That was the affirmation of Politburo member, Secretary of the City Party Committee, Head of the Hanoi City National Assembly Delegation Dinh Tien Dung in a conversation at the beginning of the New Year of Giap Thin with the People's Representative Newspaper.
Overcoming the situation of cadres shirking, avoiding, and fearing responsibility
- Could you tell us what results Hanoi has achieved after a difficult and volatile year 2023?
- Looking back at the results that the Party Committee, the government and the entire army and people of the Capital have united, joined hands and achieved in the past year, it is very proud. Although the world is unstable, conflicts are increasing; inflation, exchange rates, the risk of recession... However, from the experience of preventing and fighting the Covid-19 pandemic, the Party Committee, the government, the people and the armed forces of the Capital have shown steadfastness; the more difficult and challenging the situation, the more calm, confident and creative they are in handling the work; ensuring the comprehensive leadership of the Party, directing with focus and key points, not afraid of difficult tasks and long-term survival tasks.
In the context of the country facing difficulties and the economic growth rate of many localities decreasing, Hanoi still grows steadily with a GRDP increase of 6.27% in 2023. Although it has not yet reached the city's target, it is still higher than the country's overall growth rate of 5.05%. People's income continues to improve, averaging 150 million VND/person/year.
Over the past two years, Hanoi has ranked first in the country in domestic revenue - a revenue source that reflects the internal strength of the economy. In 2022, the total budget revenue in the area exceeded VND300,000 billion for the first time (reaching VND332,089 billion); of which, domestic revenue also reached VND302,917 billion for the first time, the highest in the country. In 2023, the city's total state budget revenue exceeded VND400,000 billion for the first time (reaching more than VND410,000 billion); of which domestic revenue continued to lead the country with over VND381,000 billion.
By the end of 2023, the city will have 18/18 districts achieving new rural standards with 382/382 communes meeting new rural standards, 183 meeting advanced new rural standards and 68 communes meeting model new rural standards, social security is ensured, national defense and security in the area are maintained.
Notably, culture, creativity and services have never been so strongly aroused and truly become a new wind blowing into the economic life of the capital as in recent times. Thanks to that, the proportion of the service industry has increased to more than 65% in the economic structure; services in 2023 increased by 7.26% compared to the previous year and contributed up to 4.69% to the GRDP growth. Hanoi tourism has a strong recovery, reaching a total of 24 million visitors (4 million international visitors), an increase of 27% compared to 2022 (an increase of 9.1% compared to the plan), bringing in a total revenue of more than 87,000 billion VND...
- One of the highlights of the past year is that Hanoi has had many solutions to tighten discipline and responsibility. The Hanoi Party Committee is the first Party Committee in the country to issue a Directive to overcome the situation of cadres shirking, avoiding and fearing responsibility. Could you elaborate on the impact of this Directive on the situation in the capital in recent times?
- Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City" was issued to solve urgent problems that are being raised in practice, not only in Hanoi. Before issuing, the City Party Committee implemented it very methodically, scientifically, discussed each step carefully, brought it to the Conference of the City Party Executive Committee, divided into discussion groups to reach a consensus.
This is also a new way of issuing directives and resolutions of the Party Committee. The presentation of 25 specific manifestations of the situation of cadres being afraid of responsibility, avoiding and shirking responsibility was also done very carefully, ensuring closeness to reality and compliance with the Central regulations. The important thing is that by looking at it, not only can cadres self-reflect and self-correct, but when checking and supervising, it is also convenient for the evaluation stage.
As soon as Directive No. 24-CT/TU was issued, the entire political system from the city down to the grassroots, down to each Party cell, organized the study, research, and implementation of the Directive. At the end of the year, when reviewing, cadres, party members, civil servants, and public employees must also base on the 25 manifestations stated in the Directive to review, evaluate, and classify. Along with that, the City Party Committee continued to direct the strengthening of decentralization and delegation of authority; strengthen inspection and supervision; actively rotate, mobilize, and arrange cadres in a reasonable manner to both create conditions for cadre training and ensure that it is suitable for each person's capacity and strengths.
