The Ministry of Public Security has completed the construction of the Electronic Health Book software integrated on the VNeID application.

There are more than 26 million VneID electronic health records in the new format

According to the report of the Center for Health Insurance Assessment and Multi-line Payment, up to now, there are 26.6 million records that can create VNeID electronic health books according to the new data format standard.

The Ministry of Public Security has completed the construction of the Electronic Health Book software integrated on the VNeID application.

In the coming time, the Ministry of Health will develop guidelines for medical examination and treatment facilities to deploy electronic health books on the VNeID application; along with that, coordinate with the Ministry of Public Security to organize instructions for medical facilities and people to use electronic health book information on VNeID.

At the same time, report to the Government on the pilot of medical examination and treatment facilities signing health insurance contracts to send data to the Data Receiving Portal of the Health Insurance Assessment Information System.

Deputy Minister of Health Nguyen Tri Thuc requested the Department of Medical Examination and Treatment Management to coordinate with the Information Technology Center and Vietnam Social Security to promptly extract data to serve the integration of displaying the Electronic Health Book on the VNeID application, in which the doctor's identification code will be used in the doctor's information field in the electronic health book.

The Department of Medical Examination and Treatment is the focal point for developing instructions for using the Electronic Health Book integrated on VNeID.

The Deputy Minister requested to integrate referral papers and re-examination appointment papers, advise the leaders of the Ministry of Health on the legal issues of digital signatures, and remove obstacles in the current re-examination appointment papers that are currently signed by the head of the unit, so that doctors can proactively make appointments to suit professional issues.

At the same time, complete legal procedures, include the concept of Electronic Health Book in the circular regulating medical records that the Department of Medical Examination and Treatment Management is building.

The Deputy Minister also mentioned the establishment of a working group to monitor and promote the development and implementation of the Electronic Health Book.

Deputy Minister Nguyen Tri Thuc assigned the Department of Medical Examination and Treatment Management to be the team leader to coordinate with the National Health Information Center and the Department of Health Insurance to participate in meetings with C06 of the Ministry of Public Security in experience sharing meetings with 7 provinces that are piloting the project so that in October 2024, the units will coordinate to organize a conference on the Electronic Health Book integrated on VNeID to continue to propagate and disseminate to the people and the health system.

New points on regulations on medical examination and treatment under health insurance

In the report assessing the impact of the draft Law amending and supplementing a number of articles of the Law on Health Insurance for the second time, which is widely soliciting opinions and will end on October 12, in the content of adjusting the scope of health insurance benefits in accordance with the health insurance contribution level and health care requirements in each period, the Ministry of Health proposed to stipulate the rate of health insurance benefits of 100% of medical examination and treatment costs within the scope of benefits and the benefit level for some special cases that do not follow the order and procedures for health insurance examination and treatment, transferring patients between health insurance examination and treatment facilities according to the regulations of the Ministry of Health.

In case a patient is diagnosed with a rare disease, a serious disease, a disease requiring surgery, complex procedures or the use of high technology, he/she can go directly to a medical examination and treatment facility with a higher specialty and technical expertise according to regulations of the Ministry of Health.

According to the Ministry of Health's assessment, the regulation will help save costs for the health insurance fund because patients do not have to be examined many times at lower levels and re-examined at higher levels.

According to the list of rare diseases, critical diseases include 42 types of diseases such as cancer, coronary artery surgery, stroke, hearing loss, Parkinson's disease, paralysis..., if with the above proposal, people with diseases in the list will not need to follow the procedures for medical examination and treatment under health insurance but will still enjoy the maximum cost of medical examination and treatment within the scope of benefits and levels of benefits.

In addition, the Ministry of Health also proposed a regulation that patients with chronic diseases, when transferred to primary medical examination and treatment facilities for management, will be given specialized drugs and drugs used at a higher level of expertise.

At the same time, the health insurance fund will pay 100% of the medical examination and treatment costs according to the scope of benefits and benefit levels of the health insurance participant.

In addition, the Ministry of Health also proposed expanding the age of health insurance benefits for the treatment of eye disorders (strabismus, myopia and refractive errors of the eye) for people under 18 years old.

According to current regulations, the Health Insurance Fund only covers this cost for children under 6 years old. However, according to the assessment, this is not suitable in terms of expertise.

The reason given by the Ministry of Health is that the age for this technique to be prescribed is usually between 6-18 years old to ensure effectiveness. Therefore, since the promulgation of the Law on Health Insurance (effective from 2009) until now, almost no children have benefited from this regulation.

Additional 400 billion VND to carry out expanded vaccination activities

The National Assembly Standing Committee has just considered and decided to supplement the 2024 state budget estimate of the Ministry of Health. Accordingly, 100% of the members of the National Assembly Standing Committee present agreed to supplement the 2024 health, population and family expenditure estimate for the Ministry of Health, which is more than 424 billion VND to carry out expanded immunization activities.

In the first five months of 2024, out of 11 vaccines under the Expanded Immunization Program, only 3 vaccines met the vaccination target, while 8 vaccines did not meet the vaccination target.

Currently, the Expanded Immunization Program is implementing vaccination to prevent 11 common and dangerous infectious diseases including hepatitis B, tuberculosis, diphtheria, whooping cough, tetanus, polio, disease caused by Haemophilus influenzae type B, measles, Japanese encephalitis B, rubella, and diarrhea caused by Rota virus.

Regarding the results of expanded immunization according to the Ministry of Health, in the first 5 months of 2024, the vaccination rate of most vaccines in expanded immunization has not met the schedule, only tuberculosis vaccine, measles vaccine and DPT vaccine have met the schedule.

Specifically, in the expanded vaccination plan, the target set for 11 types of vaccines in 5 months is 37.5% to 39.6% and this year is over 90% to 95%.

However, in the first 5 months of the year, only three types of vaccines against tuberculosis, measles and DPT vaccines have achieved progress according to plan. The highest rate of vaccination for diphtheria - pertussis - tetanus (DPT) is 40.6%.

The remaining 8 vaccines did not meet the set targets, of which the lowest rate was the injection and oral polio vaccine, which was only deployed at less than 30%.

Recently, in a document requesting localities to strengthen summer disease prevention, the Ministry of Health also requested the People's Committees of provinces and cities to promote regular vaccination for subjects under the Expanded Immunization Program to ensure safety and effectiveness.

Review and organize catch-up and catch-up vaccinations for those who have not been vaccinated or have not received enough doses. Encourage families to vaccinate their children fully and on schedule and encourage vaccinations for pregnant women.
