Attending the conference were more than 200 delegates who were leaders, civil servants and public employees working in emulation and reward at agencies and units under the Ministry of Natural Resources and Environment; Departments of Natural Resources and Environment of 63 provinces and centrally-run cities.
Speaking at the opening ceremony and directing the Conference, Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa emphasized: Emulation and reward work is a key task, a solution to create motivation to promote the completion of annual and phased programs, plans and tasks, contributing to making state management of natural resources and environment effective and efficient.
Over the past time, the Party Committee and the Ministry's leaders have always paid attention to leading and directing the development of a system of legal documents and perfecting the organization and apparatus for implementing emulation and reward work. The solutions have been implemented synchronously and creatively, creating a strong qualitative change in emulation movements.
The content of the emulation movements has closely followed the political tasks, implemented the socio-economic development goals and tasks of the country, the industry, each locality, each grassroots unit, focused on solving difficulties and problems, creating conditions for the sustainable development of the natural resources and environment sector.
In 2023 and the first 6 months of 2024, units in the natural resources and environment sector continued to thoroughly grasp, deploy, and respond to emulation movements launched by the Ministry of Natural Resources and Environment and competent authorities. The commendation work has had many positive changes, with timely and accurate commendation, commendation of the right work, commendation of the right people, focusing on commending individuals who are directly involved in labor and work, and individuals with many innovations in labor and work.
In that spirit, on behalf of the Party Committee and the Ministry's leadership, Deputy Minister Nguyen Thi Phuong Hoa acknowledged, congratulated and commended the achievements that the team of civil servants and public employees working in emulation and reward in the industry have achieved in the past time.
At the Conference, delegates listened to representatives of the Central Emulation and Commendation Committee disseminate a number of regulations on emulation and commendation work according to the 2022 Law on Emulation and Commendation, a number of new points of Decree 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation; exchanged, discussed, and answered difficulties and problems in emulation and commendation work.
The Department of Personnel Organization (Ministry of Natural Resources and Environment) has disseminated and guided the implementation of Circular No. 18/2023/TT-BTNMT dated November 15, 2023 of the Minister of Natural Resources and Environment detailing the implementation of a number of articles of the Law on Emulation and Commendation for the natural resources and environment sector, effective from January 1, 2024; the work of reviewing and recognizing initiatives and recognizing the effectiveness of application, scope of influence of initiatives and topics; a number of key tasks in the emulation and commendation work of the natural resources and environment sector in the last 6 months of 2024 and 2025;
Representatives of Hai Phong Department of Natural Resources and Environment shared experiences in responding to and launching emulation movements by topic launched by the Ministry of Natural Resources and Environment; Binh Duong Department of Natural Resources and Environment discussed the construction and replication of advanced models at the grassroots level;
The General Department of Hydrometeorology shared experiences in proposing solutions and initiatives in work; Hanoi University of Natural Resources and Environment brought experiences in organizing and operating emulation blocks...
The training conference aims to raise awareness, fully grasp the meaning, purpose and importance of emulation and reward work for leaders of agencies and units; improve the qualifications and capacity of staff working on emulation and reward work; exchange and discuss difficulties in implementation; create opportunities for exchange, learning, strengthening solidarity and cohesion between agencies and units, promoting working coordination relationships.
To make the training most effective, Deputy Minister Nguyen Thi Phuong Hoa requested that the lecturers briefly and concisely introduce, focusing on the main contents and new points in documents related to emulation and reward work; knowledge and skills in directing, advising, and proposing the implementation of emulation and reward movements.
Delegates are requested to focus on studying and fully absorbing the contents of the conference; discuss and clarify difficulties and obstacles, propose solutions to improve the quality and effectiveness of emulation and reward work in the coming time, contributing significantly to the successful completion of key political tasks of each agency and unit in particular and the entire natural resources and environment sector in general.
