The Ministry of Natural Resources and Environment held a conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2024.

Attending the event were Deputy Ministers of the Ministry of Natural Resources and Environment: Nguyen Thi Phuong Hoa, Tran Quy Kien, Le Cong Thanh; leaders of units under the Ministry; leaders of Departments of Natural Resources and Environment of provinces and centrally run cities.

Proactive and flexible in direction and management

Speaking at the Conference, Minister Dang Quoc Khanh said that the Conference is an opportunity for the whole industry to look back and evaluate the results achieved, as well as the shortcomings and limitations, thereby determining the key directions, tasks and solutions that need to be implemented in the last months of the year to successfully complete the political tasks of the Ministry and the Industry.

Reviewing the results of the work of the Ministry of Natural Resources and Environment in the first 6 months of 2024, Minister Dang Quoc Khanh acknowledged that the entire sector has closely followed the Resolutions of the Central Committee, the National Assembly, the Government, and the direction of the Prime Minister, making efforts and determination in handling work, ensuring that the state management activities of the Ministry and the sector are smooth and consistent.

Many important results continue to be recognized and highly appreciated, notably the work of building and perfecting institutions, policies and laws. This is a key task and a very large, difficult and complicated workload, such as submitting to the National Assembly for approval the Law allowing the Land Law and related Laws to take effect early from August 1, 2024, to soon unlock land resources, promptly resolve and thoroughly handle existing problems and shortcomings in practice; completing documents guiding the implementation of the 2023 Law on Water Resources; submitting to the National Assembly for comments on the draft Law on Geology and Minerals; submitting to the National Assembly for approval the National Marine Spatial Planning, a difficult plan, implemented for the first time in our country, creating an important legal basis for the allocation, management, exploitation, and effective and sustainable use of marine space...

Minister Dang Quoc Khanh acknowledged that the above outstanding results were achieved thanks to the efforts of the entire industry. Including the drastic and in-depth leadership, comprehensive and synchronous direction of the Ministry's management areas; the heads of the agencies and units under the Ministry and the leaders of the Department of Natural Resources and Environment have proactively grasped the practical situation, synchronously and drastically deployed tasks and solutions in all areas...

At the 6-month review conference, Minister Dang Quoc Khanh asked delegates attending online and in person to further analyze the positive and negative aspects, especially to draw lessons from the past leadership and management experience... thereby proposing appropriate, feasible and effective solutions for leadership and management in the remaining months of 2024, ensuring effectiveness, creating an important premise for victory in 2025, the pivotal year for the successful implementation of the Resolution of the 13th National Party Congress.

The legal system on natural resources and environment is increasingly synchronous and unified.

Mr. Pham Tan Tuyen, Chief of Office of the Ministry of Natural Resources and Environment, reported on the results of work in the first 6 months of the year, and deployed key tasks for the last 6 months of 2024 in the Ministry of Natural Resources and Environment.

Reporting on the results of the first 6 months of the year and the implementation of key tasks for the last 6 months of 2024 in the Natural Resources and Environment sector, Mr. Pham Tan Tuyen, Chief of Office of the Ministry of Natural Resources and Environment, said that in the first 6 months of 2024, closely following the Resolutions of the Central Committee, the National Assembly, the Government, and the direction of the Prime Minister, the Ministry of Natural Resources and Environment has resolutely directed the implementation of key tasks and solutions to implement the Socio-Economic Development Plan and the State budget estimate for 2024. The entire Natural Resources and Environment sector has taken the motto "Discipline, responsibility, proactiveness, timelyness, accelerated innovation, sustainable efficiency" as the focus of action; continue to strengthen institutional improvement, promote administrative reform, contribute to enhancing the sector's contribution to economic development, improve the investment and business environment, and enhance competitiveness.

The Ministry of Natural Resources and Environment has closely followed the situation, listened to policy feedback from people and businesses to make appropriate and timely adjustments; strengthened the effectiveness of law enforcement, promoted inspection and examination work; innovated planning and investment work; implemented synchronously, effectively, with focus and key points the proposed tasks and solutions and achieved many outstanding results.

Notably, the work of perfecting institutions, policies and laws continues to be focused on, thereby creating an increasingly synchronous and unified legal system on natural resources and environment; solving and removing difficulties and obstacles in practice and requirements of the development process.

