Returning to the field management office after a round of inspection of the construction sites, engineer Tran Ba ​​Lam, Commander of the XL02 package (belonging to Son Hai Group) said that within the scope of the construction, the contractor is mobilizing 550 workers and 300 machines and equipment of various types. Compared to before the competition was launched, the number of workers has increased by 1.35 times, and the number of machines and equipment has increased by nearly 1.5 times.

On the morning of August 18, from the main bridge at the Khanh Hoa - Buon Ma Thuot expressway project in Dak Lak province, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, launched the peak emulation campaign "500 days and nights of emulation to complete 3,000km of expressway".

The Prime Minister requested that Party committees at all levels must resolutely and closely direct; the entire political system must get involved; and the government must take decisive action.

In general, ministries, departments, branches and localities, based on their assigned functions, tasks and powers, must really get involved, consider this a key political task, and resolutely and effectively carry out the assigned tasks.

In all cases of difficulties and problems, the forces participating in the project need to work together to "only discuss action, not retreat". Localities with material resources must actively support localities with more difficulties, providing them directly to investors and contractors.

Investors, project management boards, and construction contractors must uphold their sense of responsibility, mobilize maximum machinery and equipment, organize construction scientifically and continuously, "once in action, victory", once done, once implemented, must produce products, with specific, measurable results.

"With day and night efforts, Son Hai Group's construction output at the project has now reached more than 75% of the contract value, exceeding the plan by 10%," Mr. Lam informed.

Mr. Le Quoc Dung, acting Director of Project Management Board 7 (investor) said that the construction output of the entire Van Phong - Nha Trang project reached nearly 71% of the contract value. The construction site is currently mobilizing 30 construction teams with 1,330 personnel and 800 pieces of equipment.

Similarly, at the XL01 package of the Chi Thanh - Van Phong section project, 10 construction teams with more than 100 locomotives and equipment, and more than 140 engineers and workers are being mobilized by Thang Long Corporation to accelerate the bridge and road projects.

According to the contractor representative, in line with the Prime Minister's directive at the emulation launching ceremony, every day with favorable weather conditions was taken advantage of. The average weekly value of work has now increased to VND8 billion, an increase of VND1.5 billion compared to the previous period.

At the Ham Nghi - Vung Ang expressway project, the finish date is set for April 30, 2025, about 6 months earlier than the original plan, requiring great determination. The management board, contractors, supervisors and contractors have reviewed the progress of important items. Racing against time, 53 construction teams with about 750 motorbikes and equipment of all kinds are on site. Currently, the construction output has reached about 55% of the contract value.

In Ha Tinh, Mr. Ho Ngoc Loan, Deputy Director of the Thang Long Project Management Board (Ministry of Transport) - the investor of the Ham Nghi - Vung Ang project, said that with the goal of shortening the progress by 8 months to put it into operation in April 2025, contractors have arranged maximum human resources and machinery, dividing into "3 shifts, 4 teams" to work day and night. Up to this point, the entire route has reached over 50% of the contract value.

According to PV's records in the Central Highlands region, contractors are also focusing on maximum human resources and equipment to speed up projects such as Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, Van Ninh - Cam Lo...

Accelerate to shorten the progress of the horizontal highway

Sharing the same spirit with the large vertical highway construction site, at the horizontal highway projects, contractors are also urgently overcoming difficulties and speeding up progress.

Undertaking the construction of 10 bridges and nearly 6km of road at the Khanh Hoa - Buon Ma Thuot expressway project, a representative of Deo Ca Group said that the cumulative value of the unit's implementation to date has reached nearly 270/2,433 billion VND.

Along with the construction of bridges and roads, the Phoenix Tunnel - the largest mountain tunnel project on the route is being vigorously deployed. The tunnel is expected to be dug and cleared by December 2025, 6 months ahead of schedule.

Trying to keep up with the progress, but the representative of Deo Ca Group said that the source of materials is still facing difficulties.

According to the design, the XL01 package of the Khanh Hoa - Buon Ma Thuot expressway project uses sand mines from Duc Anh, Hung Vu, Phuong Tai, Doan Ket, etc. In which, the unit price of construction sand materials of the package is applied to Duc Anh sand mine. However, up to now, this sand mine has not been licensed for exploitation by Dak Lak province.

The remaining sand mines (Hung Vu, Phuong Tai, Doan Ket)… have unstable quality due to high clay content. To resolve the issue, the investor assigned 484 Joint Stock Company to represent contractors to exploit the Song Krong Bong sand mine according to a special mechanism.

The transportation route from the mine to the contract is very difficult, leading to high sand prices. The contractor actually had to pay 580,000 VND/m3 compared to the estimated price of nearly 370,000 VND/m3.

Regarding the Hau Giang - Ca Mau project, Mr. Tran Van Thi, Director of My Thuan Project Management Board, said that after the launching ceremony, 163 construction teams with nearly 1,900 employees are currently deployed at the construction site. 100% of them are working overtime, the crew is speeding up the progress, making up for the delayed volume.

In the Mekong Delta region, the process of implementing procedures for coordination, licensing, and capacity expansion of mines in localities is still quite slow.

