According to Professor Prabir De of the ASEAN-India Center, Research and Information System for Countries (RIS), Prime Minister Pham Minh Chinh’s visit to India was effective and groundbreaking. India and Vietnam have a long-standing historical and civilizational relationship, which was elevated to a Comprehensive Strategic Partnership in 2016.
India considers Vietnam a key pillar of its Act East Policy and an important partner in the Indo-Pacific Oceans Initiative (IPOI). Discussions during the visit covered a wide range of bilateral cooperation, including economic, defense, development partnership, cultural exchanges, etc. The two sides also exchanged views on regional and global issues.
Among the agreements signed on the same day, Professor Prabir De expressed his great impression with the Memorandum of Understanding on cooperation in the field of customs capacity building between the General Department of Vietnam Customs and the Central Board of Indirect Taxes and Customs of India (CBIC) as well as Vietnam's decision to join the Coalition for Disaster Resilient Infrastructure (CDRI).
Ms. Nutan Kapoor Mahawar – Assistant Secretary of the Indian Council of World Affairs (ICWA), expressed her great pleasure to welcome Prime Minister Pham Minh Chinh at the ICWA headquarters on the afternoon of August 1. According to Ms. Nutan, Vietnam is a very important partner of India, a pillar in the Act East policy. India has a comprehensive strategic partnership with Vietnam.
It is a very diverse relationship in many different areas, not only in terms of politics but also in terms of economics, people-to-people relations and cooperation in archaeological conservation at ancient Hindu sites in Vietnam. Ms. Nutan emphasized that India and Vietnam have good trade relations. The two countries are considering further strengthening defense cooperation – a strategic partnership. In addition, the two sides also have a consensus on the Indo-Pacific Vision.
On the same day, Mr. Atul Aneja - Advisor to the Asian Vision Institute, commented that India and Vietnam need to further promote their bilateral relationship. He quoted Prime Minister Pham Minh Chinh's speech at ICWA stating that the two countries have two goals: Vietnam must become a developed country by 2045 and India also has the goal of becoming a developed country by 2047. The question now is how the two countries work together to achieve these goals.
Mr. Atul Aneja said that the two countries need to cooperate together as Prime Minister Pham Minh Chinh said, in many fields from economy, military to defense in many different geographical areas such as the Indian Ocean-Pacific. He emphasized a very important point that the Prime Minister made that we are entering a multipolar world and "India believes that one pole cannot determine the global world order. In Asia there must be multipolarity".
Finally, Mr. Atul Aneja highly appreciated the meeting and talk of Prime Minister Pham Minh Chinh at ICWA, and affirmed that the relationship between India and Vietnam is very positive. The people-to-people relationship between the two countries is also of great significance because it was built long ago when Buddhism was introduced to Vietnam from India and the two countries also share the spirit of equality, welfare, etc.
