Construction Officials in protecting unexploited minerals in the area, supplement forces to coordinate in investigating and handling violators according to regulations...

At the same time, the District People's Committee requested the Provincial People's Committee to provide additional motorboats and supporting equipment to serve the investigation and suppression of illegal sand mining vessels. The Provincial Police increased patrols, supported forces and vehicles to thoroughly handle illegal sand mining activities. Opened training courses to improve expertise and skills in mineral management for civil servants in charge of mineral resources at district and commune levels. Gradually push back the problem of illegal mineral exploitation, to bring minerals into service of sustainable and responsible socio-economic development.
