Kinhtedothi-On January 15, 2025, the District Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Gia Lam district solemnly held a ceremony to receive the Prime Minister's Decision recognizing Gia Lam district as meeting advanced New Rural Area (NTM) standards in 2023; Summarizing the emulation movement in 2024, launching the emulation movement in 2025.
Attending the ceremony were: Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai; former Politburo member, former Secretary of the Hanoi Party Committee Pham Quang Nghi; former member of the Party Central Committee, former Standing Deputy Secretary of the Hanoi Party Committee Ngo Thi Thanh Hang.
Also attending were members of the Standing Committee of the Hanoi Party Committee: Head of the Organization Committee of the Hanoi Party Committee Vu Duc Bao, Chairman of the Inspection Committee of the Hanoi Party Committee Hoang Trong Quyet, Head of the Mass Mobilization Committee of the Hanoi Party Committee Do Anh Tuan, Permanent Vice Chairman of the Hanoi People's Council Phung Thi Hong Ha; Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen; representatives of the leaders of the Central agencies, Hanoi City; departments, branches, sectors of the city, districts, towns in Hanoi, twinned units with Gia Lam district and a large number of cadres and people of Gia Lam district.
Outstanding results
Reporting on the work of building advanced new rural areas in Gia Lam district, Deputy Secretary of the District Party Committee, Chairman of the Gia Lam District People's Committee Dang Thi Huyen said that after 5 years since achieving the standards of a new rural district (2018), Gia Lam has continuously strived to become an advanced new rural district.
With the viewpoint that building a new rural area has only a starting point, not an ending point, the Party Committee, government and people of Gia Lam district continue to join hands to build an advanced, model new rural area in the period of 2020 - 2025 with the goal of approaching urban criteria and mobilizing all resources to complete; the total capital for basic construction investment arranged to implement the new rural area construction program in the period of 2012 to the end of 2023 is 8,730 billion VND with 663 projects.
Up to now, the whole district has 79.6km (100%) of district roads and commune roads connected by asphalt and concrete; 134.68km (100%) of district roads through urban areas meet urban road standards, have signs, directional signs, lighting, speed bumps, sidewalks with trees..., ensuring bright - green - clean - beautiful.
100% of households use electricity for daily life and production to ensure safety; 100% of alleys and lanes over 2m wide have electricity for lighting. The whole district has 8 commune-level cultural and sports centers; 100% of villages and residential groups have cultural houses, community activity houses, flower gardens, and public playgrounds, of which 300 have installed outdoor sports and exercise equipment. Gia Lam has also renovated and repaired 59 schools, built 92 new schools, with a total cost of more than 1,500 billion VND; 79/83 public schools are recognized as meeting national standards at levels 1 and 2.
The average growth rate of the district in the period of 2019 - 2023 reached 9.26%. In agricultural production, the district planned 6 specialized production areas; reduced the rice growing area to about 1,000 hectares; increased the area of flowers, ornamental plants and fruit trees to 2,106 hectares; the area of vegetables and fruits produced according to VietGAP standards reached 515.7 hectares; the area of food safety production was 1,693.5 hectares; 154 products were recognized as OCOP (One Commune One Product Program) from 3 to 5 stars.
By the end of 2023, Gia Lam will have 20/20 communes meeting advanced NTM standards, 7/20 communes meeting model NTM standards, 2 towns of Yen Vien and Trau Quy meeting civilized urban standards; the district will meet 9/9 criteria with 38 indicators of advanced NTM districts; average income will reach 75.8 million VND/person/year; the district will have only 57 near-poor households (0.07%)...
With the achieved results, on December 16, 2024, Deputy Prime Minister Tran Hong Ha signed and issued Decision No. 1574/QD-TTg, recognizing Gia Lam as an advanced NTM district in 2023.
Gia Lam District has been awarded many noble awards by the Party, State, Government and City: Third-class Independence Medal in 2010; First-class Labor Medal in 1999 and 2016; Government Emulation Flags in 2014, 2017, 2018, 2019, 2020; Excellent Emulation Flags of the City in 2011, 2013, 2015, 2016. In 2024, the district will have 1 collective and 6 individuals awarded at the State level; 18 collectives and 42 individuals awarded at the City level; 898 collectives, 1,546 individuals, 123 households awarded at the district level...
To successfully complete the political tasks in 2025, creating favorable conditions for the district to soon become a district-level administrative unit, the District Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Gia Lam district launched the emulation movement in 2025 with key tasks: Promoting patriotic emulation movements; implementing well the 2025 working theme in association with improving the effectiveness of administrative reform, tightening administrative discipline and order, streamlining the apparatus, innovating working methods and styles; implementing digital transformation; practicing thrift, fighting waste.
Continue to promote the campaign "All people unite to build new rural areas and civilized urban areas", mobilize all resources, maintain and consolidate the achieved criteria associated with the model new rural criteria and the criteria for building districts into districts, communes into wards; further improve the socio-economic infrastructure towards civilized and modern urban areas; prepare well the conditions and successfully organize the Party Congresses at all levels for the 2025 - 2030 term.
Continue to effectively exploit potential and advantages
Speaking at the ceremony, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen praised the achievements of Gia Lam district, and at the same time requested the district to continue to carry out key tasks, continue to promote propaganda work, focus on completing the goals and targets of the Resolutions of Party Congresses at all levels, term 2020-2025; Directives, Resolutions, Work Programs of the city, Resolutions of the District Party Congress have set forth.
Along with that, Gia Lam district needs to effectively exploit the potential and advantages of the district; continue to mobilize and effectively use resources for the development of the district's economic sectors, especially trade, tourism, services, logistics...; continue to improve the quality of health and education services; ensure social security, increasingly take better care of the material and spiritual life of the people; focus on reviewing and perfecting the goals and targets of the Project to build the district into a district and complete the dossier to submit to competent authorities for consideration and recognition in 2025.
In particular, the district needs to focus on directing the review and reorganization of the government apparatus at all levels to ensure the province is compact, operating effectively and efficiently; proactively planning and arranging jobs, resolving reasonable policies and regimes for cadres, civil servants, public employees and workers; ensuring political security and social order and safety, creating favorable conditions for socio-economic development.
At the ceremony, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen, authorized by the State, presented the Decision recognizing Gia Lam district as meeting advanced NTM standards to the leaders and people of Gia Lam district.
On this occasion, Gia Lam district had 2 individuals honored to receive the Second Class Labor Medal, Third Class Labor Medal; 5 individuals received Certificates of Merit from the Prime Minister; many collectives and individuals were awarded by the Chairman of the People's Committee of Gia Lam City and District.