According to a representative of the Department of Construction Investment Management (Ministry of Transport), to complete the embankment work by December 2024 of projects in this area, the demand for sand is nearly 16 million m3. As of August 2024, the remaining sand shortage is about 8 million m3.

Although sufficient supply has been identified, exploitation capacity is still limited, reaching an average of 45,000m3/day (40,000m3/day of river sand, 5,000m3/day of sea sand), while demand is about 79,000m3/day".

Quickly remove land obstacles

Regarding the Van Phong - Nha Trang project, the project management board leader said that the biggest problem at present is site clearance, especially the relocation of technical infrastructure.

"Up to now, only the relocation of high-voltage technical infrastructure in Van Ninh district has made progress. The remaining districts and towns are implementing very slowly. Localities need to direct departments and branches to focus on coordination, complete and hand over the site clearance of the rest stop to the construction unit in September 2024," the project management board leader proposed.

A representative of the Department of Construction Investment Management (Ministry of Transport) said that immediately after the emulation launching ceremony, implementing the Prime Minister's direction, localities quickly directed departments and branches to coordinate with investors and contractors to remove obstacles in site clearance. However, up to now, the site clearance progress in most projects has not met expectations.

Typically, by the end of August 2024, the North-South Expressway Phase 2 project had received more than 719km of land (reaching 99.7%). The remaining land is mainly residential land, with complicated relocation procedures and technical infrastructure works.

In particular, the relocation of high-voltage power lines in some localities is still slow, such as Ha Tinh, Quang Tri, Phu Yen, Khanh Hoa, and Hau Giang.

With the Bien Hoa - Vung Tau project, Dong Nai province has only handed over more than 42% of the land area.

In the Ho Chi Minh City Ring Road 3 project, while Ho Chi Minh City and Long An province have basically completed site clearance work, the site handover rate in Dong Nai province has only reached about 40%, and in Binh Duong province it has reached 90%.

Or at the Hoa Lien - Tuy Loan project, the locality has only handed over nearly 90% of the land area even though the implementation period has been about 1 year.

"The main reasons are the difficulties in determining the origin of the land, some households have not agreed with the compensation plan or are waiting to move to resettlement areas," said a representative of the Department of Construction Investment Management. At the same time, the Ministry of Transport has requested localities to mobilize maximum resources, focus on solving difficulties and problems, and coordinate with the Ministry of Industry and Trade and Vietnam Electricity Group to complete the relocation of high-voltage power lines as soon as possible.

Bien Hoa - Vung Tau Expressway, Ring Road 3 speed up

On September 8, reporters were present at the Nhon Trach Bridge project, part of the 1A Ring Road 3 component project in Ho Chi Minh City, and recorded that more than 500 workers and engineers were concentrating on constructing items on the route. According to the contractor's plan, the first span between the main pillar and the border pillar on the Dong Nai side will be joined in mid-September.

Mr. Le Dinh Hoang Chuong, Deputy Director of Project Management Board 1A (My Thuan Project Management Board, investor) said that Nhon Trach bridge has reached 80% of the volume. The approach road has reached about 37%.

Similarly, on the section of Ring Road 3 through District 9 (old), hundreds of workers, engineers, supervisors, investors... also worked tirelessly day and night, working "3 shifts, 4 shifts", during holidays. At the XL3 construction package, a representative of the Dinh An contractor said that the total output reached over 500 billion VND, accounting for 31%.

According to Mr. Luong Minh Phuc, Director of the HCM City Traffic Construction Investment Project Management Board, the HCM City Ring Road 3 component project 1 has 14 construction packages and four operation packages. The total construction volume has reached nearly 18%.

After much effort by the Ho Chi Minh City government and the Government working group, the progress of granting sand mining licenses for the project in the three provinces of Tien Giang, Vinh Long, and Ben Tre is being accelerated. Around mid-September, the first sand barges from the West will be brought to the construction site.

"The units are ensuring progress to open the technical traffic by the end of January 2026, and the expressway core will be officially opened by April 30, 2026; the entire project will be completed from June to August 2026," said Mr. Phuc.

Mr. Dang Hoang Tuan, Director of the Department of Transport of Long An province, said that the progress of Ring Road 3 through the locality is being implemented well, reaching over 35%. Meanwhile, the section through Binh Duong province has started construction on 4/4 packages, reaching nearly 14% of the volume.

The most worrying thing is that the section of Ring Road 3 through Dong Nai still has many land acquisition problems. However, Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, affirmed that all will be handed over in September.

At the Bien Hoa - Vung Tau Expressway Component 1 project, construction is taking place mainly on sections with continuous land from Tam Phuoc Ward (Bien Hoa) to Long Duc Commune (Long Thanh). For the remaining sections, because the land has not been handed over, workers can only cast components at the yard and wait.

Mr. Ngo The An, Director of Dong Nai Traffic Construction Project Management Board, said that the project's cumulative disbursement has only reached over 13% due to land clearance problems.

At component project 2, after the 500-day and night launching ceremony, the construction progress has shown signs of improvement. Mr. Nguyen Ngoc Ha, Director of the Component Project Management Board 2, said that 13% of the output has been achieved, but the progress is still affected by the lack of land and materials.
