Deputy Chief of the Office of the National Target Program 1719 Nguyen Thi Nga chaired the Conference; Head of the Dak Lak Provincial Ethnic Minorities Committee Nguyen Kinh co-chaired. Also attending were representatives of a number of central ministries and branches; leaders of provincial departments, branches and sectors and representatives of districts and communes in the province.
In her opening speech and theme orientation, Deputy Chief of the Office for Coordination of the National Target Program 1719 Nguyen Thi Nga shared: The National Target Program 1719 is a new Program built on the basis of integrating 118 ethnic policies and deployed for the first time nationwide, aiming to achieve 9 specific target groups and 24 main targets. The Program focuses on areas with difficult and especially difficult socio-economic conditions, solving the most urgent and pressing problems of the people.
With great determination to implement the Program, the Party, the National Assembly, the Government, the Prime Minister, the Central Steering Committee and ministries and branches have actively developed and basically completed the system of guiding documents and organized the implementation of the Program. At the Central level alone, 82 documents related to the Program have been issued.
The conference aims to evaluate the results of the implementation of the Program for the period 2021 - 2025, specifically each project, sub-project, component content, disbursement results of capital sources; clearly identify the contents that are slow or stuck in the implementation practice and propose key tasks and solutions to complete the goals, targets and tasks of the Program in the coming time. At the same time, propose the content Phase II Program: From 2026 - 2030 with general goals, specific objectives and targets; structure, content of component projects, capital sources of the Program; specific mechanisms and policies to implement the Program.
Reporting on the summary of the assessment of the implementation results of the National Target Program 1719 and the proposed content of the Program Phase II from 2026 to 2030 in Dak Lak province, Deputy Head of the Provincial Ethnic Minorities Committee Le Ngoc Vinh said: In the period 2021 - 2025, the total expected capital from the central budget and the province assigned to implement the National Target Program 1719 is 4,022 billion VND. The capital plan arranged in the period 2022 - 2024 is 2,609 billion VND.
By December 15, 2024, Dak Lak had disbursed over VND 1,467 billion, reaching 56.2% of the plan. The results achieved the annual target of reducing the poverty rate among ethnic minorities by 3-4%; 2 communes in Region II have met new rural standards; 65 villages and hamlets have escaped from the state of extreme difficulty, down 12.5%.
The National Target Program 1719 has had a strong impact on the comprehensive development of ethnic minority and mountainous areas in Dak Lak province. Up to now, 96.1% of roads to the commune center are paved with asphalt or concrete; about 65.4% of villages have paved roads to the center; 80.8% of ethnic minority people have access to clean water; 99% of households have access to the national grid and other suitable power sources; 80% of villages have community houses; 100% of schools and classrooms are solidly built; 100% of medical stations are solidly built...
The whole province currently has 79 communes meeting 19/19 new rural criteria; 5 communes meeting 19/19 advanced new rural criteria; 1 district-level unit recognized for completing the task of building new rural areas; 230 OCOP products.
At the conference, delegates discussed a number of contents on the current situation and solutions for decentralization of issuance of management and operation documents; mechanisms for establishing, allocating and assigning capital; principles and criteria for determining capital allocation and capital mobilization and integration in the implementation of the Program; specific mechanisms for investment and construction; management and implementation of production development projects; direct support for residential land, production land, housing, domestic water, job conversion, medical and educational activities; start-ups, business start-ups, etc.
