People still use old driving licenses normally, even paper driving licenses issued from 1995 to present.
"With the old paper driving licenses, due to insufficient data, they are not displayed on the VNeID application. People are not required to change their driving licenses, but if they want to synchronize on VNeID, they can go change their driving licenses, otherwise they can still use the normal paper driving licenses," said Mr. Thong.
According to a representative of the Roads Department, the draft Law on Traffic Safety Order (ATGT) is currently in the stage of soliciting opinions and proposing to change driving licenses to PET format, but there will be a specific process and roadmap and the Government will be assigned to regulate it by a detailed decree.
There are still about 1 million driving licenses that have not been verified on VNeID. The Roads Department is coordinating with the Department of Administrative Police for Social Order (C06) to continue reviewing and synchronizing the data of the remaining driving licenses to upload to the system. In addition, there are more than 20 million paper driving licenses issued from 1995 to July 2013. Most of these are motorcycle driving licenses that cannot be integrated with VNeID, because these licenses only display the name and year of birth of the people, without the date and month of birth, so they are not synchronized with the National Population Database.
With this type of paper license, the Department of Roads encourages people to change their driving license from cardboard to PET material but it is not mandatory. After changing, the new driving license will be updated according to the 12-digit CCCD, consistent with the population system data. According to the new regulations, people changing their driving license do not need a health certificate or old license records.
According to the Ministry of Public Security, in the 6th session of the 15th National Assembly, scheduled to open on October 23, the National Assembly will review and comment on the draft Law on Road Traffic Safety, drafted by the Ministry of Public Security. This law was amended and supplemented from the 2008 Road Traffic Law to suit current practice. In the 2008 law, driving licenses are divided into 11 categories, of which 3 categories have no expiration date. However, Article 81 of the draft Law on Road Traffic Safety states: "Indefinite driving licenses issued before July 1, 2012 must be exchanged for new driving licenses according to the roadmap prescribed by the Government". However, driving licenses issued before the effective date of this law are still valid for the duration stated on the driving license and do not need to be exchanged.
Regarding the reason for the proposal to change the old driving license to the new one, the representative of the Traffic Police Department said that the old license used old material, did not use hard cards (PET type), so it could not be updated to the system of the Vietnam Road Administration, and therefore could not be updated to the National Database on Population and Integrated Electronic Identification (VNeID). In addition, this change is suitable when Vietnam is a member of treaties and conventions, accepting international driving licenses.
However, previously, the leader of C06, Ministry of Public Security, said that changing the driving license to PET format is unnecessary and wastes resources for society. Instead, the Department of Roads needs to soon supplement and clean the driving license data to integrate it into VNeID soon.
