At this session, the Provincial People's Council delegates reviewed, discussed and gave opinions on draft resolutions on related contents under the decision-making authority of the Provincial People's Council, such as: amending Article 2 of Resolution No. 82/NQ-HDND, dated December 11, 2024 of the Provincial People's Council on the socio-economic development tasks of Tra Vinh province in 2025; approving the public investment plan for 2025 (phase 2); abolishing Resolution No. 169/NQ-HDND, dated December 10, 2019 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for group B and group C projects.
Approving the Project to improve the organization and operation of the Provincial Farmers' Support Fund; abolishing Clause 4, Article 2 of Resolution No. 19/2021/NQ-HDND, dated December 9, 2021 of the Provincial People's Council regulating areas where livestock farming is not allowed, areas for raising swiftlets and policies to support the relocation of livestock facilities in the province.
Comrade Tran Truong Giang, Director of the Department of Agriculture and Rural Development, presented the draft resolution to abolish Clause 4, Article 2 of Resolution No. 19/2021/NQ-HDND, dated December 9, 2021 of the Provincial People's Council regulating areas where livestock farming is not allowed, areas for raising swiftlets and policies to support the relocation of livestock facilities in Tra Vinh province.
Establishing specialized agencies under the Provincial People's Committee; support policies for commune-level cadres, civil servants, public employees and part-time workers at the commune level who are redundant due to the arrangement of commune-level administrative units in the province; renaming hamlets in Ward 3, Tra Vinh city, Tra Vinh province; assigning the number of commune-level cadres, civil servants and part-time workers at the commune level in 2025 to administrative units of districts, towns and cities in Tra Vinh province...
At the meeting, the provincial People's Council delegates discussed, exchanged, analyzed, clarified and reached high consensus, voted and unanimously passed 10 resolutions.
Speaking at the closing session, comrade Kim Ngoc Thai emphasized: these are important resolutions, implementing a number of issues serving the arrangement and streamlining of the organizational apparatus of a number of provincial departments and branches, ending operations, merging, and establishing new departments and branches of the province to operate stably in accordance with the direction of the Central Government.

At the same time, the Provincial People's Council issued a number of resolutions to remove difficulties and obstacles, creating better conditions for leadership and management of a number of socio-economic fields in the coming time.
In order to effectively implement and quickly put the resolution into practice, contributing to ensuring the political tasks of the province, as well as successfully completing the socio-economic development tasks in 2025 of the Provincial Party Committee and the Provincial People's Council, the Provincial People's Committee is requested to focus on directing provincial departments, branches and localities to urgently organize and implement the resolutions just passed by the Provincial People's Council.
In particular, urgently and seriously, synchronously and effectively implement the organization and apparatus arrangement, establish specialized agencies under the People's Committee of Tra Vinh province. Promulgate and promptly issue decisions on the functions and tasks of the agencies after establishment to ensure compliance with regulations and progress.
Heads of newly merged and established units shall assign and preserve relevant records, documents, and assets, arrange headquarters and workplaces, and arrange internal human resources appropriately to ensure effective and efficient operations in the shortest possible time. Pay attention to and implement policies for comrades who resign according to their wishes and retire before the prescribed age.
Focus on leadership, management and implementation of socio-economic development targets, propose breakthrough solutions to achieve the GRDP growth target of 8% or more in 2025; effectively implement the public investment plan in 2025 and other important targets according to plan.
Party committees and authorities at all levels should strengthen direction for media agencies and socio-political organizations to promptly disseminate information, propagate and disseminate People's Council resolutions and session results to all voters and people to monitor and participate in supervision.
The Standing Committee of the Provincial People's Council, committees, delegations, and delegates of the Provincial People's Council shall promote their role in supervising the implementation of the resolutions that have just been passed, grasp the implementation situation to make timely adjustments and corrections.
