In 10 years of innovation, the budget for education and training has never reached the minimum level; there is a shortage of teachers everywhere, each year is more lacking than the previous year; the minimum teaching equipment only reaches over 50%; teachers quit their jobs, change jobs... Looking back, we can see that 10 years of innovation is still innovation in difficulties, overcoming difficulties.
The year 2025 is opening up a lot of hope for the education sector when breakthrough policies have been built, supported and legalized for implementation. That is the affirmation of the Politburo on continuing to implement comprehensive fundamental innovation in education and training; the policy of "highest teacher salary" has been included in the Law on Teachers to be submitted to the National Assembly for promulgation this year; the conclusion of the Politburo on continuing to implement comprehensive fundamental innovation in education and training and most recently, the Education Development Strategy to 2030 also mentioned it and agreed to be determined to implement it.
After many years of separation and overlap in vocational training management, in 2025, it is expected that in the field of vocational education, the General Department of Vocational Education, 13 colleges and 3 pedagogical universities under the Ministry of Labor, Invalids and Social Affairs will be transferred to the management of the Ministry of Education and Training. This is also the year that the Law on Teachers is expected to be passed with the policy of delegating the management, recruitment and transfer of teachers to the education sector...
Regarding the education budget, recently General Secretary To Lam directed that one of the four immediate tasks for the education and training sector is to ensure that the state budget for education accounts for at least 20% of the total state budget expenditure in accordance with the resolution set forth by the Party.
A lot of attention, investment and expectations are being given to the education sector and teachers, affirming the role of teachers as the most important force determining education.
Minister of Education and Training Nguyen Kim Son also recognized that in the era of national development, education needs a fundamental change from within and needs much greater attention. To truly become the leading national policy among national policies, education needs more practical and timely attention... so that we no longer have to overcome difficulties and poverty to "teach well and study well in all difficult circumstances".
