In her opening speech, launching the Peak Month "For the Poor" and Social Security in 2024, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong affirmed that ensuring social security and implementing the goal of sustainable poverty reduction is a consistent policy of the Party, the State and Hanoi City to improve the quality of life of the people of the capital, contributing to political and social stability, creating momentum for economic development. Along with the policies of the City, the City's Fatherland Front at all levels and its member organizations have implemented many practical activities to care for and support poor households and households in difficult circumstances...
In the first 9 months of the year, the Vietnam Fatherland Front at all levels in the city has allocated over 103 billion VND from the "For the Poor" Fund to support the construction and repair of 1,232 Great Solidarity houses. In particular, with the goal of eliminating 100% of degraded houses, the Vietnam Fatherland Front Committee of the city coordinated with the City People's Committee to support the construction and repair of houses for 714 poor households and households in difficult circumstances, practically celebrating the 70th anniversary of the Liberation Day of the Capital.
Responding to the call "The whole country joins hands to eliminate temporary and dilapidated houses nationwide from now until 2025" launched by the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front, the Party Committee, government and people of the capital supported 15 provinces and cities to build 7,140 solidarity houses worth more than 317 billion VND. In addition, the "For the Poor" Fund at all levels of the city supported production development for 1,634 households, supported 1,818 people to receive medical examination and treatment; 6,589 students from poor and disadvantaged households.
In early September, super typhoon No. 3 caused severe damage to people and property in Hanoi and the northern provinces. The Vietnam Fatherland Front of the city quickly issued an appeal and received over 250 billion VND to support people affected by storms and floods; promptly advised the city to visit and support people in the capital who suffered losses of over 13.5 billion VND to stabilize their lives and rebuild and repair houses that collapsed and damaged by storms and floods. With the spirit of "Hanoi for the whole country, with the whole country", Hanoi also supported 23 provinces and 930 students from the northern provinces studying in Hanoi whose families suffered losses from typhoon No. 3 with a total amount of 83.99 billion VND along with many goods and essential necessities worth 1.73 billion VND.

Currently, although many poor people have been helped to escape poverty, Hanoi still has a number of poor and near-poor households and households with difficulties in housing and means of production that need support and wish to borrow capital to develop the economy; many poor people need support for medical treatment costs...
In order for Hanoi to have no more poor households, to achieve the goal of sustainable poverty reduction and to ensure social security, along with the attention and practical, humane policies of the city, it is necessary to have the cooperation of agencies, units, enterprises, cadres, party members and people of all walks of life.

At the same time, the mobilization, management, and use of the Fund "For the Poor" must be carried out in accordance with legal regulations, Fund management regulations, and ensure the right purpose, the right target, and the money donated to the poor must reach the poor" - Ms. Nguyen Lan Huong clearly stated.
At the program, delegates watched the reportage "Sustainable poverty reduction - spreading love", clearly depicting and contributing to vividly demonstrating the outstanding results in poverty reduction and social security work of Hanoi City in 2023-2024.
In particular, delegates listened to and shared joy with a representative of a poor household that received support to build a solidarity house from the city's support fund in 2024 - Ms. Le Thi Tham, with an address in Cong Xuyen village, Nghiem Xuyen commune, Thuong Tin district, Hanoi.
Sharing about herself and her family's difficult circumstances, Ms. Tham expressed her family's great happiness after receiving housing support from the city. Their lives have changed positively, and they have the conditions to escape poverty.
Ms. Tham's family is just one of thousands of poor households and households in difficult circumstances that in recent years have received support from the city to build and repair houses, ensuring social security in the area, with the goal of supporting households to escape poverty sustainably.
According to the Vietnam Fatherland Front Committee of Hanoi, 714 poor and near-poor households in 15 districts and towns in the city have completed the construction and repair of houses in 2024 from the city's support with a total support budget of over 61 billion VND. The support budget for building new houses for poor and near-poor households is 100 million VND/house; of which the city budget supports 50 million VND, the "For the Poor" Fund at all levels of the city supports 50 million VND (in addition to the support budget, households can borrow an additional 50 million VND/house from the Social Policy Bank, interest-free for 15 years).
This is also a project to celebrate the 70th anniversary of the Liberation of the Capital and the 18th Congress of the Vietnam Fatherland Front of Hanoi, term 2024-2029. In addition to the houses supported by the city, the "For the Poor" Fund at the district and commune levels has supported the construction and repair of 691 houses for poor and near-poor households in the area.
Complete the elimination of dilapidated housing for poor and near-poor households
Right at the launching ceremony, Hanoi leaders performed the ceremony to announce "Hanoi completed the program to eliminate degraded housing for poor and near-poor households", congratulating 1,405 poor and near-poor households in the city that have received support to build and repair houses.
At the same time, responding to the call and mobilization of the People's Committee and the Vietnam Fatherland Front Committee of Hanoi City, at the Launching Ceremony, collectives and individuals registered to support and accompany the city's social security and poverty reduction work.
As of tonight, the City's "For the Poor" Fund has received support and registration of support from 326 groups and individuals.

In the face of the severe impacts caused by storm No. 3 in the northern provinces and Hanoi, the City's "Relief" Mobilization Committee will allocate the City's Relief Fund to support the construction and repair of houses for poor households, near-poor households, single-parent households, vulnerable households, and households in difficult circumstances in the city whose houses were damaged by storm No. 3 and floods with specific support levels.
That is, support for house construction for households whose houses have completely collapsed, washed away: for poor and near-poor households, support 100 million VND/house; for disadvantaged, single-parent, and disadvantaged households, support 80 million VND/house. Support for house repairs: for households whose houses are severely damaged (roof blown off, broken, degraded...), for poor and near-poor households, support 60 million VND/house; for disadvantaged, single-parent, and disadvantaged households, support 40 million VND/house. For households whose houses are damaged (walls cracked, flooded...): poor and near-poor households are supported 40 million VND/house; disadvantaged, single-parent, and disadvantaged households are supported 25 million VND/house.
The total support amount this time is 16 billion 495 million VND, which will be allocated to districts and towns to select poor households and households in difficult circumstances, ensuring the correct criteria, publicity, fairness and transparency.
Here, the leaders of Hanoi City presented symbols to representatives of 17 units receiving support to overcome the consequences of storms and floods in the city; presented the city's support to representatives of 10 poor households in the area (including 3 motorbikes, 3 breeding cows, 3 sewing machines, 1 rice threshing machine), with the hope that these practical gifts will help families have more opportunities to escape poverty, stabilize the economy, and build a developing community.
At the same time, the People's Committee - Vietnam Fatherland Front Committee of the City commended and honored outstanding collectives and units that have made positive contributions to the city's poverty reduction and social security work. At the same time, the City leaders sincerely thanked the cooperation of enterprises that accompanied the organization of the Launching Ceremony (Vietnam Bank for Agriculture and Rural Development, Vietnam Joint Stock Commercial Bank for Industry and Trade - Hanoi Branch) and outstanding collectives and individuals in the city's poverty reduction and social security work.
According to the Vietnam Fatherland Front Committee of Hanoi, as of 9:00 p.m. today, the Hanoi Fund for the Poor has received and registered to donate from 326 groups and individuals with a total amount of 27.6 billion VND.