The City Party Committee has also requested the City Party Committee's Inspection Committee and the City Party Committee's Organization Committee to get involved and coordinate in evaluating and classifying collectives and individuals based on work efficiency, using work results as a measure. Therefore, there is no such thing as weak or delayed work but leaders still complete their tasks excellently or well.
It can be affirmed that the impact of Directive No. 24-CT/TU is first of all to change awareness, overcome the mindset that a careless and sloppy attitude at work is okay. Discipline, discipline and responsibility for handling work are raised. Perhaps thanks to that, GRDP in the fourth quarter of 2023 grew by over 7%, budget revenue increased, disbursement of public investment capital increased, difficult tasks such as site clearance for Ring Road 4 - Capital Region continued to progress well... That is a very positive impact.
- In 2023, Hanoi will not only perform well its regular and immediate tasks but also concretize its strategic thinking and vision into products to prepare for the future in the next 20 or 30 years. Can you share the results related to this content?
- In the past year, there were two major events that need to be mentioned. Firstly, we started the investment project to build the Ring Road 4 - Capital Region as planned. This is a strategic project, a driving force for regional connectivity, promoting growth not only for Hanoi. Recently, I inspected the route through 7 districts in Hanoi and along the route through the two provinces of Bac Ninh and Hung Yen, working with the parties, the progress is very positive. All 3 provinces and cities have completed site clearance for over 93% of the area; of which, Hanoi completed with the highest rate - over 96%; all 3 provinces and cities are determined to strive to complete site clearance before March 31, 2024.
Second, the city has taken a very important step to realize the vision and aspiration for developing the Capital with three major contents: Coordinating the development of the draft Law on the Capital (amended) to remove institutional difficulties; adjusting the Master Plan for the construction of the Capital to 2045, with a vision to 2065, and establishing the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 to arrange development space.
All three of these tasks have so far yielded good results. The draft Law on the Capital (amended) was commented on by the National Assembly with a very high consensus at the 6th Session. The City People's Council has approved the Adjustment of the Master Plan for the Capital Construction to 2045, with a vision to 2065. Regarding the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, important reports have been completed. The City is aiming to submit and have these three important contents approved by the National Assembly at the 7th Session taking place in May 2024. These are very important and historic tasks, determining the sustainable and long-term development of the Capital.
Determined to achieve comprehensive success in all goals and tasks
- With the requirement that "next year must be better than last year", what is the City Party Committee's guiding viewpoint on the task of developing the Capital in 2024, sir?
- In 2024, Party committees, authorities, Fatherland Fronts and organizations at all levels must continue to closely follow the leadership and direction of the Central and City Party Committees; strictly implement Directive No. 24-CT/TU on strengthening discipline, discipline and responsibility in handling work in conjunction with well implementing the theme "Discipline, responsibility, action, creativity, development", thoroughly overcoming the situation of pushing, avoiding, and fearing responsibility; strengthen the practice of the "7 dares" spirit of cadres that the General Secretary and the Central Committee have directed. These are: Dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties and challenges and dare to act for the common good.
The entire political system, cadres, party members and people of the capital need to uphold the sense of responsibility, concentrate highly, and be determined to successfully carry out all political tasks, complete at the highest level the socio-economic development goals and targets, ensure the maintenance of national defense, security, order and social safety in 2024, especially the key and breakthrough tasks of the city in the new year, such as: Preparing to organize party congresses at all levels, implementing the Law on the Capital (amended) after being approved by the National Assembly (15th tenure), preparing to celebrate the 70th anniversary of the Liberation Day of the Capital (October 10, 1954 - October 10, 2024); gradually completing the goals and visions according to the orientation in Resolution No. 15-NQ/TU of the Politburo. From there, create a solid premise for 2025 - the final year to successfully implement the Resolution of Party Congresses at all levels and the City's Socio-Economic Development Plan for the 2020-2025 period.
- In addition to the Law on the Capital (amended), the adjustment of the Master Plan for the Capital Construction to 2045, with a vision to 2065 and the establishment of the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 have a great impact on the development of the city. For this very important work, what is the highlight of the City Party Committee, sir?
