After many complaints from residents about the noise and odor coming from a house with a large number of dogs, local authorities fined the household 64 million VND.

According to information from Ward 9 People's Committee, the owner of the pack of dogs living in this house is Ms. Nguyen Thi My T. (44 years old).
Sharing with reporters, Ms. T's neighbor said that at the end of 2022, the ward inspection team came down to check and counted more than 80 dogs in Ms. T's house.
At the request of the ward, Ms. T. later installed glass doors outside to limit the bad smell. The district's departments also often came to remind and encourage the reduction of the number of animals, and instructed this house on measures to not affect the environment and surrounding people.
However, up to now, Mrs. T's family has not yet fixed the problem. The door is still open regularly, allowing the dogs to sit and watch the road.
According to the decision of District 4 People's Committee, Ms. T's household was fined a total of 64 million VND for administrative violations, and assigned to Ward 9 People's Committee to handle the fine.
Of which, 40 million VND for the act of discharging wastewater exceeding waste standards by 10 times or more (in case of discharging wastewater volume less than 5m3/day).
Specifically, the waste from Ms. T's house is classified as having a very high level of pollution, 15 times higher than the National Technical Regulation on domestic wastewater.
4 million VND is an additional 10% of the highest fine for environmental parameters exceeding technical standards from 1.1 to less than 1.5 times for parameters of animal and vegetable oils and fats, specifically Ms. T's house exceeded 1.25 times.
8 million VND is an additional fine of 20% of the highest fine for environmental parameters exceeding technical standards from 1.5 to less than 3 times, specifically Ms. T's household exceeded 2.14 times.
12 million VND is an additional 30% of the maximum fine for pH values outside the allowable standard threshold.
In addition, Ms. T. is required to pay the cost to the unit requesting the appraisal and measurement of environmental samples in the amount of VND 1,940,000 and all costs of implementing measures to remedy the consequences of pollution.
According to the reporter's observation, the dogs in Mrs. T's house are of many breeds and species, including expensive high-end breeds in the pet market.
"This family goes to adopt a dog, and every now and then they see a family member bring a new dog home. Plus, the dogs in the house give birth, so the number is increasing," said a resident across the street.
People around here are upset about the dogs because Mrs. T. often lets the dogs run out onto the sidewalk in front of her house to defecate without muzzling or chaining them, causing danger to passersby. In addition, this family member also dumps animal waste directly into the sewer, causing a foul smell.
On the evening of March 21, speaking with reporters, Ms. T. said she would not give away or sell any animals in her house.
