A representative of the Hanoi Department of Education and Training spoke out when many people said they were worried about the idea of teaching extra classes to earn money and support teachers in preparing for final exams.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, assessed that the issuance and application of Circular 29/2024 on extra teaching and learning is necessary. "This is a rather complicated activity, with a wide scope and increasing demand from learners, while the old Circular 17/2012 is no longer suitable and does not have enough management sanctions," he said.
The contents of the new circular cover all extra teaching and learning activities inside and outside schools; the management responsibilities of the Provincial People's Committee, the Department of Education and Training, the District People's Committee, the Department of Education and Training, the Commune People's Committee, and school principals. In particular, the provisions of the new circular aim to put extra teaching and learning into order, ensure the interests of students, and preserve the image, dignity, and exemplary role of teachers.

The Director of the Department of Education and Training said that Hanoi currently has more than 2,900 educational institutions, 2.3 million students and 130,000 teachers. Organizing extra teaching and learning is a complicated issue with great demand. If there are no strict and appropriate management measures, students will suffer the most.
The Department of Education and Training also continues to implement solutions to improve the capacity and responsibility of teachers to promote students' self-study ability; promote innovation in testing and assessment to ensure that it is consistent with the content and requirements to be achieved, ensuring that students study according to the new program, without needing to take additional classes.
Regarding the free review for final year students according to Circular 29, which is causing difficulties for schools at present, the Director of the Hanoi Department of Education and Training also said that final year students voluntarily register to review for entrance exams and graduation exams according to the school's education plan. Ensuring that students have sufficient knowledge and skills according to regulations is the responsibility of the school and teachers.
However, to increase resources for schools, the Hanoi Department of Education and Training is actively proposing that the city's authorities issue a resolution to support funding for teachers to train students. "Hanoi will also pay attention to policies to ensure teachers' lives, helping them to focus on their profession," he added.
Regarding concerns that many schools have stopped teaching in the afternoon, making it difficult for parents to find a place to send their children, Mr. Tran The Cuong said that the Department will implement solutions to develop the scale and educational network and invest in facilities to ensure enough schools, increase the number of schools and classes teaching 2 sessions/day.
Along with that, the Department will strengthen inspection, examination and strictly handle cases of violations of regulations on extra teaching and learning.
The leader of the Hanoi Department of Education and Training also emphasized that in order for the new circular to be put into practice and effective, the synchronous implementation of solutions is necessary, in which the important thing is the change in awareness, self-respect and self-esteem of teachers to "say no" to illegal extra teaching.
At the same time, if parents are still not assured because their children do not attend extra classes, and are still worried about their grades, then no matter how hard they try, the education sector will find it difficult to fundamentally resolve the shortcomings of extra teaching and learning. He hopes that parents and students will trust, unanimously implement and closely monitor the new regulations on extra teaching and learning to ensure their rights so that they can develop comprehensively.