- The consistent and consistent viewpoint is that once planned, it must be linked with resources and implemented. Along with the 5 development axes, Hanoi is determined to develop the 2 cities directly under its management: the city of the North of the Red River (Me Linh - Soc Son - Dong Anh) and the city in the West (Hoa Lac - Xuan Mai).
For the North Red River city, the favorable condition is that Dong Anh district has met all the necessary conditions to become a district. Currently, many large projects in this area are being implemented. This will be a city with the function of a service urban area, international integration associated with Noi Bai International Gateway Airport, the national economic corridor associated with the development driving axis Nhat Tan - Noi Bai; the main nature and function is a smart urban area.
For the western city, the Government and the Ministry of Science and Technology have recently handed over the management and exploitation of Hoa Lac High-Tech Park to Hanoi, creating conditions for the city to implement this plan. With its large scale and the ability to become the nucleus of innovation, a center for training high-quality human resources, a center for scientific research and high technology of the whole country, Hoa Lac High-Tech Park will be the nucleus of the western city. When the Law on the Capital (amended) is passed, we will have more mechanisms to bring universities and academies here, then the western city will soon be formed...
By focusing on building these two cities, we will create new growth poles, revive the surrounding disadvantaged areas, implement the policy of even development and, importantly, expand the population density in the core area of the capital...
Along with urban development, we will plan to further clarify the development orientation of the capital's rural areas, associated with effectively exploiting natural conditions, preserving and promoting the identity of traditional cultural regions, improving people's lives...
- Infrastructure development is one of the strategic breakthroughs. Along with focusing on investing in Ring Road 4, can you share more about the upcoming orientations of the Capital in this field?
- The general policy of the city in this term is to try to close the Ring Roads. Ring Road 1 and Ring Road 2 are basically completed; Ring Road 3 has a 14km section in Dong Anh district, so the city has decided to finish it with budget money. Ring Road 4 is being vigorously implemented. The gateway routes to the capital must also be improved. The city has decided to invest in the section from Ha Dong to Xuan Mai to widen it like the Nguyen Trai section, the section from the end of Thang Long Avenue to the Hanoi - Hoa Binh expressway will also be widened like that. In the southern region, we will continue to work on the section from Ha Dong, through Thanh Tri...
In addition, we must focus on carrying out procedures to soon invest in building bridges over the Red River, strengthening important connecting infrastructure such as Tu Lien Bridge, Ngoc Hoi Bridge, Thuong Cat Bridge... At the same time, we must coordinate to soon deploy the construction of 3 bridges over the Red River and Duong River on Ring Road 4, including Me So Bridge, Hong Ha Bridge over the Red River and Hoai Thuong Bridge over the Duong River. These are 3 bridges of important significance for connecting and putting into operation along with the Ring Road 4 parallel road. However, because these 3 bridges belong to the Public Investment Sub-project in Component Project 3 (PPP) of Ring Road 4, the progress is slow. The city is proposing to the Prime Minister to allow the implementation of these public investment sub-projects in this PPP Project as a normal public investment project to shorten the progress.
Along with that, the city has determined that it must develop a good public transport system in conjunction with the construction of two affiliated cities in order to decompress the urban area. In the immediate future, in 2024, the city is directing the operation of the elevated railway section from Nhon to Kim Ma. The underground section from Kim Ma to Hanoi Railway Station has been cleared of obstacles and will be focused on implementation in the near future. The second is the Cat Linh - Ha Dong elevated railway line, which will be invested in to continue up to Xuan Mai. The third railway line that the city will focus on directing early implementation, which if successful will create momentum to promote the West of the city, is the Van Cao - Hoa Lac line. In addition, another very important line, the line from Noi Bai airport to the center, will also be prioritized for early implementation.
The city will plan 10 urban railway lines, not only to connect areas within Hanoi but also to connect Hanoi with surrounding provinces such as Bac Ninh, Hung Yen, Vinh Phuc, Ha Nam. In the future, this content will be added and updated to the plans...
