Communication system severely affected by storm No. 3

According to the report of the Ministry of Information and Communications, storm No. 3 caused the breakage of 7 inter-provincial fiber optic cables, 12 intra-provincial transmission lines, the collapse of 27 telecommunication poles and the loss of communication in 15 provinces/cities with 6,285 mobile transceiver stations due to power outages.

On September 8, 2024, the Department of Telecommunications issued Official Dispatch No. 3999/CD-CVT to direct units to focus on overcoming consequences and restoring communications.

To support businesses in restoring infrastructure, the Department also issued Document No. 4000/CVT-PTHT dated September 8, directing the Department of Information and Communications to coordinate with the Department of Industry and Trade and the Electricity Corporation to have information on the power grid restoration plan to restore the communication network.

The Ministry of Information and Communications also recommended that the Government direct the Vietnam Electricity Group to promptly restore the power grid in power outage areas and areas with power outages due to power supply problems to BTS stations to restore communications.

By the end of September 9, businesses had restored broken trunk and inter-provincial transmission lines. Some branch fiber optic cables have not been repaired because the area is still isolated and the water has not receded.

On September 8 and 9, 3,010 mobile transmission stations were restored. However, the stations mainly run on generators, so grid power still needs to be restored to restore the telecommunications network.

There are still 3,275 mobile base stations concentrated in Quang Ninh, Hai Phong, Hai Duong, Bac Ninh, and Bac Giang that have not been restored. The Ministry of Information and Communications will continue to direct businesses to implement further remedial measures.

In the following days, the Ministry also directed units to continue organizing teams to approach the scene, identify the incident points and prioritize restoring communications at important and key infrastructure facilities. Prioritize troubleshooting at mobile transmission towers facing the sea to ensure communications for search and rescue operations at sea.

Units need to mobilize resources to urgently support provinces directly affected by the storm to restore communications, especially BRCĐ subscribers (high-speed broadband Internet access service, provided via fiber optic cable) who are most affected by peripheral network failures.

Continue to deploy generators in areas with power outages, deploy mobile broadcasting vehicles to ensure communication in areas with broken antenna poles.

Telecommunications businesses need to coordinate and share infrastructure and technical equipment to quickly restore communications; overcome the consequences of the storm in provinces and cities with severely damaged telecommunications infrastructure and locations where communications have not yet been restored. Prioritize resources and technical means to quickly restore the network.
