Discussing and giving opinions on the draft report on the results of leadership in implementing tasks in the first 9 months, focusing on the work of the fourth quarter of 2023, the delegates unanimously assessed that: The Provincial Party Committee and the Standing Committee of the Provincial Party Committee have closely followed the direction of the Central Committee, the Work Program for the entire term and 2023, with solidarity, responsibility, high determination, focused leadership, drastic direction, with focus and key points, and achieved relatively comprehensive and clear results in all fields.
The Provincial Party Executive Committee held a mid-term review conference on the implementation of the Resolution of the 22nd Provincial Party Congress, term 2020-2025; focusing on comprehensively assessing the achieved results, pointing out shortcomings, difficulties, limitations and causes; analyzing and forecasting the new situation with opportunities, advantages, difficulties and challenges; proposing major policies, decisions, key tasks and key solutions that need to be focused on leading and directing implementation in the second half of the term, contributing to the successful implementation of the Resolution.
The Provincial Party Committee and the Provincial Party Committee Standing Committee also focused on leading and directing the work of Party and government building to ensure synchronization, comprehensiveness, and effectiveness; the political system was increasingly consolidated and strengthened.
In 9 months, the whole province admitted 2,164 new party members, reaching 96% of the yearly plan; established 10 party organizations in non-state enterprises, reaching 100% of the yearly plan.
The economy continues to develop, the economic growth rate of GRDP in the first 9 months is estimated at 6.84%; industrial production faces many difficulties, especially for enterprises producing goods for export; agriculture focuses on promoting the production of high-quality rice in the direction of organic, new techniques, building advanced new rural areas, and model new rural areas continues to be focused on and directed according to the plan;
Services and tourism have recovered, playing an important role in the province's growth. The number of tourists in the first 9 months is estimated at 5.52 million, up 99.1% over the same period, exceeding the plan by 3.2%, revenue reached over 5,000 billion VND, reaching 98.3% of the plan. Total budget revenue is estimated at over 10,520 billion VND, reaching 47% of the estimate.
Culture and society have made progress, social security is ensured. Investment promotion and attraction have many innovations in a practical and effective direction; foreign affairs activities have been expanded. Citizen reception, complaint and denunciation settlement, corruption and negativity prevention have been focused on and have positive changes; local defense and military have been strengthened, political security, social order and safety have been ensured.
Clarifying the results achieved, delegates also frankly pointed out the limitations in leadership in implementing tasks over the past 9 months, and at the same time proposed a number of solutions to overcome difficulties and effectively implement key tasks in the last months of the year.
It is proposed to focus on removing difficulties to promote production and business, ensuring growth rate according to the proposed scenario; speed up the implementation of key projects and works; focus on receiving citizens, resolving complaints and denunciations of citizens; strengthen inspection and supervision of the implementation of social security policies of the province; strengthen the grasp of the people's situation, orient public opinion, create unity and consensus in implementing policies and guidelines; strengthen the assurance of security and order, national defense and security, especially well preparing conditions for the successful organization of the provincial defense zone exercise...
Also in the working program, the Provincial Party Executive Committee gave opinions on: the content of amending and supplementing the Working Regulations of the Provincial Party Committee's Inspection Commission, term XXII, 2020 - 2025; reporting on the work that the Provincial Party Standing Committee has handled since the 14th and 15th Provincial Party Executive Committee conferences to the 16th Provincial Party Executive Committee conference, and key tasks from now until the 17th Provincial Party Executive Committee conference.
Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan highly appreciated the opinions of the delegates at the conference. Affirming the results achieved in leading the implementation of tasks in the first 9 months of 2023, the Secretary of the Provincial Party Committee also pointed out the remaining limitations and proposed to overcome them in the coming time.
Noting that the tasks from now until the end of the year are very heavy, he suggested that it is necessary to focus on implementing well three major groups of tasks, which are: giving high priority to promoting economic growth; focusing on Party building and political system building; making great efforts to prepare for provincial defense area drills in conjunction with ensuring social security.
For the group of high priority tasks to promote economic growth, it is necessary to continue to have solutions to promote public investment and private investment; focus drastically and synchronously on budget collection solutions; pay attention to site clearance, periodically hold dialogues with businesses, and attract investment.
For the group focusing on Party building and political system building, it is necessary to: focus on promoting political and ideological education; have solutions to complete the Party development targets; focus on leading and directing the arrangement of administrative units, in the spirit of ensuring the arrangement is consistent with objective reality, cautious and thorough, the arrangement is associated with the completion of the goal of restructuring rural and urban areas, striving for Ninh Binh to basically meet the criteria of being directly under the Central Government by 2030. Regarding the task group making great efforts to prepare for the provincial defense area exercise associated with ensuring social security, the Provincial Party Secretary noted the need to review all work and tasks, ensuring the exercise is successful and effective, contributing to building an increasingly solid national defense associated with a people's security posture, meeting the requirements of the task of protecting the Fatherland in the new situation.
At the same time, it is necessary to pay attention to speeding up the completion of works and projects related to the field of social security, cultural development programs, education, training, etc., paying attention to taking care of the poor and disadvantaged people, and improving the living standards of the people.
