Speaking at the Conference, Secretary of the Party Central Committee, Head of the Central Propaganda Department Nguyen Trong Nghia acknowledged and highly appreciated the results and progress of Hai Duong and said that in the coming years, the world, regional and domestic situations will have many intertwined difficulties and challenges, many new and more complicated issues will pose increasingly high requirements for the cause of innovation, national development and national defense. Therefore, Hai Duong needs to thoroughly grasp, create unity of awareness, will and action of Party committees, authorities and organizations at all levels to effectively implement the Party's policies and guidelines on national defense as stated in the Resolution of the 13th National Party Congress.

Hai Duong needs to improve its capacity for research, forecasting, and comprehensive strategic advice, and propose correct and timely policies and solutions; heighten the spirit of revolutionary vigilance, maintain the initiative, prepare in all aspects, and be ready with plans to defeat all plots, tricks, and sabotage activities of hostile, reactionary, and opportunistic political forces. At the same time, the province should strengthen the work of protecting the Party's ideological foundation, resolutely and regularly fight and refute erroneous and hostile viewpoints; respond promptly and effectively to security threats, and avoid being passive or surprised; focus on inspection, supervision, preliminary and final reviews, research, and development of theories on national defense and security.
Hai Duong province focuses on building and consolidating its potential, position, and forces in the comprehensive defense area in terms of politics, spirit, military, security, economy, culture, society, science and technology, and foreign affairs with many new ways of doing things. The province builds core, specialized forces to meet the requirements of performing tasks, builds a strong, compact, and elite armed force with a reasonable structure and number, ready for combat; pays attention to the force ensuring social order and safety at the grassroots level, civil defense forces, etc. Thereby creating a combined strength to build a solid national defense, people's security, national defense posture, people's security posture, and people's hearts posture.
