Following the 9th Extraordinary Session of the 15th National Assembly, on the morning of February 14, the National Assembly discussed in the Hall about 2 contents: The Minister of Industry and Trade, authorized by the Prime Minister, presented the Report on special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; The National Assembly discussed in the Hall about the draft Law on Government Organization (amended).

Overview of the Session.

Comrade Tran Quoc Tuan, member of the Provincial Party Standing Committee, National Assembly delegate (NA) term XV of Tra Vinh province participated in the discussion, made recommendations and proposed many important contents.

According to National Assembly Deputy Tran Quoc Tuan, the amendment of the Law on Government Organization and the draft Laws and Resolutions submitted at this session have basically met three urgent current requirements: (1) serving the work of innovation, arrangement, and streamlining the apparatus of the political system, streamlining, operating effectively and efficiently, ensuring unity and continuity from the Central to the grassroots level; (2) promoting decentralization, delegation of authority and authorization; removing difficulties, obstacles, and institutional and legal bottlenecks; effectively promoting resources to serve the socio-economic development of the country; (3) immediately implementing the "New Thinking in Law-making", which is "The Law only stipulates basic, important, principled contents, within the authority of the National Assembly" to ensure long-term stability, limiting the need for amendments and supplements in a short time... after the Law is promulgated.

National Assembly Deputy Tran Quoc Tuan contributed comments on 3 contents of amending the Law on Government Organization

Firstly , agreeing with the addition of 04 new articles, from Article 6 to Article 9, to the draft Law on Government Organization (amended) compared to the current Law, National Assembly Deputy Tran Quoc Tuan is interested in the content of decentralization stated in Article 7; in Clause 6, Article 7 stipulates that "Local authorities are allowed to propose to competent authorities... to consider and decide on decentralization to localities when they have sufficient conditions and necessary capacity".

National Assembly Deputy Tran Quoc Tuan said that this is a new way of thinking of the Party and State leaders that has been legalized, which many localities are currently in great need of, to liberate resources that are being held back by bottlenecks in mechanisms and policies to serve socio-economic development in the coming time.

However, to organize and implement these decentralization contents smoothly and effectively is extremely difficult... Because in reality, in the past, leaders of many localities have made written proposals to competent authorities or made recommendations and proposals directly at meetings of the Party and State leadership delegations working with localities... After that, there were announcements of conclusions and directions of Party and State leaders at those meetings, but they could not be implemented, with the reason being that representatives of competent agencies said that those contents had not been regulated for local implementation. In the end, " bottlenecks are just bottlenecks "

National Assembly Deputy Tran Quoc Tuan proposed that it is necessary to add to Article 18 of the Draft Law on Responsibilities of Ministers and Heads of ministerial-level agencies as members of the Government the content of "submitting to competent authorities for consideration and decision on decentralization to localities when there are sufficient conditions and necessary capacity, and at the same time, it is necessary to add regulations to closely monitor this content" . Only then will decentralization be truly effective and bottlenecks will be cleared and new resources can be best released, in order to serve the socio-economic development of the country.

National Assembly Deputy Tran Quoc Tuan participated in discussions, recommendations and proposals on many important issues.

Second, it is recommended that the drafting agency and the reviewing agency continue to focus on carefully reviewing the contents of this draft Law with the draft Laws and Resolutions submitted in the same session, especially between the Law on Government Organization (amended) and the Law on Local Government Organization (amended) to ensure consistency, unity and high feasibility. Because this is 1 of 4 very important draft Laws submitted to the National Assembly in this session, but the documents were prepared in a very short time and transferred to the National Assembly Deputies for research and contribution in an extremely short time, this makes the National Assembly Deputies very worried about possible conflicts and overlaps ...

On the other hand, according to the meeting agenda, this morning (February 14), the National Assembly will discuss and give opinions, then on the morning of February 18, the National Assembly will vote to approve the Law on Government Organization (amended) to officially take effect on March 1, 2025. Thus, there are only 3.5 days left for the drafting agencies, the agencies reviewing and submitting the draft Law, to carry out a huge amount of work, both editing, absorbing and explaining to complete the submission to the National Assembly for voting. This is a huge challenge, very difficult and very stressful, but we will also be determined to do it.

Third, in order for the Law to be implemented and put into practice soon, National Assembly Deputy Tran Quoc Tuan proposed that the Government urgently direct the Central Ministries and branches to promptly issue legal documents to guide the implementation of the Laws passed at this session. In particular, it is necessary to issue a Decree regulating "decentralization and delegation of powers" in a clear, transparent and strict manner so that "decentralized and delegated entities" and " decentralized and delegated entities" can easily and effectively implement it. Because if we delay in issuing documents guiding the implementation of the Law, we will not achieve the goal set by the Party Central Committee, which is to put the newly arranged apparatus into stable operation, ensuring effectiveness, efficiency and efficiency, serving the target of 8.0% GDP growth in 2025 and double-digit growth from 2026.

National Assembly Deputy Tran Quoc Tuan emphasized: our country is facing an important moment, entering a new era, aiming to build a prosperous and happy Vietnam, becoming a developed country with high income by 2045 and 20 years from now, whether that goal becomes a reality or not, largely depends on the decisions of our National Assembly today.
