Hai Duong proposes to convert more than 5 hectares of forest land to build the unfinished connecting road.

To have a site to construct the remaining 0.6km of road connecting provincial road 398B with provincial road 345 (Quang Ninh) after nearly 4 years, Hai Duong province is still waiting for competent authorities to allow the conversion of the purpose of nearly 5.4 hectares of forest.


The People's Council of Hai Duong province has just issued a content to consider the decision on the policy of changing the purpose of forest use to another purpose to implement the project of building a road connecting provincial road 398B (Hai Duong province) with provincial road 345 (Quang Ninh province) in Chi Linh city.

The road connecting provincial road 398B (Hai Duong) with provincial road 345 (Quang Ninh) is still unfinished after nearly 4 years due to natural forest land.

Informing reporters of the above issue, Chief of Office of Hai Duong Provincial People's Committee Nguyen Viet Hai said: "Because it is related to forest land, and has not been decentralized, Hai Duong province is only coming up with ideas to propose to submit to the Government for approval according to its authority."

Accordingly, the total area of ​​forest land that the People's Committee of Hai Duong province proposed to change the purpose of use is nearly 5.4 hectares in Dong Chau village, Hoang Hoa Tham commune (Chi Linh city).

Of which, there are 3.42 hectares of protective forests, which are of natural origin, and nearly 2 hectares of production forests. These forests are tea forests, chestnuts, acacias, eucalyptus, bamboo, fruit trees, etc.

According to the reporter's investigation, the project of the road connecting provincial road 398B with provincial road 345 was agreed to be invested in by the Standing Committees of Hai Duong and Quang Ninh provinces since 2017, with a length of about 6km.

Of which, the section passing through Hai Duong province is 2.4km long, located in Hoang Hoa Tham commune (Chi Linh city); the remaining section belongs to An Sinh commune (Dong Trieu town, Quang Ninh province).

In July 2019, the People's Committee of Hai Duong province approved the construction of a project with a total investment of more than 46 billion VND from the provincial budget, assigning the Hai Duong Provincial Construction Investment Project Management Board (PMB) as the investor.

According to the approved design, the road is 6.5m wide and is a grade V mountainous road. The completed project will contribute to economic connectivity between the two provinces, promoting the development of trade and spiritual tourism.

After the project was approved, the People's Committee of Chi Linh City began site clearance, and by March 2020, 1.8km of site had been handed over for construction. In April 2020, the project officially started and is expected to be completed before February 2021.

However, by the end of 2020, the project had to temporarily stop construction due to problems in reclaiming and converting the purpose of using 3.42 hectares of natural forest land, meaning that about 0.6 km of road has not been constructed.

While the connecting section through Quang Ninh province was basically completed in 2021, for nearly 4 years, the connecting section through Hai Duong province has remained "still".

Therefore, to have a site for project construction, Hai Duong Provincial People's Committee and relevant units need to promptly complete the project-related documents and files in the correct order to submit to the competent authority for approval of the change of forest use purpose to remove difficulties in site clearance for the project.
