Lawyers' Associations at all levels need to do a good job to demonstrate their ability.

On November 25, in Sapa town (Lao Cai province), the Emulation Cluster of the Lawyers Association of the Northern Mountainous Provinces held a conference to review the emulation work in the first 6 months of the year and the direction and tasks for the last 6 months of 2023.

At the conference, delegates discussed and exchanged experiences and solutions to improve the quality and efficiency of the activities of the Provincial Lawyers Associations in the Emulation Cluster.

Accordingly, the delegates all agreed that after the Politburo issued Directive No. 14-CT/TW dated July 1, 2022 on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation, it has breathed new life into the Association, creating momentum for all levels of the Lawyers Association.

Local Party committees and authorities have proactively issued documents to implement Directive 14, creating favorable conditions for associations at all levels to carry out their work, especially in terms of operating mechanisms and funding.

On that basis, the Association's members at all levels have promoted the spirit of initiative, creativity, and active activities, and have well performed the assigned tasks.

In addition, sharing about some difficulties in association work, many delegates said that the development of district-level association organizations still faces many difficulties due to the regulations in Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government regulating the organization, operation and management of associations.

In addition, delegates also discussed many issues related to the organization of the Congress of Delegates of the Bar Association at all levels towards the 14th National Congress of Delegates of the Vietnam Bar Association at the end of 2024, especially giving comments on documents and personnel preparation.

Speaking at the conference, Dr. Tran Cong Phan - Deputy Secretary of the Party Committee, Vice President, General Secretary of the Vietnam Lawyers Association assessed that in 2023, the operating context of the Vietnam Lawyers Association and all levels will have many advantages, especially from the new momentum brought by Directive No. 14 of the Politburo.

On that basis, Dr. Tran Cong Phan acknowledged, commended and highly appreciated the Lawyers Association of the Northern mountainous provinces for promoting the spirit of solidarity, proactiveness, positivity, and striving to fulfill the plans and tasks set out. Each locality with its own characteristics in the association's work has its own unique features, contributing to the common achievements of the localities and the Vietnam Lawyers Association.

According to Dr. Tran Cong Phan, there are two key factors that determine the success of the work of the Vietnam Lawyers Association.

The first is the attention and favorable conditions of the Party Committee and the Government for the Association's work. The second is the proactiveness, positivity, daring to think and act of the Association and its members. And currently, both of these factors are extremely favorable for the Vietnam Lawyers Association.

“Never before has the position, role and facilitation of the Lawyers Association at all levels been as important as it is now. After Directive No. 14 of the Politburo, the evaluation of the Party, State, Party committees and authorities towards the Lawyers Association has become increasingly important, placing us in a more important position and assigning us more responsibilities,” the Vice President of the Lawyers Association affirmed.

Therefore, the Vice President of the Vietnam Lawyers Association requested that all levels of the Association should take advantage of opportunities, promote activities in many diverse forms, improve quality in a practical direction, closely follow actual requirements, focus on key tasks in which the Association has strengths; continue to build, consolidate, and perfect the organization of the Association at all levels and actively contribute to the building and perfecting of policies and laws of the Party and State.

“We have done well, there have been many good ideas, but we need to be more proactive, more positive. “Good wine needs no bush”, we must first do our job well, prove our ability, role and contributions, then the association will naturally receive attention and create favorable conditions for its activities. So the question that needs to be raised is: What can we do? How can we contribute to the people, to the development of the locality”, Dr. Tran Cong Phan raised the question.

Focus - Lawyers' Associations at all levels need to do a good job to demonstrate their capabilities (Figure 3). — The Vice President of the Vietnam Lawyers Association said that there has never been a time when the position, role and facilitation of the Lawyers Association at all levels to operate have been as favorable as now.

Therefore, the Vice President of the Vietnam Bar Association requested that all levels of the Bar Association and its members in the Northern mountainous provinces continue to promote the spirit of initiative and creativity, boldly propose to local Party committees and authorities on the implementation of tasks and work that can be undertaken as well as promptly remove difficulties and obstacles in operations in the spirit of "Proactively accepting work and completing that work well to affirm the brand of the Bar Association".

Regarding the direction of activities in the coming time, Dr. Tran Cong Phan emphasized that 2023 is the fourth year of implementing the Resolution of the 13th National Congress of the Vietnam Lawyers Association, a decisive year in striving to complete the targets and tasks set out in the Resolution of the Congress.

Therefore, the Association at all levels needs to synchronously organize and implement all aspects of work, and at the same time, it is necessary to base on the situation and requirements of 2023 to build and effectively implement the Association's programs and action plans.

In addition to regular tasks, the Bar Association of the Northern mountainous provinces needs to actively prepare for the organization of the Congress of Bar Associations at all levels, towards the 14th National Congress of the Vietnam Bar Association and towards the 70th anniversary of the founding of the Vietnam Bar Association in 2025.

With the characteristics of the northern mountainous provinces, the Vice President of the Vietnam Lawyers Association said that provincial associations need to increase grassroots activities, promote legal consultancy and legal aid for organizations and individuals, especially in rural areas, policy beneficiaries, the poor, and ethnic minorities; participate in grassroots mediation, protect justice, protect the law, protect human rights, and the legitimate rights and interests of citizens; participate in coordinating the resolution of complaints, denunciations, and legal disputes...

At the Conference, the Emulation Cluster of the Bar Association of the Northern Mountainous Provinces elected the Head and Deputy Head of the Emulation Cluster in 2024. Accordingly, the Bar Association of Phu Tho Province and the Bar Association of Thai Nguyen Province will take turns assuming the duties of Head and Deputy Head of the Emulation Cluster in 2024.