Specifically, the Ministry has presided over and coordinated with ministries and agencies advising the Government to develop and submit to the National Assembly for approval at the 7th session (June 2024) the Law amending and supplementing a number of articles of the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Land Law No. 31/2024/QH15 and the Law on Credit Institutions No. 32/2024/QH15, accordingly the above Laws will take effect from August 1, 2024. At the same time, completing the development and submitting to the Government 06 draft Decrees guiding the implementation of the Land Law, the Government has issued 03 Decrees. The Ministry is also urgently developing and promulgating circulars under its authority to ensure synchronous implementation with the Law.

To implement the Law on Water Resources 2023, the Ministry has submitted to the Prime Minister for approval the Plan for implementing and enforcing the Law; completed and submitted to the Government for promulgation 02 Decrees guiding the implementation of the Law; issued 03 Circulars under its authority; and published administrative procedures according to regulations to ensure the implementation of the Law from July 1, 2024.

Along with that, the Ministry also completed and submitted to the Government to submit to the 15th National Assembly for consideration and comments on the Draft Law on Geology and Minerals at the 7th Session of the 15th National Assembly; Focused on reviewing, evaluating and drafting the following drafts: Decree amending Decree No. 08/2022/ND-CP detailing a number of articles of the Law on Environmental Protection; Decree amending and supplementing a number of articles of Decree No. 06/2022/ND-CP regulating greenhouse gas emission reduction and ozone layer protection... with the spirit of decentralization and thorough delegation of power to localities; simplifying administrative procedures to facilitate the effective implementation of the Law on Environmental Protection 2020.

In localities, specialized agencies on natural resources and environment have advised and submitted to the People's Council and the Provincial People's Committee to issue legal documents related to the field of natural resources and environment, creating a legal system on natural resources and environment that is increasingly synchronous, unified, and put into practice.

In addition to perfecting the legal system on natural resources and environment, the reform of administrative procedures has been strongly and substantially implemented by the Natural Resources and Environment sector, shortening the implementation time at both the central and local levels; Digital transformation and database building in the Natural Resources and Environment sector continue to be promoted, contributing to improving the effectiveness of state management, providing public services, and resolving administrative procedures for people and businesses. At the same time, the whole sector has proactively proposed and organized the implementation of solutions to ensure input factors for the economy such as land, production, water resources, information, hydrometeorological data to serve socio-economic development, ensuring national defense, security, and foreign affairs of the country...

Also according to Mr. Pham Tan Tuyen, with the effective implementation of the motto of focusing on localities and bases to promptly solve problems arising from practice, the Ministry of Natural Resources and Environment has strengthened coordination, mobilized the participation of political and social organizations in the management and effective use of resources, environmental protection; plans on responding to climate change, equitable energy transition; and carried out well the work of warning and forecasting hydrometeorology to contribute to minimizing damage caused by natural disasters.

At the Conference, delegates also listened to reports from units under the Ministry on the development and completion of detailed regulations, implementation guidelines, and dissemination of the 2024 Land Law; the implementation of the 2023 Water Resources Law and documents guiding the implementation of the Law; the implementation of the 2020 Environmental Protection Law and proposals to amend and supplement a number of articles of Decree No. 08/2022/ND-CP to strengthen decentralization and delegation of power to localities, reduce administrative procedures; the results of handling petitions, inspections and examinations in the first 6 months of 2024 of the Ministry of Natural Resources and Environment; the completion of institutions and promotion of the implementation of international commitments on climate change.

Accordingly, with the spirit of seeking knowledge and always focusing on localities and grassroots, in the process of implementing tasks, the units under the Ministry have proactively worked with localities to grasp difficulties in enforcing laws on natural resources and environment.

Also at the Conference, leaders of the Departments of Natural Resources and Environment of Ho Chi Minh City and Da Nang discussed the innovation of land administrative management through connecting and authenticating with the National Population Database to serve the management of land, housing, and real estate transactions in the locality; leaders of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province discussed the implementation of policies and laws on marine and island resources and environment, developing the marine economy associated with ensuring national defense and security; leaders of the Department of Natural Resources and Environment of Binh Duong province discussed the source of construction materials in the province that can be provided for key national projects passing through the province; leaders of the Department of Natural Resources and Environment of Hai Phong city discussed the management, exploitation and effective use of water resources, etc.

Work must have clear products and destinations.

