Promoting existing advantages and overcoming difficulties, Phu Luong district (Thai Nguyen province) is on the journey to reach the new rural finish line. Currently, 100% (13/13) communes in the district have met the new rural standards.


Phu Luong is a mountainous district in the North of Thai Nguyen province, with a favorable economic and geographical position, especially with a national traffic system passing through. Along with abundant natural resources, Phu Luong district has many potentials and advantages for socio-economic development, especially the development of high-tech agriculture and forestry, tourism, trade, services and industry.

From a mountainous district with agricultural production, difficult life, and underdeveloped infrastructure, with the right and creative strategy and direction, Phu Luong has achieved outstanding and comprehensive results.

In recent years, the district's economic growth rate has always been maintained at a fairly high level; The total production value of some major industries increased by an average of 5.45%/year, of which agriculture, forestry and fishery increased by 3.5%/year. In 2024, the production value of agriculture, forestry and fishery reached 1,416.4 billion VND, construction industry reached 681.1 billion VND, and main economic services reached 2,775.5 billion VND.

The district's economic structure has shifted towards increasing the proportion of construction and service industries and reducing the proportion of agriculture.

The annual productivity and output of the district's main crops have all met and exceeded the plan. By 2024, the output of fresh tea buds will reach 47,406 tons, tea will become a key crop, Phu Luong tea products will increasingly affirm their brand and reputation in the domestic and international markets, and food output will reach an estimated 32,651 tons.

The fields of culture, health, education and training have received attention and investment for development. Up to now, 100% of communes have communal cultural houses, hamlets and sports grounds that meet the prescribed standards.

Poverty reduction, labor, and policies for people with meritorious services are implemented promptly and fully in accordance with state policies. Every year, the district creates new jobs for over 2,000 workers, provides vocational training to over 2,500 people, the rate of trained workers reaches over 70%, and the poverty rate drops to 1.78%.

Implementing the National Target Program on New Rural Construction, although the district has a low starting point, limited investment resources for infrastructure, and low awareness among the people, with the great efforts and determination of the local government, and gradually overcoming the immediate difficulties, this locality has had a spectacular breakthrough.

Up to this point, the whole Phu Luong district has 13/13 communes meeting the new rural standards, reaching 100% (an increase of 13 communes compared to 2011). Of which, 3 communes have met the advanced new rural standards (reaching 23.07%); 2 communes have met the model new rural standards (reaching 15.8%) . The average number of new rural criteria is 19 criteria/commune. (an increase of 13.6 criteria compared to 2011). In particular, Tuc Tranh commune is one of the 9 pilot models nationwide for building smart new rural communes. The entire district has 48 hamlets meeting the standards of model new rural hamlets (ranked first in the province).

In Phu Luong district, 2/2 towns will meet civilized urban standards by 2024 according to regulations. Average income per capita reaches 55.6 million VND/person/year (an increase of 43 million VND compared to 2011). The rate of people's satisfaction with the results of new rural construction in each commune reaches 85% or more.

Up to now, the total budget of Phu Luong district used to implement the new rural program is nearly 1,900 billion VND, of which the budget contributed by the people is nearly 114 billion VND. The whole district has 733.28km/787.23km of rural roads of all kinds asphalted and concreted (reaching 93.15%, up 83% compared to 2011).

Based on the achieved results, the Party Committee, government and people of all ethnic groups in Phu Luong district are determined to strive to build the district to meet the new rural standards by 2024, 1 year earlier than the target of the Phu Luong District Party Committee Resolution for the 2020-2025 term.

To contribute to the goal of Phu Luong district achieving the new rural standards in 2024, the district has launched a high-point emulation campaign "Phu Luong is determined to join hands to build a new rural district" across the district. The emulation campaign has received the support and consensus of cadres, party members and all people of communes and towns, contributing to building and maintaining a bright - green - clean - beautiful and safe environmental landscape; Building a cultural life, new rural areas, civilized urban areas; Carrying out site clearance well to ensure the progress of works and projects according to the requirements of the new rural district criteria.

According to Ms. Nguyen Thuy Hang - Vice Chairman of Phu Luong District People's Committee: Based on the results of the implementation of the New Rural Development Program in Phu Luong district, compared with the National Criteria for New Rural Districts in Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister for the period 2021 - 2025, Phu Luong district has met the standards required by the new rural district, only waiting for the results of assessment and recognition from the superiors.

Also according to the Vice Chairman of Phu Luong District People's Committee, in the coming time, the locality will continue to improve the quality of the achieved new rural criteria by selecting breakthroughs in building new rural areas such as: Promoting the development of linked production according to the value chain, increasing income for people; building infrastructure to protect the environment and a bright - green - clean - beautiful - safe rural landscape; improving the material and spiritual life of rural people; promoting the implementation of building advanced new rural areas, model new rural areas; ensuring security and order so that people can truly enjoy the results of building new rural areas, contributing to building Phu Luong district to meet advanced new rural standards in the period of 2026 - 2030.

By the end of 2030, 100% of communes in the area will meet NTM standards, and over 50% of NTM communes will be upgraded according to the National criteria for new rural construction in the 2026 - 2030 period.

Strive to build an advanced new rural district by 2030; Improve the quality of life of rural people, strive to have the average income per capita of the district reach over 80 million VND/person/year by the end of 2030. The poverty rate is reduced to below 2%.
