After listening to the report of the Party Committee of the Provincial People's Committee and the opinions of the meeting participants on the progress of implementing the province's key projects and works. The Standing Committee of the Provincial Party Committee unanimously concluded: The implementation of the province's key projects and works is very important in using public investment to promote and guide private investment, attract social resources, gradually complete the economic and technical infrastructure, and promote the socio-economic development of the province. In the past time, the Party Committee of the Provincial People's Committee has led the Provincial People's Committee to make efforts to direct the implementation of the province's key projects and works. However, up to now, the progress of implementation is still slow, especially in compensation, support, resettlement, site clearance and the work of establishing, appraising, deciding on investment policies, and approving projects. Therefore, strengthening the review, synchronously implementing solutions, and accelerating the progress of key projects and works of the province is an urgent requirement. Accordingly, the Standing Committee of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to focus on leading the Provincial People's Committee to have mechanisms and solutions to regularly inspect and urge the progress of implementation, remove difficulties and obstacles of key projects and works of the province; in which, urgently direct the completion of project documents and procedures, especially in the investment preparation stage. Timely remove difficulties and obstacles, accelerate the progress of land acquisition, compensation, support, resettlement, and site clearance; at the same time, review and establish resettlement projects to ensure the implementation of key projects of the province in the current period and key projects for the next public investment stages. Organize and carry out bidding work well in accordance with the provisions of law, select contractors with sufficient capacity and experience, meet requirements, and ensure project quality. Direct and supervise the development of implementation plans, construction progress, and detailed disbursement progress of each project.

At the same time, strengthen land management and construction order in the project implementation area, prevent land encroachment, illegal construction, and complications that affect the compensation and site clearance process.

1. Ca Ty River Embankment Project (section from Duc Thanh Bridge to Ung Van Khiem Street), Phan Thiet City: Urgently research and develop compensation, support and resettlement policies that are feasible, strict, and in accordance with the law; public, transparent, and create high consensus among the people. 2. Ca Ty River Apartment Project, Phan Thiet City: Complete documents and procedures according to legal regulations to start construction of 4 apartment blocks A1, A2, B1, B2 and some auxiliary works as soon as possible to complete and put the project into use before June 2026. Focus on directing the resolution of petitions of households whose land is recovered to implement the project, remove obstacles in compensation work; promptly determine the selling price, rental price, and rental purchase price of resettlement housing.

3. Ka Pet Reservoir Project: Regularly monitor and closely coordinate with the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development to promptly complete the appraisal of the Environmental Impact Assessment Report and the Feasibility Study Report. Strive to complete the required documents and procedures to start the project by the end of 2024.
4. Phan Thiet Airport Project: Direct relevant departments, branches and localities to promptly and thoroughly implement the work of land acquisition, compensation, support and resettlement; ensure strict compliance with legal regulations. For the civil aviation project: Actively coordinate with ministries and branches, promptly complete and submit to the Prime Minister for approval of adjustments to the investment policy; at the same time, direct departments and branches to proactively prepare documents, promptly adjust and submit to competent authorities for approval of the Feasibility Study Report and implement the work of selecting investors in accordance with legal regulations.

5. Coastal axis road project DT.719B (Phan Thiet - Ke Ga section): Strengthen direction to speed up compensation and site clearance progress, especially work related to the titanium mining project of Tan Quang Cuong Trading Company Limited and the intersection between DT.719B road and DT.719 road (in Tan Thanh commune, Ham Thuan Nam district) for construction, early completion of the project, and putting it into use.
6. Hung Vuong Park Project (wetland ecological park): Direct the relevant agencies to continue to complete land acquisition, compensation, support, and resettlement according to regulations. Urgently complete the dossier to submit to the Provincial People's Council to adjust the investment policy to carry out the next tasks of the project.
7. Van Thanh Bridge Project: Focus on completing compensation, support, resettlement, and site clearance as soon as possible; at the same time, request the construction unit to mobilize human resources and equipment to speed up construction progress, striving to complete the project within the set deadline.
