At the APRC plenary session, senior leaders of regional securities regulators focused on improving financial market management.
This is a meeting for senior leaders of securities market regulators - members of the Asia-Pacific Regional Subcommittee (APRC) of the International Organization of Securities Commissions (IOSCO) taking place on February 20, 2025 in Quang Nam, to discuss many important cooperation contents.
The conference was attended by Mr. Rodrigo Buenaventura - Secretary General of the International Organization of Securities Commissions (IOSCO); Ms. Julia Leung - Chief Executive Officer of the Hong Kong Securities and Futures Commission (SFC), Chairwoman of APRC under IOSCO; Mr. Joseph Long - Vice Chairman of APRC, Chairman of the Australian Securities and Investments Commission (ASIC); Ms. Vu Thi Chan Phuong - Chairwoman of the State Securities Commission; senior leaders of securities market regulators of APRC member countries.
Speaking at the opening of the Conference, Ms. Julia Leung - Chairwoman of APRC, CEO of SFC Hong Kong thanked the SSC for successfully hosting the APRC Conference 2025.
Ms. Julia Leung emphasized that the securities markets in the region are witnessing changes, technological advancements and many opportunities. This also poses challenges in terms of management and supervision, requiring continuous dialogue and practical cooperation among members to enhance investor protection and ensure fair and transparent markets.
“APRC meetings serve as an important platform for securities regulators in the Asia-Pacific region to exchange, share lessons learned and enhance cooperation on issues of mutual concern,” said Ms. Julia Leung, Chairwoman of APRC.
On the side of the State Securities Commission of Vietnam, Chairwoman Vu Thi Chan Phuong said that this APRC Conference covered a lot of content about the hottest issues currently globally that financial and securities management agencies are facing and working together to solve.
The Chairman of the State Securities Commission believes that during the 3-day Conference, the thematic seminars, as well as the plenary seminar, have created and will create a useful forum for exchange and discussion and achieve practical results on contents related to the management and supervision of financial and securities management agencies such as inspection - supervision, financial technology, digital assets, sustainable development and ESG practices...
“These unprecedented, topical issues with borderless impact require our regulatory agencies to strengthen cooperation, promote information sharing and exchange mechanisms to effectively monitor and enforce, ensuring the efficient, transparent and sustainable operation of the stock market,” the Chairman of the State Securities Commission emphasized.
The Chairman of the SSC added that in the process of building and developing the stock market, the SSC has always been deeply aware of the importance of international cooperation and aims at international common practices in the management and supervision of the stock market. The fact that the SSC has become a member of the Multilateral Memorandum of Understanding (S-MMOU) is a manifestation of the desire to raise the spirit of the Vietnamese stock market, both in developing the domestic stock market to a higher level as well as promoting closer and more effective cooperation with member countries and partner management agencies of APRC.
The APRC Plenary Session focused on many important topics of current concern to regulators, such as: (i) the application of technology in supervision and enforcement, (ii) Fraud and online threats; (iii) Trading markets; (iv) Sustainable finance; (v) financial technology.
At the Conference, the IOSCO and APRC working groups updated IOSCO's roadmap for protecting retail investors in the online environment, and updated the activities of the APRC working group on Online Fraud and Threats.
Members also shared experiences and proposed regional approaches to enhance retail investor protection; management strategies, policy approaches to enhance resilience and create vibrant trading markets, using management technology/surveillance technology solutions in the stock market.
In addition, members exchanged views and perceptions on the implementation of the International Sustainability Standards Board (ISSB), the development of carbon markets, and discussed the management and monitoring process related to digital assets and artificial intelligence (AI).
Through discussions, the IOSCO Asia-Pacific Regional Committee has created a common consensus in the region to act to solve the challenges of the current securities market; at the same time, effectively connecting, contributing to strengthening regional and international linkages in the securities sector, helping to enhance the role and reputation of APRC in particular and IOSCO in general in the international arena.
Since 2001, after 5 years of establishment, the State Securities Commission has joined IOSCO. In 2013, the SSC became a full signatory of the MMOU to enhance information exchange and promote cooperation in enforcement. Within the framework of the Asia-Pacific Regional Subcommittee Meeting (APRC) 2025, the SSC continues its commitments to international and regional cooperation through the signing of the Enhanced S-MMOU on Supervision (the event will take place on February 21, 2015). |
