Hanoi issues Directive on organizing Lunar New Year celebrations in 2025

Kinhtedothi - On December 29, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Directive No. 15/CT-UBND on organizing the celebration of the Lunar New Year 2025.

Accordingly, the Directive requires ensuring leadership and direction in organizing and serving the People to celebrate the New Year and Spring joyfully, healthily, safely and economically with the motto "everyone, every family has Tet" associated with promoting propaganda work to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), the 95th anniversary of the founding of the Hanoi Party Committee (March 17, 1930 - March 17, 2025) towards the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), and the 80th anniversary of the founding of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

At the same time, create an exciting and enthusiastic atmosphere of competition in work, labor, production and study of the capital's cadres and people right from the beginning of the year, determined to complete the 2025 socio-economic development plan, contributing to the successful implementation of the Resolution of the 17th Congress of the City Party Committee.

Ensuring traffic order and safety during New Year and Lunar New Year

The City People's Committee assigned the Department of Industry and Trade to preside over and coordinate with the Department of Transport, the City Police and the People's Committees of districts, towns and cities to carefully and safely organize the Spring flower markets serving the Lunar New Year in the city, ensuring regulations on security, order, traffic safety, environmental sanitation and fire prevention and fighting; closely inspect and monitor the electricity supply, have backup plans to ensure enough electricity for production, business and people's daily life during the end of the year and Lunar New Year.

The City People's Committee assigned the Department of Transport to preside over and coordinate with the City Police, relevant departments and branches, People's Committees of districts, towns and cities to organize a peak period to ensure traffic order and safety during the New Year and Lunar New Year; Strengthen inspection of the implementation of declaration of transport fares, train prices and bus tickets according to regulations, resolutely and strictly handle all violations; Focus on reviewing, directing the maintenance, repair and quick repair of damaged roads, streets and traffic lights or those that are not qualified for use.

Strengthen traffic flow and organization, reduce accidents and traffic congestion; Ensure order and safety at bus stations, train stations, and strictly handle violations during Tet. At the same time, strengthen inspection and handling of cases of illegal parking and stopping of vehicles, driving in the wrong lane or on the wrong road section, overloading, or exceeding the prescribed number of people; Handle illegal and unlicensed parking spots, violations of service prices, violations of roadways and curbs. Inspect and urge construction units to restore sidewalks and roads, ensuring traffic convenience and environmental sanitation during Tet.

The Department of Culture and Sports is assigned to strengthen inspection and supervision of the organization of festival activities during the Lunar New Year, ensuring that they are healthy, consistent with the traditions, customs, habits, and living conditions of each locality. Coordinate with functional agencies and local authorities to promptly prevent negative activities, taking advantage of festivals for gambling and superstitious activities. Strengthen propaganda and fight to reduce "bad customs", uncultured, extravagant, and wasteful activities in spontaneous festivals.

The Department of Agriculture and Rural Development develops a plan to organize and launch the movement "Tet tree planting to forever remember Uncle Ho" during the Spring of At Ty 2025, ensuring practicality, economy, efficiency, and no ostentation. Urge, inspect, and guide the People's Committees of districts, towns, and cities to organize and implement the plan to plant trees, care for, protect, and prevent forest fires from the first days of 2025.

The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with relevant departments, branches, sectors, organizations, and People's Committees of districts, towns, and cities to implement the plan to take good care of the people's material and spiritual lives, especially those with revolutionary contributions, policy families, families affected by storms and floods, people in difficult circumstances, and ethnic minorities.

Absolutely secure protection of key targets and festival locations

The City People's Committee assigned the Department of Health to develop a plan to ensure disease prevention and control, food hygiene and safety during the Lunar New Year 2025; organize medical examination and treatment well; direct hospitals and medical facilities to be on duty 24/7; reserve enough medicine, blood, infusion fluid, supplies, medical equipment, chemicals, and vehicles to meet the needs of medical examination and treatment, especially promptly handle emergency cases of traffic accidents, injuries, food poisoning, etc.

The Department of Natural Resources and Environment shall preside over and coordinate with relevant departments, branches and People's Committees of districts, towns to deploy the Plan and guide districts, towns and cities in ensuring environmental sanitation, strengthen direction and inspection of the organization of sweeping, watering and washing of streets and sidewalks, collection, transportation and treatment of garbage in the city and operate the city's centralized waste treatment areas smoothly and safely; coordinate with the Department of Construction to launch the movement to make the city "bright, green, clean and beautiful", mobilizing organizations, agencies, businesses and people to regularly participate.

The City Police Department develops plans and organizes specific and appropriate on-duty forces to ensure political security, order, and social safety for people to enjoy Tet; Absolutely protect the safety of key targets, festival sites, entertainment venues, and crowded places. Coordinate with the Department of Transport to increase forces and means to deploy drastic solutions, including special situational solutions to limit traffic congestion, ensure safety, control traffic accidents, and promptly clear congestion when it occurs; prevent racing, promptly and strictly handle violations of the law on traffic order and safety, especially those related to the use of alcohol, beer, and prohibited substances while driving.

Launch a high-profile campaign to focus on preventing and combating crime and strictly handling cases of illegal transportation, storage, trading, and setting off of firecrackers from now until the end of the Lunar New Year 2025. Strengthen prevention and control of illegal trading and use of weapons, support tools, and explosives. Organize the elimination of complicated hot spots in security and order; Do a good job of temporary residence and temporary absence registration, especially in districts and densely populated areas; Do not let serious crimes happen, destroy smuggling, trading, counterfeit goods production, drug trafficking, gambling, lottery, prostitution, superstition, and strictly handle violations according to the provisions of law.

In addition, coordinate with local authorities to increase the militia force to patrol, guard, prevent and strictly handle according to the law acts of disturbing public order, theft, fraud, transporting prohibited goods, acts violating security, order, social safety, and ensuring order at traffic hubs.
