Connecting and sharing digital data contributes to building a modern, regular police force.

On the afternoon of November 7, the Ministry of Public Security held a workshop on "Connecting and sharing digital data to contribute to building a regular and modern People's Public Security force". Authorized by the leadership of the Ministry of Public Security, Major General, Dr. Duong Van Tinh - Director of the Department of Information Technology, Ministry of Public Security chaired the workshop. Attending the workshop were representatives of scientists and speakers inside and outside the public security sector.

Speaking at the conference, Major General Duong Van Tinh affirmed: Digital transformation is an inevitable trend in today's era. In which, digital data and digital platforms are two basic elements in the national digital transformation process.

"The characteristic of the digital transformation period is to build shared digital platforms and interconnect and share data so that state agencies can grasp, share, exploit information and collaborate with each other better," said Major General Duong Van Tinh.

According to Major General Tinh, in recent years, the Ministry of Public Security has always focused on applying information technology to all aspects of public security work and determined that this is an effective tool to create solutions and measures to improve work and combat efficiency. Statistics show that the public security sector currently has hundreds of information systems, databases, and software being deployed according to projects in units under the Ministry and localities.

However, according to Major General Tinh, the above systems are mainly deployed vertically, not connected and shared for common exploitation, so data is not interconnected. Therefore, the current requirement is to accelerate the digital transformation process, develop industry data, connect, share data and exploit this resource to build a regular, modern police force.

According to Major General Duong Van Tinh, the workshop was held with the hope of clarifying the legal basis for deploying connection and data sharing within the Ministry of Public Security and between the Ministry of Public Security and relevant ministries, departments and branches based on scientific theory and practice. At the same time, the workshop will propose solutions and technology platforms for management, operation and ensuring data security and safety when deploying connection and data sharing.

At the workshop, many opinions from experts in the field of information technology gave speeches revolving around the mentioned topic. Among them, Mr. Ha Thai Bao - Deputy General Director of VNPT Information Technology Company (VNPT Group) shared solutions, methods of building and exploiting the data integration axis, and some typical models of the data integration axis.

Notably, the presentation on the topic of technical solutions to integrate essential public services onto the national public service portal by Dr. Nguyen Dinh Loi - Department of Administrative Procedure Control (Government Office) presented the overall model and implementation results through the national public service portal.

Statistics show that, up to now, the national public service portal has provided 4,535 administrative procedures, with 2.7 billion visits and more than 10 million registered accounts. Of which, nearly 250 million records have been synchronized, over 10.7 million records have been processed through the public service portal... The above results have affirmed the role of integrating essential public services with the national public service portal, which has played a very important role, taking people as the center of service.

In addition to emphasizing the role of data sharing and connection, ensuring information security in digital transformation was also conveyed through the speech of Mr. Vu Ngoc Son - Member of the Executive Committee of the National Cyber ​​Security Association.

Mr. Son mentioned the current status of information security in our country and emphasized: In 2021, ransomware increased by 200% compared to 2020; In 2022, the Department of Information Security handled 11,213 cyber attacks in the first 11 months of the year; 54.8% of systems had their information security records approved by level...

The consequences, according to Mr. Son, are data theft, system paralysis, and damage to the organization's reputation. From the above situation, Mr. Vu Ngoc Son mentioned a series of skills to ensure information security in data management.

As one of the pioneering units in digital transformation of the Ministry of Public Security, the National Population Data Center has contributed to promoting and implementing the Government's Project 06. One of these is the collection of "correct, sufficient, clean, and live" data and the sharing of specialized data with units.

Lieutenant Colonel Nguyen Anh Tuan, Deputy Director of the National Population Data Center, emphasized that after 1 year and 9 months of implementing Project 06, the Public Security force has issued more than 84 million electronic chip ID cards to 100% of eligible citizens; for the first time, Vietnam has a national identification platform, and has so far collected over 68 million electronic identification accounts (VNeID), activating nearly 47 million accounts.

Online public services have been promoted with a breakthrough of 25/25 essential public services related to the people. The Ministry of Public Security alone has expanded the provision of 224/224 public services according to its functions and tasks.

Notably, according to Lieutenant Colonel Tuan, solutions for applying population data, identification and electronic authentication for social governance and economic development have been strongly promoted. Typically: authenticating, cleaning, ensuring the accuracy of social security beneficiaries to make cashless payments (to date, 38/63 localities have made payments via accounts for 236,832 people with an amount of more than 323.5 billion VND); biometric authentication on citizen identification cards at medical examination and treatment facilities; using citizen identification cards, applying VNeID to create accounts and monitor tax collection...

Regarding the plan to share information and data with the Government, ministries, branches and localities, Lieutenant Colonel Tuan said: The Ministry of Public Security is implementing the management of data for all Vietnamese citizens with 3 data platforms and the legal platform of Project 06. In addition, the Ministry of Public Security has implemented the connection, sharing, collection, updating, and enrichment of data, creating a shared data set towards building a National Data Center of the Government.

"Open data is an inevitable trend of digital transformation. Open data is the principle for data interaction and is one of the natural, core conditions to ensure 'correct - sufficient - clean - alive' and is a prerequisite for building a digital government, digital economy, and digital society today," emphasized Senior Lieutenant Colonel Nguyen Anh Tuan.

Concluding the workshop, Major General Duong Van Tinh affirmed that through the workshop, he agreed to request competent authorities to pay attention to leading and directing a number of tasks and solutions to develop connectivity and share digital data in the coming time.

Specifically, the heads of the Public Security units need to focus on directing the work of identifying and classifying different data; then perfecting the legal framework, building technology infrastructure in the Public Security Forces, and moving towards applying technology in all units in the industry. This application must go hand in hand with ensuring information security and safety.
