On the afternoon of September 18, the Ministry of Agriculture and Rural Development coordinated with relevant ministries and branches to hold an online conference with coastal localities from Ninh Binh to Binh Dinh on responding to the tropical depression that is likely to strengthen into storm No. 4.

According to quick information from the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on September 18, the center of the tropical depression was located at about 16.7 degrees North latitude; 113.1 degrees East longitude, about 180km east of Hoang Sa archipelago. The strongest wind near the center of the tropical depression was level 7 (50-61km/h), gusting to level 9; moving mainly in a westerly direction at a speed of about 15km/h.
It is forecasted that in the next 24 hours, the tropical depression will likely strengthen into a storm, level 8, gust level 10, affecting the sea and mainland from Nghe An to Quang Ngai; natural disaster risk level 3.
At the conference, ministries, branches and localities forecast to be affected focused on clarifying plans to respond to the storm. These included updating the situation of summer-autumn rice harvest, aquatic product harvest; ensuring the safety of dykes, dams and reservoirs; safety of ships, communication, plans for providing food and provisions against storms; plans to evacuate people, especially in areas prone to landslides and flash floods to safe places...
Concluding the conference, the leader of the Ministry of Agriculture and Rural Development emphasized that the development of this tropical depression is still very complicated, with the potential to strengthen into a storm, especially the risk of heavy rain, flooding, landslides, flash floods, and landslides. Therefore, it is required that localities in the affected area absolutely must not be subjective, negligent, regularly update information to proactively direct the implementation of appropriate response plans. There are measures to ensure the safety of ships and vehicles operating at sea and along the coast. In particular, it is necessary to review the flooding situation (including urban flooding) and have a plan to evacuate people; urgently harvest ripe rice and aquatic products that have reached commercial size; ensure the safety of dams, hydroelectric works, and strictly follow operating procedures.
Localities need to proactively arrange forces, materials, and means, especially in localities expected to be directly affected by storms, floods, and key areas, to be ready to respond to tropical depressions, storms, floods, and rescue when required.
In response to the impact of the tropical depression, on September 17, the People's Committee of Ninh Binh province issued Official Dispatch No. 25/CD-UBND on proactively responding to the tropical depression that is likely to strengthen into a storm. In particular, it requires districts and cities to review and complete response scenarios to ensure they are suitable for actual conditions; inspect works affected by storm No. 3, proactively arrange supplies and means to be ready for rescue when required. In addition, strictly count and manage vehicles going out to sea.
