Mr. Huynh Van Thanh, Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City, said that the City Party Committee and the People's Committee of Ho Chi Minh City have approved the content of the land auction plan for the Thu Thiem area. According to Mr. Thanh, in recent years, land revenue has always accounted for an important proportion of Ho Chi Minh City's budget revenue.
Therefore, in order to effectively exploit this resource, in 2024, the Department of Natural Resources and Environment has and will synchronously implement 4 main solutions, strengthening the management and use of land resources.
Regarding the remaining solutions, the Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City will strengthen the management and use of land resources according to the project "Management and orientation for effective land use in Ho Chi Minh City". In which, the city will evaluate the effectiveness of land management and use; planning, land use plans, public assets and administrative procedures on land...
Along with that, Ho Chi Minh City will pilot a mechanism to create land funds and auction land use rights according to Resolution 98 on special mechanisms. This is to select investors for urban, commercial and service development projects by allowing land acquisition in the vicinity of urban railway stations and intersections along Ho Chi Minh City's Ring Road 3. Currently, the coordination regulations for implementing this solution have been completed by the Department of Natural Resources and Environment.
The final solution is that the city will remove difficulties in determining land prices. Mr. Thanh said that the project to classify the authority to resolve problems at all levels has been completed by the Department, in order to resolve problems as quickly as possible.
Previously, in mid-July 2023, the Department of Natural Resources and Environment of Ho Chi Minh City sent a document to the People's Committee of Ho Chi Minh City regarding the plan to auction dozens of land lots (including 4 lots with abandoned deposits) and 3,790 apartments in the Thu Thiem new urban area (Thu Duc City). The Department proposed that the city approve the auction plan and organize the auction in June 2024.
Regarding the 4 plots of land with abandoned deposits, on December 10, 2021, the Ho Chi Minh City Property Auction Center completed the auction of 4 plots of land 3-5, 3-8, 3-9 and 3-12 with a total area of over 30,000m2, located in functional area No. 3, Thu Thiem new urban area (Thu Duc City, Ho Chi Minh City). The total starting price of the 4 plots of land was 5,300 billion VND, the successful auction price brought in 37,346 billion VND for the city budget. Thus, the average price for each square meter of land in the above 4 plots of land is 1.24 billion VND.
For lot 3-12 alone, the successful auction price was up to 2.43 billion VND/m2, about 2 times higher than the land price in the center of Ho Chi Minh City. However, the winning enterprises then failed to pay the land use fee on time and asked to cancel the deposit. Therefore, in 2024, Ho Chi Minh City will re-auction these 4 lots.
