(Moha.gov.vn)-On the morning of December 12, 2024, in Da Nang City, the Ministry of Home Affairs held a workshop to provide comments on the National Report on Vietnamese Youth for the period 2019 - 2022. Mr. Hoang Quoc Long, Director of the Department of Youth Affairs, Ministry of Home Affairs and Ms. Nguyen Thi Huyen, Officer of the United Nations Population Fund (UNFPA) in Vietnam co-chaired the workshop.
The workshop was attended by representatives of a number of relevant ministries and central agencies; representatives of a number of units under the Ministry of Home Affairs; experts and scientists; the VNM10P01 Project Management Board; representatives of a number of international organizations of the United Nations in Vietnam and leaders and civil servants of the Department of Home Affairs of a number of provinces and centrally-run cities.
Speaking at the opening of the workshop, Director of the Department of Youth Affairs Hoang Quoc Long said that the draft National Report on Vietnamese Youth for the period 2019 - 2022 is the third national report of the Vietnamese Government in coordination with the United Nations Population Fund in Vietnam, after two national reports on Vietnamese youth for the period 2013 - 2015 announced on June 29, 2015 in Hanoi and the period 2015 - 2018 completed and released at the end of 2019.
The Third Report (2019 - 2022 period) is currently in the drafting process. In 2023, with technical support from the United Nations Population Fund and the active cooperation of experts and scientists, the Ministry of Home Affairs has developed and completed the draft, organized meetings and workshops to collect opinions from ministries, branches and 63 provinces and cities on the draft Report. With the general goal of providing an overview of the youth situation, the development of Vietnamese youth in the 2019 - 2022 period and the current system of policies and laws on youth, the Report continues to inherit the experience of collecting and synthesizing information and data on youth in the 2015 - 2018 period, at the same time, creating a new mark by adding the content of state management on youth; The responsibilities of the Government, ministries, branches and localities in state management of youth are the contents stipulated for the first time in the Youth Law 2020.
In 2024, the Ministry of Home Affairs will continue to collect opinions from ministries, branches, localities, experts, scientists in writing and through technical meetings, workshops, etc. to supplement and ensure the reliability of the data system in the report and complete the contents of the Report. The Report is expected to be published and widely distributed in early 2025, as a document for ministries, branches, and localities to refer to, research, and serve the work of planning and formulating youth development policies.
In order for the Workshop to achieve results, Director Hoang Quoc Long requested delegates to focus on researching, discussing and contributing opinions on the following contents: (1) Structure of the draft Report, titles of the main contents of the draft Report, difficulties and challenges in the new period; (2) Policy contents (closely following the policies stipulated in the Youth Law 2020) and implementation results; (3) Comments on the reliability of data, whether the data included is complete and what data needs to be supplemented?; (4) Comments on additional comments, assessments and proposals, recommendations on policies for youth and policy implementation in the coming period to complete the Report.
In her summary report at the workshop, Ms. Vu Huong Ngát, Senior Expert of the Department of Youth Affairs, Ministry of Home Affairs, said that in recent years, Party committees, authorities, sectors and the whole society have increasingly paid attention to and created conditions for caring for, nurturing and educating young people with the aim of comprehensively developing the future generation of the country's owners; promulgating mechanisms and policies to ensure the implementation of rights, obligations and participation of young people in all areas of social life; mobilizing young people to participate in building and defending the Fatherland. As a young human resource, having access to and enjoying modern culture and education, young people are increasingly aware of their obligations and responsibilities towards themselves, their families and society; paying attention to political and social issues of the country, the region and the world; being ready to volunteer to go to difficult and arduous areas of the country to train, contribute and mature; Be proactive and actively study, contributing to forming a new generation of global Vietnamese citizens with capacity, confidence and good integration preparation.
However, with the strong development of science and technology, the explosion of information and social networks in the digital age, young people are currently facing many difficulties and challenges such as: young people are trained at university level but their practical capacity does not meet practical requirements; unemployment, lack of information and job opportunities, unstable jobs and low income are increasing, especially in the recent period due to the impact of the COVID-19 pandemic on a global scale.
In state management, although in recent years, Party committees and authorities at all levels have issued and specified many policies and guidelines for youth development, some ministries, branches and localities have not paid attention to monitoring, inspecting and evaluating implementation results; have not assessed the actual and proper impact of policies and guidelines on youth to propose to competent authorities to supplement and amend them to suit reality; there is still a lack of specific policies for vulnerable youth groups, youth from ethnic minorities; youth in remote areas, areas with particularly difficult socio-economic conditions; youth from 16 to 18 years old, etc.
The forecast of the youth population in the coming years will continue to decrease compared to the national population structure. In the world and in the region, the Fourth Industrial Revolution, especially digital technology, is developing strongly, creating breakthroughs in many fields, creating both opportunities and challenges for all countries and peoples; global issues such as peace protection, human security, natural disasters, epidemics, social security and non-traditional security, especially cyber security, climate change, etc. continue to develop complicatedly. The rapid and breakthrough development of science, technology, innovation, digital transformation and the Fourth Industrial Revolution will open up great opportunities for young people to develop and improve their intelligence, capacity, creativity, competitiveness, accessibility, proactive adaptation and international integration. Young people will have high demands for information, communication, integration, tourism, entertainment and recreation; will move towards and demand more democracy and social justice, jobs and social policies.
Therefore, state management of youth in the coming period needs to have positive and fundamental changes, keeping up with the trends and development of youth; taking advantage of opportunities and challenges to orient, educate and nurture youth in revolutionary ethics and socialist ideals; having fundamental and long-term policies to comprehensively develop youth - an important human resource, a decisive factor for the success of the country's industrialization and modernization, and global citizens in the new era.
At the Workshop, delegates, experts and scientists actively discussed and contributed many of their enthusiastic opinions to the draft Report. In general, the comments focused on the following contents: time of the report; layout, figures and data in the report; responsibilities of state management agencies on youth; youth participation in state management activities, labor and employment; dialogue with youth; launching emulation among youth teams in stages; cultural and sports institutions related to youth in the locality; research and supplement solutions to address the recommendations and proposals; policies to attract and recruit civil servants and public employees to work in Party and state administrative agencies according to Decree No. 140/2017/ND-CP; training, fostering, encouraging learning and encouraging talents in the locality; the relationship between state management agencies and provincial and municipal Youth Unions; Add comments and assessments on youth culture to the Report; contributions and roles of youth living and studying abroad; advantages and difficulties in implementing state management of youth, implementing youth laws and policies, supporting resources and capital for youth development; analyzing gender equality in all aspects; analyzing characteristics of youth by region; youth in ethnic minority areas;...
Concluding the Workshop, Director of the Youth Affairs Department Hoang Quoc Long acknowledged and highly appreciated the enthusiastic and responsible comments of the delegates. At the same time, he assigned the editorial department to synthesize and receive comments to complete the Report. Any issues beyond the authority should be synthesized and submitted to the Ministry's leaders for consideration and comments.
Director Hoang Quoc Long hopes that in the coming time, he will continue to receive attention and comments from delegates to complete the report and promptly publish it according to the scheduled time.