Concluding the Conference, Minister Dang Quoc Khanh highly appreciated the results of the work implemented since the beginning of 2024, and shared that the workload of the Ministry of Natural Resources and Environment to local Departments in the coming time is very large with many important tasks assigned by the Party, National Assembly, and Government. In addition to the positive results achieved, the Minister suggested that the whole industry should frankly acknowledge the shortcomings, limitations, and challenges that need to be continued to be resolved in the coming time.

Regarding the key tasks in the last months of 2024, in the context of the domestic and international situation with many urgent requirements for the natural resources and environment sector, in order to continue promoting the positive results achieved, completing all targets and tasks of the entire sector in 2024, the Minister suggested that it is necessary to continue to seriously implement the motto "Discipline, responsibility, proactiveness, timely, accelerating creativity, sustainable efficiency"; at the same time, when performing tasks, it is necessary to follow the viewpoint: when working, there must be a specific destination, the results of the work must have clear products...

Regarding specific tasks, Minister Dang Quoc Khanh requested that the units of the Ministry promptly organize, develop and issue programs and action plans to implement Conclusion No. 81-KL/TW of the Politburo on continuing to implement Resolution No. 7 of the 11th Central Committee on "Proactively responding to climate change, strengthening resource management and environmental protection". At the same time, speed up the progress of developing plans to implement national plans, sectoral and field plans to ensure consistency, unity, efficiency and transparency in the state management of the Natural Resources and Environment sector from the central to local levels.

Along with that, focus on organizing propaganda, dissemination and implementation of the 2024 Land Law, the 2023 Water Resources Law and documents guiding their implementation; Continue to implement the 2020 Environmental Protection Law, including amending and perfecting inappropriate regulations... Regarding this, the Minister requested that the units of the Ministry coordinate with the Departments of Natural Resources and Environment to proactively carry out assigned tasks to resolve outstanding issues, support people and businesses for the development of the country.

The second group of tasks requires continuing to strongly reform administrative procedures, including promptly amending and supplementing according to authority or reporting to competent authorities to amend and supplement regulations on licensing and handling administrative procedures in the direction of decentralization and thorough decentralization to localities...; along with that, strengthening inspection, examination, and handling of violations of laws on natural resources and environment; building and perfecting mechanisms and tools for inspection and supervision of implementation to effectively prevent negative behaviors...

Minister Dang Quoc Khanh also proposed to continue promoting regional and international cooperation activities and bilateral and multilateral cooperation with traditional partners as well as potential partners, focusing on the fields of climate change, hydrometeorology, biodiversity conservation, marine waste, essential minerals, etc. At the same time, it is necessary for research institutes and scientists in the industry to conduct more research, consultation, and strengthen training to have scientific works associated with practice.

Regarding task groups related to the Ministry's professional fields, Minister Dang Quoc Khanh directed units to continue to complete and implement the provisions of the Law on Environmental Protection 2020; promote the application of technology in surveying and mapping in determining and demarcating borders and administrative boundaries on land and at sea; apply remote sensing technology in monitoring and supervising resources, environment and responding to climate change.

According to forecasts, there is a 60-65% chance that La Nina will begin around July - August 2024. The Minister requested the General Department of Hydrometeorology to coordinate with specialized agencies to closely monitor the development of natural disasters and complex hydrometeorology, including heat waves, drought, salinity, thunderstorms, hailstorms above normal levels and frequent rain, storms, floods, and inundations to issue early warnings and forecasts, contributing to minimizing damage to people and property in localities.

Regarding the task of building a land database, identifying this as an important task in the coming time, Minister Dang Quoc Khanh requested that specialized agencies continue to complete the construction, operation, connection, and integration of local land databases into the national land database; Provide guidance and training on management and operation skills of the national land information system for users according to the management hierarchy. Through connection, communication, and information sharing with national databases to serve the management work, resolve administrative procedures, create convenience for people and businesses, and bring land resources to serve the socio-economic development of the country.

With the consensus, solidarity, intelligence, spirit of innovation, creativity and political determination of all cadres, civil servants, public employees and workers, Minister Dang Quoc Khanh hopes and deeply believes that the Natural Resources and Environment Sector will promote the important achievements and results that have been achieved, strive to overcome all difficulties and challenges to successfully complete all political tasks in the remaining months of 2024.
